국내 대표적인 인쇄용지업체인 신무림제지(대표 이원수, www.moorim.co.kr)는 지난 3월 7일 중국 최대규모의 국영자본 제지회사 첸밍제지그룹(회장 첸 홍구오, Chenming Paper Group)과 국내 제지업체로는 처음으로 사업협력에 관한 양해각서(MOU)를 체결했다. 상호제품의 교환판매를 비롯한, 해외시장 공동개척, 기술교류, 공동투자 등의 전 부문을 망라한 경쟁력 강화가 이번에 체결된 MOU의 주요 내용이다.

오늘날 경영환경은 운송수단의 발달과 정보통신 혁명 등으로 기업들의 급격한 글로벌화가 진행되고 있다. 글로벌한 환경속에서 다양한 고객의 요구를 대응하기 위해 다양한 상품과 서비스를 원하는 시간에 정확하고 합리적인 비용으로 고객에게 전달하기 위하여 많은 물류기업들이 끊임없는 노력을 경주하고 있다. 물류기업은 물류경쟁력을 확보하기 위해 여러 화주의 물량을 공동으로 보관 및 운송 서비스를 수행하는 물류공동화를 수행하거나 관련 물류기업간의 전문화를 통한 다양한 협업 모델을 도입하여 적용하고 있다. 그러나 IT부문의 관점에서 보면 일부 국제물류 등의 수출입 EDI 시스템을 공동으로 활용하거나 운송시스템을 대기업의 서비스사업자를 중심으로 시스템을 공유하는 것을 제외하며 IT시스템 관점에서의 협업 또는 IT공동화 체계는 거의 없는 실정이며, 오히려 물류기업간의 경쟁이 심화되면서 물류기업간의 상호 정보유출 등을 우려하여 매우 폐쇄적으로 운영하고 있는 실정이나 상대적으로 중소물류기업의 입장에서 보면 기업의 영세성 등으로 인해 거의 IT부문에 대한 투자나 활용이 거의 진행되지 못하는 문제점 또한 발생하고 있다. IT시스템을 공동으로 구축 및 활용함으로써 상호간의 비용 절감하고 IT시스템의 전략적 활용을 극대화 하기 위한 방안으로서 물류기업에서 IT공동화의 도입 방안을 제시하고자 한다. 먼저 금융권의 IT공동화 사례 및 국내외 물류관련 사례를 살펴보고, 물류IT공동화의 유사개념인 제4자 물류와 소프트웨어를 필요한 만큼을 필요한 시점에 서비스를 활용할 수 있는 모델인 ASP, SaaS, 클라우드 서비스 등을 비교함으로써 물류IT공동화의 도입 방안과 활용 방안을 제시 하였다.

국가기간전산망사업의 일환으로 추진되고 있는 금융전산망사업은 금융기관의 급속한 전산화를 가져와 국민편의 확대는 물론 국제경쟁력 확보, 지급결제업무의 개선, 정책수립자료의 신속한 제공 등 많은 가시적 성과를 거두어 왔다. 이러한 금융전산망 사업은 그러나 은행.증권.보험.투자금융 등 각 업계별 전산화 뿐만 아니라 이들 전 금융기관이 공동참여하는 단일 전산망 구축문제, 그리고 외국은행 국내지점의 금융기관공동 전산망 가입 압력 등 대내외적으로 풀어나가야 할 산적한 많은 과제들을 안고 있다. 이에 본지는 대 국민 인식제고를 위해 금융전산망사업중 주도적으로 추진되고 있는 은행공동전산망의 종류와 내용, 추진현황, 향후전망과 과제 등을 알아본다.

This study analyzed the impact of the investment of venture capital firms(VCFs) on the technological advancement of SMEs, which could be represented as the numerical increasement of patents. The results of this study are as follows: the higher proportion of VCFs' shares or the higher intensity of R&D, the more positive impact has been shown in the technological advancement of SMEs. Also, the joint investment of VCFs or the leading investors' stock acquirement had a positive impact on the technological improvement of them. Meanwhile, the meaningful relationships of company-size and the technical manpower with technological development were not identified although they were marginally positive. Those could be interpreted that the VCFs' supervision and control, including their managerial and technical advice, over invested companies display effectiveness for SMEs. It could also be interpreted that investors concentrate their investment on the relatively stable companies or the companies which other investors already finished screening.

This study aims to discuss what is needed for meaningful development of social service, focusing on Community Service Investment Project(CSIP). The contents of CSIP were analyzed on applying the Analytic Framework by N. Gilbert and H. Specht and the values that were the basis of social choice. Based on the analysis of output and policy value of this Project, this study draws three social service policy issues. First, 'localization' is needed to be emphasized more in CSIP because there are few programs that take into account the regional peculiarities. Second, as the social services focused on the individuality of the citizen is more important, it is necessary to examine 'sustainability' of CSIP. Third, in relation to the community building, it is necessary to discuss the modification of the CSIP's goals. As process for improving community, it is needed to review for local residents not participating in decision-making process, income-based user selection and appropriateness of the term 'investment' in the project name.

