도로에는 많은 종류의 지하시설물이 매설되어 있어 이에 대한 효율적인 관리를 위해 1995 년부터 국가적으로 국가지리정보체계 (NGIS:National Geographic Information System) 구축사업을 시작하였고, 많은 지방자치단체에서도 지하시설물 전산화를 통하여 시설물에 대한 DB 를 구축하여 전반적인 관리시스템을 갖추어 놓았다. 아울러 지하시설물 기관별로도 별도의 유지관리시스템을 구축하여 운용하고 있다. KT 에서도 TOMS(선로도면시설관리시스템: Telephone Outside-plant Management System)를 이용하여 도면전산 DB로 활용하고 있으며 이를 기반으로 TOPS (선로시설설계시스템:Telephone Outside Plant Design System)로 공사 설계를 하고 있다. 하지만 지하시설물로써 원초적인 관로에 대한 설계시스템은 도면의 hand drawing 작성방식으로 도시 한후 MS windows 환경의 excel로 설계함에 따라 설계시간이 많이 소요 되는 실정이다. 따라서, 본 프로그램의 개발은 KT 통신 network 구축에 필요한 맨홀 및 관로등의 지하시설물에 대한 공사설계의 툴로써 전산화 설계를 가능하게 하고 공사감리업무 종사자들의 업무환경 개선을 위해 개발 하였다.

The rising number of accidents during building demolition work has significantly heightened interest in this field. This study undertakes a comprehensive analysis of the essential capabilities required for building demolition experts, drawing on both domestic and international examples. This includes an examination of training courses for building demolition inspectors and the competencies mandated for structural demolition roles as per Korea's National Competency Standards(NCS). Furthermore, the study reviews the qualification tests and training programs for building demolition professionals in the United States, Japan, and England. The research concludes that the expertise needed for demolition construction professionals should be categorized into seven key domains: legal, structural, safety, planning, operational, constructional, and environmental aspects. These competencies are further divided across three professional tiers: technician, engineer, and manager.

On July $18^{th}$, 2003, Incheon International Airport Corporation(lIAC) signed the Construction Management Service Contract with KIDS consortium (composed of Kun-Won Eng., ITM Corp, Do-Hwa Eng, Space Croup) for the $2^{nd}$ phase construction protect consists of landfill, $\#3$ runway, remote Concourse, IAT, BHS, cargo terminal, etc scheduled to be finished by the end of 2008. KIDS dispatched qualified engineers to the Construction Management Division of IIAC for providing technical assistance to IIAC members to pursue project goals in tulle. within budget with appropriate quality level to build one of leading hul] airports for the Northeast Asia legion in the $21^{st}$ century. The work scope covers upgrading various project procedures and related computer programs, cost and schedule control, design supervision for building design including support systerns such as HVAC, fire protection, elevators and escalators, boarding bridges, electrical and communication systems, and technical support for IAT/BHS, QA/QC, field test and inspection, start-up and commissioning, etc. The purpose of this paper is to introduce the major activities of the Construction Management Services performing at the IIA project for your reference.

안전관리는 건설사업의 시공과정 중에 발생 가능한 유해, 위험으로부터 인명을 보호하는 것이며, 건설사업의 주제는 발주자로서 발주자 역할의 극대화는 효과적인 건설재해 방지의 관건이다. 건설프로젝트의 발주자, 설계자, 감리자, 시공자, 협력업자 등 다수 참여자의 장기간에 걸친 공동작업으로 이루어지는 건설공사의 특성을 고려할 때, 기존의 건설안전관리체제로는 건설공사에 수반되는 이와 다양한 유형의 사고를 방지하기 위한 근본적인 처방으로는 미흡하며, 건설산업의 총체적인 안전수준의 향상을 통한 시설품의 생애주기 전반에 걸쳐 안전성을 확보할 수 있는 근원적인 안전관리제도의 구축이 요구되고 있다. 실태조사 결과 공공발주자와 민간발주자의 안전의식 및 안전관리실태에는 격차가 크며, 대다수 발주자의 안전관리에 대한 책임의식이 미흡하며, 민간발주자의 경우가 훨씬 열악한 것으로 나타났다. 정부 감독기관의 발주자에 대한 안전책임 부여도 소극적이다. 발주자 안전관리가 미흡한 원인과 이의 촉진 방안에 대한 도출이 필요하다. 발주자에 대한 접근 방법의 홍보를 통한 책임의식의 고취, 발주자를 위한 안전관리매뉴얼 등 안전관리 도구의 제공, 법령을 동한 명확한 책임의 부여, 발주자가 책임을 이행할 수 있는 자질있는 안전전문가의 활용이 긴요한 것으로 사료된다.

The architectural drawing, construction project specification, etc. are included in the contract of a documents. However, construction project specification, for being documentation, is not utilized to such an extent. The reason is that specification information is difficult in collecting information in relation to the architectural drawing, material finishing list and other architectural information. Therefore, an integrated model, which can be associated with other architectural information, is needed, and a DB based on this integrated model must be established in order for it to be utilized in design, construction, and management. The DB, which is established through this process, must be updated according to modification in design, and construction. Furthermore the specification must be in document on the web for reference. Consequently in this research, the structure of integrated model has been introduced, and it has made the search and preparation of the integrated model on the Internet, using the specification information DB established for the mutual reference of DB, possible. The improvements of construction project specification standards are expected by this system. Also, it will bring about Improvements upon claim prevention, and design, construction, management qualities. Furthermore, it will make the use of information more convenient in practical business such as order agency, design service and building site.

