KBS는 차세대 방식인 IP전송 기술을 UHD방송에 적용하기로 결정하고 2017년 9월부터 2018년 3월까지 약 7개월에 걸쳐 ALL-IP UHD부조정실 구축을 완료했다. 이후 약 3개월간의 시뮬레이션 기간을 거쳐, 현재 KBS 1TV '아침마당'과 '무엇이든 물어보세요' 를 생방송으로 제작하고 있고 KBS 2TV '그녀들의 여유만만'을 녹화 제작하고 있다. 본 논문은 UHD비디오신호와 오디오신호를 ALL-IP로 전송하기 위해 참조한 표준기술과 각 파트별 구축 세부내용을 소개한다. 또한 향후 지속적으로 발전할 IP제작 시스템에 대해 효율적인 계획과 대응을 할 수 있도록 구축사례에 대한 경험을 결론으로 논한다.

국가에서는 수해예방 및 주민들의 삶의 질 향상을 위해 다양한 하천사업을 수행한다. 국토교통부의 경우 매년 막대한 예산을 투입하여 하천정비 및 재해복구사업 등을 추진 중에 있으나, 체계적인 공사관리와 산출물의 전산화를 위한 시스템은 부재한 실정이다. 현재 건설사업정보시스템(건설CALS)을 통해 하천공사에 관한 정보를 확인할 수 있으나 총 공사비, 참여업체 등 기본적인 정보만을 제공하고 있으며, 공정관리 및 예산정보에 관한 상세한 내역을 확인 및 관리할 수 있는 기능은 부재하다. 이러한 문제를 해결하고자 본 연구에서는 하천사업(공사)관리시스템의 필요성을 제시함과 동시에 우선적으로 하천사업 공종 표준화를 수행하고자 한다. 현재 건설공사표준품셈을 통해 건설공사의 공종을 확인할 수 있으나 '제2장 하천공사' 내에는 사석, 돌망태, 하천호안공에 관한 정보만을 담고 있다. 하천공사 공종 표준화를 진행하게 될 경우 공종별 공사 세부정보에 대한 관리가 가능해지며, 현재 하천을 관리 중인 국토교통부, 지방국토관리청 및 지자체 등 하천사업을 수행 중인 기관의 시스템 활용도를 제고할 수 있다. 하천사업 공종표준화를 위해 우선적으로 현재 건설공사표준품셈, 도로대장 전산화 입력지침 등기 수립된 지침 및 기준을 통해 건설토목공사 시의 공종을 조사·분석한 후, 하천공사 준공보고서 및 감리보고서 등 공사 관련 자료를 활용하여 하천공사에 주로 수행되는 공사들에 관한 종류를 도출하였다. 이후 건설토목공사 공종과의 비교·분석을 통해 하천공사에서 주로 수행되는 공종을 도출·표준화하는 작업을 진행하였다. 본 연구에서 제시한 하천사업 공종의 경우 향후 하천사업(공사)관리시스템 개발에 활용이 가능하며, 하천공사 관리의 효율성을 극대화할 수 있다.

대한설비건설협회는 기계설비공사업인 열배관공사의 분리발주확대를 위해 지난 20여년간 지속적으로 건의하고 홍보한 결과, 한국지역난방공사가 올해 1월부터 50억원 미만에서 300억원 미만까지 확대하여 발주함으로써 사실상 모든 열배관 공사를 기계설비공사업으로 발주하게 됐다. 이에 대해 대한건설협회는 한국지역난방공사와 관계 요로에 기계설비공사 분리발주를 철회하여 줄 것을 강력히 건의하고 언론을 통해 수차례에 걸쳐 불만을 표시했다. 그러나 대한설비건설협회는 한국지역난방공사에 "열배관공사는 기계설비공사로 발주하는 것이 타당하다"는 논리로 강력히 대응했다.