This article has reviewed some possible factors of priority setting in the government R&D investment, and also reviewed the roles of scientific community. Recently many development countries have planned more and more large-scale researches which require huge resources. Many large-scale researches have presented strikingly poor performance records in terms of efficiency. Nevertheless, more and more large-scale researches have been selected and executed. According to this article, some factors such as attracting attention of the media and the public, enhancing national prestige, raising the technological independence for economic growth were raised. As implications for policy, this article presented a necessity of strengthening the public control for priority setting of government R&D investment. And new procedures such as public discourse and National Assembly's in-depth deliberation were presented.

13억의 인구와 370만 평방마일의 영토를 가진 중국은 공산주의 경제체제에서 자본주의 경제체제를 도입하여 시장개방, 자유경쟁 경제방식으로 전환함에 따라서 급격한 경제성장을 이루어 국제통화기금(IMF)의 1993년 보고에 의하여 국내총생산액(GDP)가 1조 6천억$로 미국, 일본에 이어 세계 3위의 경제 성장을 이루어 경제강대국으로 부상하고 있고 아울러, 무한히 넓은 땅덩어리와 천연 및 인적자원을 기초로 한 앞으로의 성장잠재력이 크게 기대되어 미국, 일본을 비롯한 선진국이 중국에 대한 투자를 다방면으로 검토하기 시작했고 생명공학분야도 예외없이, 연구분야에는 포장시험, 임상시험 등 실용화 연구에 중국측 강점을 이용한 협동연구, 중국정부 자체가 상업화 가능성이 높다고 판단하는 Torch High Technology Development Center에의 외국기업이나 연구소의 참여 등으로 확대되고 있다. 산업계는 벤쳐 케피탈의 활성화를 통한 첨단기술에 대한 투자를 적극적으로 실시하는 한편, 제약 및 생명공학분야의 합작투자를 통해서 외국의 기술, 장비, 자본 및 노하우를 도입하고 있다. 우리나라는 여러 산업 분야에서 대중국 투자 또는 협력이 활발히 이루어지고 있지만, 생명공학 분야는 그렇지 못한 것 같다. 연구개발의 국제경쟁력은 우리나라의 자체 연구개발도 중요하지만, 아울러, 외국에 대한 연구 동향을 파악함과 가능한 분야에 대한 투자와 협력을 통한 공동관심과제의 도출은 중요한 의미를 갖는다. 이러한 배경에서 중국의 Biotechnology분야에 대해서 서로의 이해증진과 공동연구 분야의 도출가능성을 타진하기 위해서 한국미생물학회 한국산업미생물학회가 중국의 Chinese Society for Microbiology의 공동 주최로 중국 상해에서 금년 4월 2일에서 4월 3일까지 2일동안 제 1회 한.중 생명공학 심포지움이 개최되었다. 필자는 심포지움에 발표자로 참석하였다가 심포지움 후, 방문했던 연구소인 Shanghai Research Center of Biotechnology, Shanghai Institute of Industrial Microbiology 및 Scientific Research Institute of Food and Fermentation Industry을 소개하고저 한다. 짧은 기간의 방문이라 주로 해당연구소의 자체소개 자료를 중심으로 방문하면서 느낀점을 기술하고저 한다.

The purpose of this study is analyzed the importance ratio factors of sales price for apartment building construction projects. For this Study, Nine apartment buildings that sold in Seoul, Gyenggi, Chuncheong is selected. The study suggested eight influence factors through interview with experts, research related references, and analysis of cases. Based on those factors, Importance analysis is performed by using AHP method. The result of this study are as follows: 1) Influence factors of sales price are drawn as cost, site, housing, transportation, region, ground, policy, investment factor. 2) In the case of Seoul, The priority order of price influence factors consist of investment factor(16.0%), policy factor(14.6%), and cost factor(13.9%). In the case of Gyenggi, The priority order of sales price influence factors consist of region factor(15.9%), transportation factor(13.8%), and investment factor(13.4%). In the case of Chungcheong, The priority order of sales price influence factors consist of region factor(17.1%), transportation factor(16.4%), and housing factor(14.9%).

우리나라 기업 물류비의 67%가 수송비인 바, 수송비를 줄이지 않고는 물류비의 획기적인 절감은 불가능하다. 이제까지 수송비 절감을 위한 공동수송 방안이 일부 시도되었으나 별로 효과를 거두지 못하였다. 그 이유는 인터넷을 동한 완전공개 식 운영은 영업정보의 누설 등이 우려되고 대부분의 영세한 중소기업에게는 사용하기 어려운 면이 있으며, 중앙의 공동물류센터를 설립하는 방안은 투자가 부담되기 때문으로 보인다. 본 연구에서는 이에 대한 대안으로 통일지역 소재 기업들끼리 다른 동일지역으로 가는 화물을 묶어서 대형화하는 "지역간 공동수송" 모형을 제시하고, 그 기대효과를 추정한다.
