올해부터 사이버공간에서의 명예훼손, 음란물 유통, 스토킹, 해킹, 바이러스 유포 등 사이버테러에 대한 처벌이 강화된다. 또 과기부의 주요 사업 및 제도가 정부주도의 과학기술 혁신 시스템에서 민간주도의 장기 시장 창출 형 시스템으로 변모한다. 이와 함께 거래소나 코스닥시장에서 액면가나 공모가 이하로 거래되는 주식에 대해서도 거래 세를 내야 하는 등 국민생활과 관련된 세제들이 대거 바뀌게 된다. 산업ㆍ정보통신ㆍ과학기술ㆍ문화ㆍ금융ㆍ기업ㆍ환경 등 각 분야에서 새해부터 달라지는 제도 등을 알아본다.

본 미니 게임은 웨이터라는 직업을 모티브로 하여서 남녀노소 누구나 재미를 느낌과 동시에 기억력 향상시켜 주는 게임제작이라는 목적아래 제작되었다. 본 논문에서는 이 게임의 제작과정을 기술하고자 한다. 이 게임은 제3회 AGC(한국 아마추어 게임제작 공모전)에서 우수작으로 선정되었다.

지식경제부와 한국디자인진흥원은 대한민국 디자인 산업을 이끌어갈 우수한 신예 디자이너 발굴의 장이자, 국내 산업 디자인의 미래를 조망하는 "대한민국디자인전람회" 수상작을 발표했다. 대한민국 디자인계를 이끄는 학계 산업계의 초대 추천 디자이너 542명을 배출한 이 전람회는 1995년부터 집계된 출품 수만 2만5천여 점에 달하는 국내 최대 최고 규모의 공모전이다. 이번 전람회에서는 롯데칠성 디자인팀의 김지혜 씨가 바쁜 현대인들에게 안전하고 건강한 생활 식습관을 제안한 "요리하는 즐거움, 건강한 라이프스타일을 위한 패키지디자인연구"로 국무총리상을 수상하게 됐다. 김지혜 디자이너에게 작품 소개 및 패키지디자인에 대한 견해를 들어보았다.

판문점 '자유의 집' 설계경기 결과가 지난 6월 20일 공식 발표되었다. 조달청이 통일원의 '자유의 집' 개축 결정에 따라 지난 1월 설계를 공모하고 3월 29일까지 총 12개의 작품을 접수받은 결과 주.담건축(오평국)의 안이 당선작으로 선정되었으며, 주.모양건축(곽동희), 한메건축(이충기)안이 우수작으로 선정되었다. 이번 설계경기의 심사는 정명현(홍익대 심사위원장), 이선구(숭실대), 조대성(성균관대), 이호진(건국대)교수와 이준구(남북회담 사무국 실장)씨 등 5명이 맡았다. 당선된 주.담건축의 인은 자유의 집이라는 건물의 특성에 부합하도록 통일을 소망하는 의미로 두 손을 합장한 형태로 하였으며, 지붕은 강토를 수호한다는 취지로 방패연 모양을 형상화하였다. 1층에는 남측출입구와 이산가족 면회실이, 2층에는 남북통로 및 회의실, 3층에는 남북연락사무소와 다목적 예비실, 4층에는 90층 규모의 전망대가 위치할 예정이다. 오는 7월 실시설계안이 확정되면 97년쯤이면 판문점 자유의 집이 통일의 소망을 안고, 단아하고도 힘 있는 모습으로 자리잡을 것이다.

Using a unique data set from a sample of 343 IPOs during the period from January 2001 to September 2003 in the KOSDAQ stock market, this paper investigates how a firm's pre-IPO relationship with a bank affects the firm's IPO underpricing phenomenon. Contrary to the findings by James and Wier (1990) using the U.S. data, we find no evidence that a pre-IPO banking relationship can help reduce IPO underpricing. On the other hand, we find that firms without pre-IPO banking and venture capitalist relationship have the smallest abnormal returns. Our results suggest that the KOSDAQ market participants positively perceive firms with pre-IPO banking and venture capitalist relationship as good quality firms and demand more issues when they go public. It also suggests that in the Korean IPO market, there has been over demand for issues of firms, which have had pre-IPO relationships with banks and venture capitalists.

The objective of the study which it analyzes the result which goes made to the equity investor venture company IPOs stock of Korean venture capitalists. The sample company is the venture business 101 which IPO time venture capitalists invest in period KOSDAQ market from 1997 July 1st to 2006 June 30th for 9 years. The result of the study was as follows. First, it is found that syndication investing venture capitalists than the sale investing venture capitalists has desirable investment act which relax non-symmetry information between the publicly held company and the investor. The study support to Bygrave(1987), Lerner(1994) and so on. Second, The venture capitalists under postscript investing the venture business compared to under investing shows IPO excess benefit rate initially more highly from the venture business and the investor whom already invests early stage prove to use the manned it exaggerates the value of the venture business which venture capitalists oneself invests from postscript phase through the high position characteristic At last, it is discovered that the investment equity ratio of venture capitalists effect of sound (-) postscript investor IPO result which analyzed. It is showed that venture capitalists will remain more lowly excess benefit rate as the equity ratio which the venture capitalists invests at the venture business will be high.

