In the construction project, construction supervisor influences greatly the construction managements such as process management, quality management, safety management, and cost management. Therefore, from the first stage of the project, the managing activities of the supervisor are consistently needed. But the assesment of supervisor's work and cost has not been made enough in the public construction project. And there have been doubts as to whether a supervisor can take a consistent managing activity from the early stage of the project. Accordingly, the works between Korean supervisor and foreign supervisor in their public corporations are analyzed and compared in this paper. And the evaluation is made each of the cost for supervisor and the cost for engineer as a substitute of supervisor in construction project. This study is believed to contribute to improving the supervisor's work and reducing the personnel expenses and construction indirect cost.

The construction supervisors of the public companies are usually responsible for process management, quality management, safety management, and many other various tasks that occur during construction project. Public companies such as Korea Highway Corporation have developed a framework and manual for management and supervision of construction projects. But, there has been the change of business environment such as increase of private investment project and the introduce of construction management system recently. It has been necessary for construction supervisor to streamline the current project management system in the owner's aspect in order to cope with the expected new challenges. Accordingly, this research has been investigated and analyzed the operation system between Korean supervisor and foreign supervisor in their public corporation. This research has suggested the advanced project management in their public corporation. Especially, this study has proposed the construction management manual for supervisors such as inspectors training, supervisors construction manual, and supervisors training road map.

본협회가 75년도의 중점사업으로 추진 인가신청 한바 있는 건축사업무 및 보수기준개정안이 75. 12. 15일자 건설부고시 제197호로 인가되어 76년 1월1일부터 시행하게 되었다. 1966년 7월5일 건설부장관인가로 시행된 보수기준은 68년11월 71년 1월 2차에 걸쳐 부분적 인 개정이 있었으나 요율이 개정된 것은 이번이 처음으로서 이번 개정인가된 보수기준의 특징은 종전기준에서는 분리되어 있던 설계와 감리보수요율이 ‘설계감리보수료율’로 단일화되어 공사감독 으로 그릇 인식되었던 공사감리가 공사감독이 아닌 설계의 연장으로 정당한 인식을 받게하는 계기가 되었는바 건설부고시내용과 ‘건축사업무 및 보수기준’은 각각 다음과 같다.

본 논문에서는 건축물의 고층화, 대형화로 외벽 청소, 도장, 견출, 검사등 작업시 손쉽고, 빠르며 경제적으로 작업을 위한 방법으로 작업의자형 달비계를 사용 하고 있으나 최근 3년간 유지·보수공사 작업시 근로자의 중대재해가 36명으로 신축·증축·재건축공사 2명으로 유지·보수공사에서 많은 중대재해가 발생되고 있는 실정으로 50억이상 신축 작업에서는 산업안전보건법에 의하여 관리감독자 및 안전관리자가 선임 되어 현장의 전반적인 안전관리 활동을 하고 있으나 50억 이하 소규모 작업장에서는 안전관리 할동이 전무한 실정이고 저가수주, 적정 공사기간 불가 및 산업안전보건관리비 미계상 등 근로자들에 대한 안전대책이 없고 외부 안전점검기관의 사각지대로 근로자의 안전 확보에 어려움이 있은 실정으로 사업주 및 근로자에 대한 안전교육 및 관리감독이 철저히 이루어져야 할 것이다

중국은 원자력법에 의해 원자력관리 주무관청(에너지성 및 그 관할하의 중국핵공업총공사), 안전감독기관(국가핵안전국) 및 기타 원자력안전$\cdot$감독 주무관청(국가환경보호국, 위생성, 공안성, 노동인사성) 등 3부문으로 나누어지는 행정조직을 갖고 있다. 이들은 $\ulcorner$집중관리, 분업협력$\lrcorner$이라는 원칙을 근거로 각 관청이 각각 독립적으로 권한을 행사한다.

Construction companies calculate their revenues and costs from constructing activities using the 'Percentage of Completion Method', which is based on ratio of actual construction cost to total costs estimated. The reliability of the net profit of construction companies is being evaluated lower than other industries due to incorrect application of 'Percentage of Completion Method' to cover losses actually occurred. Therefore, the purpose of this study is to verify the quality of earnings calculated based on 'Percentage of Completion Method' in terms of information usefulness. Results from empirical analysis show that investors in stock market underestimate the value of the construction companies' earning information by applying 'Percentage of Completion Method' and not actively use in investment decision making. Accordingly, it has been confirmed that the association between income information and stock prices falling. These results suggest the need for strict supervision of the supervisory authorities and the practical application of 'Percentage of Completion Method' in reliability.

기획재정부가 모든 공사에 하도급지급확인제 실시 등 국가계약 회계예규를 개정하고 지난 9월 8일부터 시행에 들어갔다. 개정된 회계예규의 주요 내용은 $\Delta$하도급대금 지급 확인제도 도입 $\Delta$최저가낙찰제공사 PQ시 지역업체 참여도 반영 $\Delta$국가계약법 시행령 시행규칙 개정에 따른 후속 조치 등이다. 대한설비건설협회는 회원사의 원활한 하도급 공사대금의 확보와 부당한 공사대금의 수령을 막기 위해 그동안 관련 제도 마련을 관계기관에 지속적으로 건의한 결과, 기획재정부가 회계예규를 개정하여 국가기관이 발주하는 모든 공공공사에서 원도급자의 하도급대금 지급내역 및 하도급자의 하도급 대금 수령내역을 발주기관 및 공사감독관이 직접 대조·확인토록 하는 하도급대금지급 확인제도를 도입한 것이다. 이 제도의 도입으로 앞으로 발주기관이 원도급자의 하도급공사대금의 공정한 지급여부를 직접 확인함으로써 하도급자의 공사대금 적기수령에 도움이 될 것으로 기대된다.