본 시설공사 가격관리 자료는 '84년도 조달청 시설국이 발주한 공사중 표준가격으로 활용할 수 있는 수준의 건축공사를 발췌하여 이를 비목별,공종별 단위당 공사비와 건물유형별로 중요자재 소요량 및 소요품수 등을 분석한 것입니다. 따라서 회원 여러분께서 본 자료를 잘 활용하면 건물종류별로 우리 실정에 알맞는 표준 건축물의 기준 자료로 이용할 수 있으며 또한 건축물의 과도한 고급화를 억제하여 예산을 절감하는 등 공사비 단가 간접통제 수단이 될 수도 있을 것입니다. 공사집행부서는 본 자료를 시설공사 계획 단계부터 발주, 시공 과정에 이르기까지 관리자료로 활용하시기 바라며 조달청에서는 본 자료를 각 수요기관이 계약요청하는 공사에 대하여 공사비 단가를 비교 평가하는 자료로 활용할 것입니다.

The features of modem construction industry can be summarized as specialization, complexity, and large-scale. Therefore, increasing uncertainty of construction project can not be effectively dealt with traditional method used for construction cost management. Cost overrun affects on successful execution of managing construction project in a negative way. Therefore, accurate estimation is a priori for effective cost management. First, this work analyzes the previous cost estimation model for the effective cost management. Then, a standard structure required for developing the cost estimation model for site development was presented. In addition, the cost estimation model which can be used in planning and design phases was introduced by analyzing real site development projects.

Estimation of total construction period and cost in the early stage of the project is very important. Simulation is one of the method considering proper compound such as tools, materials for effective construction management and estimating and analysing affected factors to construction through making suitable process. This study is to develop the model by using Arena simulation considering limited facts like blast time in a subway tunnel construction of both sides inner city. Developed model is easily useful type by using Visual Basic program, and can obtain total construction period and cost as a result. It could be used as a decision making tool in early stage of the construction.

Early cost estimation promote efficient budget plan by comparing alternatives and presenting cost information However it is hard to predict accurate cost because of vague cost standard and lack of available information in the early stage. The precious cost model has limitations in the accuracy because they are simple linear model which uses the unit cost per kilometer. This study presents the framework of early cost estimation for road construction projects to overcome the limitation of previous cost model. This study analyzed domestic and foreign cost model and cost data of previous road construction project to present method of cost model framework.

한국전력공사에서 실시하는 단가공사 및 총가공사에는 전기공사업체에서 민간기술자격자를 일정 수준의 인원을 확보하여야 입찰에 응할 수 있도록 되어 전기공사업계의 경영부담이 증가되고 있는 실정이다. 따라서 본 연구에서는 민간기술자격 교육기관의 실태를 파악하고 전기 공사업계의 의견을 수렴하여 한국전력공사에 정책적 차원의 건의를 하고 전기공사 민간자격 기술자의 체계적 관리 방안을 도출하고자 한다.

항만공사의 운영 효율성과 자율성을 강화를 통해 국가 및 지역발전 기여 요구가 꾸준히 제기되고 있다. 이 연구는 선진 항만공사 도델(미국 PANYNJ, 싱가포르 PSA)을 살펴보고, 국내 항만관련법령 상의 항만공사의 역할과 한계를 분석하였다. 이를 통해 항만공사의 자율성을 강화하고, 글로벌 항만기업으로 육성하기 위한 제도개선 및 정책제언을 위한 기초연구의 토대를 제공코자 한다.

Various studies has tried to unveil causes of cost overrun and schedule delay in the road construction project. However, these causes need standardization due to difference by guidelines, relevant research, and facilities. Therefore, this study identifies and elaborate standard road construction cost and schedule variation factors that can be used in the planning and execution of the project. variation factors have been derived and grouped through literature review and modified and supplemented through expert interview. In addition, the connection with the relevant guidance factors is confirmed and the usability is reviewed by applying actual road construction cases. The factors suggested in this study comprehensively include factors of related guidelines and previous research, more clearly distinguish, support decision making.
