본 연구에서는 항공운송산업의 발전을 위하여 항공기 운항의 기반이 되는 국내 공역관리의 실태와 문제점을 검토하고, 이의 개선방안을 도출하고져 하였다. 한국은 세계10위의 국제적 민간항공국임에도 불구하고 경쟁력의 원천인 국내여건이 매우 취약한 실정이다. 국내 공역은 약 40만$km^2$인 대구비행정보구역내에 14개소의 접근관제구역과 16개의 항공로가 있고, 민간항공의 비행을 금지하거니 제한하는 71개소의 통제공역과 47개소의 주의공역이 설정되어 있다. 이와 같이 국내 공역은 매우 협소하고 복잡하며, 국가안보의 특수 상황으로 인하여 공역운영의 효율성이 떨어지며, 항공운항의 비경제성과 비행안전요인이 상존하고 있다. 이를 개선하기 위해서는 국가공역관리체제가 실질적이며 체계적으로 확립되어야 하며, 총체적인 국가이익의 극대화를 위하여 안보목적의 군 관할 공역과 민간항공이 활용 가능한 공역의 활당이 최적화 될 수 있도록 공역구조가 재편되어야 한다. 또한 운영상 효율성을 제고하기 위하여 접근관제구역의 광역화, 항공로체제 개선, 공역설계기준의 제정, 수도권 공역 부족의 해소와 미래항행시스댐 운영에 대한 대비가 필요하다.

Our nation have several procedures and law for national airspace management, however those procedures and law not enough to manage airspace. Therefore, I have studied this paper for improving flight safety and for providing economics flight of civcil aircraft and military aircraft, also, for increasing efficiency of airspace through systematic airspace management, additionally, for improving nation defense ability and for preventation our nation damage when occuring airspace problem. Nowaday. in using airspace. two theory which freely use theory and use theory under jurisdiction is opposed by every nation in worldwide. Consequently. we can realize every nation endeavour to increase their jurisdiction airspace. However. our nation is not still prepared to cope with other nation when occuring airspace trouble. because airspace definition is not prescribed on our aviation law. Therefore. several problems which are improved in our airspace management are presented on this paper. The presented matters are as follows. First, The airspace definition is not prescribed on aviation law and responsibility limit of airspace management is ambugious. Second. problem on structure of approach control area and special airspace, Third. problem on airway system. Fourth. civil agency and military agency apply respectively different regulation in establishment of aircraft flight route, To grasp these problems, considered the airspace conception, airspace classfication. legal character of airspace. our nation airspace state and management together with other nation airspace state and management. also compared our nation airspace management with other nation airspace management. And. improvement methods to solve problems which was appeared by comparing and analysis are presented on this paper.

The airspace has to be designed considering the flight safety and economic efficiency of aircraft operators. The International Civil Aviation Organization(ICAO) published standards and recommended practices for safe design of the airspace. Each contracting country must follow the ICAO standards in designing the airspace for the utilization of civil aviation. Normally each member establishes its own standards and national aviation law for the safe and efficient design of the airspace, regarding the ICAO standards. However, our government has not developed yet clear and detailed standards and regulation system for airspace design. This might lead to aviation accidents and disputes between operators of aviation system This study is to review the characteristics of ICAO standards and a legal problem related to application of international standards for airspace design. Specifically this research analyzed the case of airspace design and operation of a domestic airport. The results of analysis are as follow: (1) per the safety of civil aviation, it is very required to establish national regulation system to follow ICAO standards in designing airspace, (2) It is also necessary to establish separate procedure for civil aircraft in military air base, when the aerodrome is co-used by military and civil aircraft. If the same procedure for military aircraft is applied to civil aircraft, it is necessary to make clear what the design concept is, (3) and the differences from ICAO standards have to be publicly known.

The Korean airspace is very much limited, but its users are many. Especially many special using airspaces for military aircraft are formulated within the Taegu Flight Information Region and it is so restricted for civil aircraft to use the military airspaces. However, as the demand of civil air traffic is increasing, positive cooperation among the users of the airspace is needed to cope with the demand and to uplift the utilitation of the Korean airspace. Most of airspace except airways within the FIR are restricted areas, prohibited areas or operation areas for the military purpose. This thesis shows how to improve the utilitation of the Korean airspace and how much economical benefit the suggestion gives.