국가가 후천성면역결핍증예방법을 정한 지 이십 년이 넘었다. 주요 에이즈 민간단체의 하나인 대한에이즈예방협회도 설립된 지 만 십오 년이 되어간다. 수십 년 동안 국가와 민간단체들이 기울인 노력은 과연 소기의 성과를 거두었을까? 우리나라는 에이즈 유병률이 극히 낮은 나라지만, 이것이 효과적인 국가 정책과 민간단체 사업 때문이었는지는 확실치 않다. 그렇지만 어떤 경우든, 개선을 위한 평가는 불가피하다. 특히 평가 대상 사업이 정부 예산을 바탕으로 수행되는 경우에는 더욱 그러할 것이다. 이러한 배경에서 질병관리본부는 재작년 "국가 에이즈 관리 사업 평가 및 모니터링 연구"라는 제목의 연구 과제를 공모하여 에이즈 민간단체의 현황을 파악하고 효과적인 민간단체 사업 평가 방안을 마련하고자 하였다. 필자는 그 연구에 연구 책임자로 참여하였고, 이 글은 연구의 주요 내용을 요약한 것이다. 이 글이 언급하는 문제점이나 개선 방안 중 일부는 이미 개선되었거나 시행되고 있음을 밝혀둔다. 연구 보고서 전문이 필요한 분은 질병관리본부 에이즈 결핵관리 팀에 문의하거나 필자에게 연락하시기 바란다.

미 법무부의 독점금지국(the Antitrust of the U.S. Department of Justice)은, 지난달 제일제당과 두 일본기업이 미 독점금지법 위반을 인정하는데 동의했다고 발표하였다. 미 법무부 독점금지국은 미국 상거래에 영향을 주는 호전적 카르텔에 있어서는, 연루된 기업의 국적에 상관없이, 또한 그 기업이 미국 역내에 있느냐 역외에 있느냐를 불문하고 자국의 독점금지법을 일괄적으로 적용해 오고 있다. 따라서 이런 기업들은 미국 독점금지법하에서 벌금이나 심지어는 금고형으로부터 자유로울 수가 없는 것이 현실이다. 미 법무부의 독점금지국은 판사의 형 선고 재량권을 현저하게 약화시킨 형 선고에 관한 지침(United States Sentencing Guidelines), 그리고 카르텔 공동협력에 있어 공모에 대한 증거제공 및 공동행위를 신고한 기업에 대해 형량감경제도(Corporate Leniency policy)를 효율적으로 운영함으로써 지난 몇 년간 미국 역외에서 발생한 공동행위에 대해 수많은 형사적 유죄판결을 받아내었다. 지난 수십년간 독점금지국은 가격고정, 입찰담합, 시장할당 그리고 셔먼법에 의해 당연위법으로 인정되는 경쟁자간의 합의에 관련된 기업들과 개인들에 대해 조사하고 형사적으로 소추해왔다. 이 모두는 불합리하게 거래를 제한하는 합의로 독점금지법에 의해 금지되는 행위들이다. 연방법은 현재 셔먼법 위반에 대한 벌칙으로 거래를 제한하는 공모에 합의함으로써 셔먼법을 위반한 기업에게는 최고 1,000만 달러, 개인에게는 최고 35만 달러의 벌금을 부과할 수 있으며 최장 3년간의 징역에 처해 질 수 있다고 규정하고 있다. 그러나 벌금액은 1987년의 형사벌금개선법(The Criminal Fines Improvements Act: 법원이 개인 및 기업에 대한 범죄에 의해 야기된 이익이나 손실의 두 배에 해당하는 금액 중 더 큰 금액을 선택적으로 부과할 수 있다는 규정)에 의해 극적으로 늘어나고 있다. 이 논고에서는 미 법무부 독점금지국이 글로벌 카르텔과의 전쟁을 성공적으로 수행하게 된 과정을 간략하게 검토하고, 그 과정에서 다루어진 중요한 사건 중 두 사례를 선정해서 고찰해 보기로 하겠다.

For successful projects, Project Management Information System(PMIS) using the formal systematic processes is necessary. Because the existing PMIS focuses on low-level project management, the life-cycle administration of the projects is required. In this dissertation, I describe not only the processes for managing a project with the top-down approach(a hierarchical goal setting of the project outcome), but also PMIS which can control whole processes of R&D projects. The PMIS described in this dissertation can reduce the workload of project management by providing user-adaptive environments and linking with related systems, so can be helpful to enhance the efficiency of the project management. And, it is expected that these processes can be the standard project management processes which are adaptive to various types of projects.

Recently, it has been observed that social workers in Korea face diverse difficulties in designing social work programs. These difficulties require researchers to conduct a study on the contextual features of the difficulties. This study is to analyze the characteristics of the social work program proposals on the basis of program components. Research method used in the study is content analysis. Two researchers developed the analytic tool based on literature review and a pilot test, and analyzed 73 proposals submitted to a private welfare foundation from nationwide social work agencies in 2005 and 2006. As a result, although each program was designed in a proposal according to standardized form, there were creative diversities in designing social work programs. In addition, there were confusions in the three areas: conceptual and logical confusion, research and analytical confusion, and concrete and procedural confusion. Finally the researchers suggested several tasks and recommendations for the areas of research, education, and practice to solve these confusions in Korea.
