With the formation of European Union, the frontier function which was existed among the member nations was vanished. The European Union, each national government, and local or regional self-government search actively for the transfrontier development strategies in order to make the underdeveloped transfrontiers an united internal region of European Union with an augmentation of mutual activities inter-transfrontier and a cooperative development of transfrontier. On the transfrontier among France-Belgium-Luxemburg which was the iron industry center of Europe, the cooperative development strategies(P.E.D.) of the inter-government and inter-local are executing for the restructuring of the stable regional economic on the basis of the INITRREG program of the European Union. In recent years, the locals self-govemments transfrontier are executing not only restructuring of regional economic but formation of urban community with the unification of the urban and regional planning, administration, and society.
This study aims to understand the current state of a community project in Seoul and to determine a revitalization plan for community projects of inhabitants initiative. Regarding the research methods, 10 apartments that participated in this activation project in Seoul were selected, 31 residents who participated in community activities were surveyed, and 20 community planners in Seoul were surveyed. The results indicate that community leaders are the most important factor in community programs. community leaders must be able to promote participation and a spirit of service; they must also be capable of managing and implementing programs. To ensure that local community resources are utilized and integrated, it was shown that consultation and human resources are of the highest necessity. Moreover, regarding community education, it was shown that for providing general opportunities and means by which community activities may be implemented, program information and space applications are crucial. Furthermore, financial support and support for public relations activities from the government are necessary. To activate apartment communities, first, community education programs for residents must be provided. Second, a system that facilitates access to and sharing of resources from areas outside the community must be established. Third, financial support should be consistent to support community activities. Finally, the promotion of community vitalization at the government level is necessary.

The purpose of this study is to analyze the effects of organizational communication satisfaction of teacher librarians on the informational and educational service and to draw implications for improvement of the school libraries' educational role. According to the results of the analysis, teacher librarians have preferred informal communication by conversation and face-to-face talk with superiors or co-workers and horizontal communication during their performance. Characteristics of teacher librarians, such as career, gender and school levels, have influential effect on user education, libraryassisted instruction, reading and information literacy instruction. The more teacher librarians felt satisfaction of the informal communication, the more textbook-related reference lists are offered. Horizontal communication have a positive influence on information literacy instruction. However, teacher librarians should utilize cooperative statements, committees and councils and actively participate in those horizontal communication methods to share the vision and aims of school libraries with the larger school community. Teacher librarians also should put more efforts into developing their leadership role and marketing strategies in order to overcome the weaknesses of informal communication.
The urban regeneration project is an activity that promotes the economy in underdeveloped commercial or residential areas and maintains urban communities through improvement of living in residential areas. Through this study, various successful cases of urban regeneration at home and abroad and surveys related to urban regeneration in Bongsan Village, Yeongdo, Busan were collected and analyzed. Key keywords for each case were derived, grouped, and top keywords were created. The 13 top keywords were evaluated using Likert's 5-point scale, and AHP was conducted for the 10 keywords that were finally selected. As a result of AHP analysis, the preference for "spatial and physical properties" was derived in the order of "publicity", "sustainability", and "identity". The preference of "content and system properties" was derived in the order of "resident participation", "convenience", "locality", and "local government participation". It is necessary to present a role as a design guideline for establishing urban regeneration designs in relation to various urban regeneration projects that will become more active in the future through the analysis of preferences of urban regeneration keywords derived through this study.
When a urban religious cluster is transformed into a religious cultural town, it will help restore the urban community spirit and boost the social, cultural competence of a city. It can be achieved through the desirable values associated with love, service, reconciliation, and communication of each religion combined together. Also, it can facilitate urban regeneration and local revitalization. This study has established measures to stimulate Mokseong-dong in Andong City, an area with lots of religious, cultural facilities, by transforming it into a religious cultural town. The purpose is to play a key role in leading the regional education and culture and stimulating the area. To establish an identity of the religious, cultural town with multiple religions, a development concept was created under the theme of reconciliation, communication, and service. Specifically, a measure to reorganize the area into a space for reconciliation, communication, and service was created with an operation and stimulation program, focusing on the religious facilities. In addition, in order to transform the religious town into a hub of urban regeneration, measures to achieve the following were created: growing together with the surrounding area; establishing a cooperation system involving local residents; establishing an administrative, financial support system. If the religious, cultural town is revitalized, it can boost the quality of local residents and stimulate the local economy.