최근 터널에서 균열, 누수 등과 같은 현상이 많이 발생하고 있어 터널의 안정성 및 균열보수, 미관, 고객의 공용 중 심리적 불안감을 조성한다는 것을 쉽게 찾을 수 있다. 고속국도 제30호선 상주~안동간은 16개소/12km의 터널이 설계되어 있어 터널의 비중이 크다. 그러므로 본 연구에서는 터널 라이닝 균열발생 원인분석 및 기존사례 조사를 통하여 균열발생 최소화 방안을 검토 및 터널 라이닝의 유해한 균열방지를 위하여 공사관계자(발주처, 감리사, 시공사, 하도급사 등) 의견수렴을 통한 여러 가지 대책공법을 제안하였으며 제안공법의 효율성을 판단하기 위해 고속국도 제30호선 상주~안동간 제 8공구의 단촌 2터널, 단촌 3터널에 시험시공을 실시하여 각 공법별 균열율 및 시공성, 경제성을 고려하여 결과를 분석하고 최적의 공법을 파악, 전파하는데 그 목적이 있다.

In 1994, the house construction work was separated from design part to prevent incomplete work and to improve quality. During that time, the supervision in the house construction work has made a great development in the quantity phase, but there is no study case about the satisfaction degree of clients on the supervision job. This study presents the improvement schemes of the supervision job rationality, the revision of supervision system and supervisor's improved construction management ability. also, This paper aims at advancing our construction field and enhancing competitive power by seeking for solutions to problems and improving current system to a reasonable supervision in the house construction work comparing and analyzing by questionnaire in Taegu, Kyungbuk area. The further study will be needed about the whole Korean construction market.

건설 프로젝트를 수행함에 있어서 사업관리운영 절차서는 매우 중요하다. 국내에서는 일부 대형 공공 사업을 제외하고 프로젝트의 특성에 맞는 절차서를 개발하여 적용한 예는 드물다. 이러한 점을고려하여 현재 공사가 진행죽인 대표적인 국내민간자본 SOC사업을 표본으로 삼아 절차서의 활용현황을 검토분석하고 그에 따른 효율화 방안을 구하여 보았다. 이를 위해서 사업수행주체인 발주자, 사업관리자, 감리자, 설계자, 시공계약자 등을 대상으로 현재 보유/사용하고 있는 절차서에 대한 이해도, 사업관리지식체별 업무절차에 대한 이해도를 설문조사하였다. 설문조사의 분석결과를 토대로 건설사업관리수행상 업무수행절차의 전반적인 이행실태를 점검하여 문제점을 도출함으로서 향후 사업관리운영절차서의 체계적인 개발을 위한 추진방향을 설정하고 사업관리전반에 대한 인식제고와 효율적인 사업관리체계의 적용방안을 모색하여 제시하였다.

월간「설비건설」은 지령 200호를 맞아 설비건설산업의 제2 도약을 위한 발전방안 모색과 월간「설비건설」발전을 위해 산·학·연·관에서 설비건설산업 제도개선 및 설비건설산업 발전에 일익을 담당하고 있는 인사를 모시고‘설비건설산업 제2 도약을 위한 발전방안 ’이라는 주제 하에 지난 2월 13일 라마다 르네상스 인 서울 호텔에서 좌담회를 개최했다. 이날 좌담회에서는 건설업계의 관심사인 건설생산체계 개편과 관련하여‘일반·전문 겸업제한 폐지시 설비공사 분리발주가 이루어져야 균형적인 법개정이 될 것’이라는 의견과 함께‘설비분야는 독립성이 있음에도 불구하고 인정받지 못하는 현실을 극복하기 위해 설계, 시공, 감리, 유지관리를 일관성 있게 지원 가능한 설비건설업법 제정이 필요하다’는데 의견을 모았다. 또한 월간「설비건설」의 발전방향에 대해‘창의적인 기획기사 발굴과 독자의 참여도를 더욱 높여야 할 것’이라고 지적했다. 본지는 이날 좌담회에서 논의된 내용을 정리하여 게재한다.

대단위 건축물 및 구조물 철거작업시 철거사업 참여 주체인 발주자, 감리자, 시공자 및 근로자등의 안전사고 예방을 위한 사전 위험성평가 및 안전대책 수립, 수립된 안전대책 이행에 대한 역할이 매우 중요하다. 건축물 및 구조물 철거작업 공법은 인력철거공법 및 장비철거공법, 발파철거공법으로 구분되며 발파철거공법 적용시 발생되는 소음 및 진동을 계측하여 환경규제 기준내로 준수해야 한다. 본 연구는 발파공업에 의한 철거작업시 국내·외 소음 규제치 비교를 통해 국내의 발파공법에 의한 소음 규제치를 합리적으로 조정하여 건축물 및 구조물의 철거작업시 발파공업의 채택이 활성화 되기를 기대한다.