급증하고 있는 드론(무인항공기) 분야의 기술 개발과 보급이 활발해지는 효과의 반대급부로서 기존의 유인 항공기 운항의 안전이 위협받고 있다. 본 논문에서는 초경량/소형 드론이 비행하도록 지정된 저고도 공역에 대한 현 제도의 문제를 분석하고 드론의 비행 증가에 따른 항공안전을 확보하기 위한 저고도 공역 재설정을 포함한 공역 제도 개선 방안을 제안한다.

우리나라가 관할하는 공역의 넓이는 약 40만$\textrm{km}^2$로 주한미군이 1952년부터, 국방부가 1958년부터 관리해 오다가 1995년에 건설교통부가 공역관리 업무를 인수하였다. 우리나라의 공역(대구 FIR)에는 비행금지구역, 비행제한구역, 위험구역, 경제구역, 훈련구역, 군작전구역 등 무려 114개의 특수목적 공역이 설정되어 있어 민항공기의 운항이 자유롭지 못하다. 또한 내륙을 중심으로 14개의 접근관제규역이 설정되어 있고 각기 관할구역에 대하여 배타적인 권리를 행사함으로써 신공항건설에 따라 운항이 필요한 소요공역 확보에도 애로가 많은 실정이다. 항로는 국내항로 5개, 국제항로 11개 등 모두 16개의 항로를 운영하고 있으나 대부분 한 개의 항로를 양방향으로 운영하고 있어 교통량 처리가 어려운 실정이고 항공교통량 전체의 75%가 수도권으로 집중되는 현상이 나타나 안전도 확보에도 지장을 주고 있다. 우리나라는 군사적 특수성 때문에 군의 작전비행 활동이 상당히 많으나 관제 및 비행절차에 관한 규정을 군과 민이 각각 달리 운영하고 있는 문제점들이 있다. 금번 세미나에서는 군의 작전활동을 유지하면서 민 항공의 안전성, 경제성 등을 확보하기 위하여 1)국제민간항공기가 제정한 공역등급화(ATS Air Space Spacification)방안, 2)접근관제구역의 조정개선 방안 3)특수공역의 합리적 운영방안, 4)항로의 적선화, 복수의 일방통행 항로 확보 및 국제연결 항로의 다양한 방안, 5)군민간의 관제규정의 일원화 방안 등을 제안하고자 한다.

In this study, considerations for establishing RVSM airspace and requirements for RVSM operating aircraft are verified. The purpose of RVSM is to reduce vertical separation minimum for aircraft which operate between FL290~FL410 inclusive in regional airspace, and to increase airspace capacity by providing additional flight levels. To introduce RVSM, it is necessary to estimate quantatively airborne collision risk due to the reduction in vertical separation minimum. Aircraft operating through RVSM airspace is required to verify that height keeping performance is above specific standards.

Recently airspace became a hot issue considering today's international relations. However, there was no data that could be fully explained about a legal system of korean airspace, so I looked at law and practice about korean airspace together. The nation's aviation law sector is comletely separate from those related to civil and military aircraft, at least in legal terms. The Minister of Land, Infrastructure and Transport shall carry out his/her duties with various authority granted by the "Aviation Safety Act". The nation's aviation-related content is being regulated too much by the Ministry of Land, Infrastructure and Transport's notice or regulation, and there are many things that are not well known about which clauses of the upper law are associated with. The notice should be clearly described only in detail on delegated matters. As for the airspace system, the airspace system is too complex for the public to understand, and there seems to be a gap between law and practice. Therefore, I think it would be good to reestablish a simple and practical airspace system. Airspace and aviation related tasks in the military need to be clearly understood by distinguishing between those entrusted by the Minister of Land, Infrastructure and Transport and those inherent in the military. Regarding matters entrusted by the Minister of Land, Infrastructure and Transpor, it is necessary to work closely with the Minister of Land, Infrastructure and Transport when preparing related work guidelines, and to clarify who should prepare the guidelines. Regarding airspace control as a military operation, policies or guidelines that are faithful to military doctrine on airspace control are needed.

The utilization of UAV and the activities of diverse widening, now the challenge was how to operate and integrate UAV safely in the NAS. The purpose of this study is to look around the trend for interoperability of UAV in the NAS and to provide its implications and the future direction of integrated operating airspace focusing on U.S. where R&D and demand of UAV are the most in the world.