As a 'Senior Citizen' by applying an active theory based on a role model, elderly volunteers may seek to impart health to the local communities through volunteer activities. In addition, the strategies for promoting the elderly participation volunteering actions may apply with the lifelong education/learning model for citizenship development, which intends to expand the elder volunteer activity participants and the areas of volunteering actions. In this study, we attempted to find out how volunteering fieldworkers experience and perceive volunteer-promoting strategies for senior volunteers drawn from previous literatures and studies on promoting elderly volunteer actions. For the purpose of the study, we conducted in-depth interviews with 12 fieldworkers who worked senior-welfare centers and volunteer centers in Seoul and Kyeong-gi area. We used the directed-content analysis, which categorized 12 themes/categories commonly mentioned from previous literatures and studies. Within these categories, the analysis was made to derive issues and improve promoting strategies specified from the interviewees. The outcomes of the study included the insights regarding what promoting-strategies might be necessary to enrich existing senior volunteer actions. The study highlighted not only reviews volunteer fieldworkers' current experiences with senior volunteers but also barrier and practical suggestions for the continuous advances of senior volunteer programs and strategies.
The promotion of economic exchange and cooperation between North and South Korea is significant in two ways. First, the pursuit of economic interest can lead gradually to the unification of the national economies. Second, economic relations can serve as the first stride toward political reunification. There are, however, many difficulties in conceiving a strategy for economic cooperation between North and South Korea because of their differences in ideology and socio-economic system. Under these circumstances, a bid by either the North or the South to consider its specific ideology or socio-economic system absolute and to impose them on the other side would inevitably lead to confrontation and collision and deepen the division of the country. Therefore, steps to expand and develop economic and technological cooperation and comprehensive exchanges between the North and the South, with due regard to the development of bilateral relations, are in full accord with the interests of the both sides. It is clear that North Korea's changing attitude toward its environmental conditions is neither a policy of opening nor an ideological shift toward pragmatism, as has occurred in the Eastern European countries. The aim of this study is to see school science education from the perspective of CoP (Community of Practice) and to explore the possibility of strategic CoP in Korean school settings. To do this, we conducted a survey using SCaCoP instrument with more than 1600 students from 14 science core schools (SCSs), which were selected across the country, and analyzed their school curriculum, which can be summarized as follows: First, compared to other tracks in SCSs, like the Nature and the Humanity Classes, students of the Science Core Class (SCC) showed significantly higher scores of CoP features for all five factors of SCaCoP (i.e. responsibility of learning, common interest, mutual relationship, open participation, and practice). Second, students of SCC considered activities that require interaction and collaboration among community members (like experiments, hands-on activities, club activities, project works, R&E) to be very positive. Third, SCC students thought that the educational activities of SCSs were not only effective to CoP aims (i.e. self-driven learning, sharing learning outcomes, peer collaboration) but also positive to general aims of science education (i.e. acquiring knowledge, understanding scientific concepts, science-related attitudes). In other words, it appears that educational activities that were effective in vitalizing the CoP have positive effects on ordinary science education, too. These features of SCSs illustrate its possibility of forming strategic COPs in the context of often government-driven Korean education and of bringing in the innovations of school science education.

As an alternative for restoring a sense of community which has been broken up due to urban residence redevelopment, this study focuses on structural characteristics according to physical location of central squares in apartment complexes. Central squares do not simply function as inner-aiming and self-completed spaces for the residents, but their role can be expanded to a core location which encourages neighbors to communicate and interact with each other. The suppositions for this study are as follows. Structural characteristics according to the physical locations of the central squares in apartment complexes affect apartment residents' openness toward their neighbors and non-residents' accessibility to the square. At the same time, it influences the sense of community. In addition, psychological distance which is represented as psychological openness and accessibility forms a reciprocal relationship with the sense of community. For the study, we first categorized central squares as either open-structure or closed-structure based on how accessible it is from outside the apartment complex. According to these types of central squares, Sillim Prugio, Banghak Deasang Town Hyundai, Gwanak Prugio and Banghak Samsung Raemian 1 which have similar conditions and different structures were selected as sites of the study. Then each apartment complex was classified by apartment residents and non-residents so that eight groups were prepared for the survey. The results of the questionnaire survey especially regarding measuring the sense of community, psychological openness and accessibility indicated that the suppositions were right. Hence, the sense of community, psychological openness and accessibility are high in a central square with an open-structure while high standards of psychological openness and accessibility guarantee a positive sense of community. This study is meaningful in that it verifies that the physical location of central squares is reciprocally related to psychological openness, accessibility and a sense of community. At the same time, this study may serve as theoretical grounds for the planning and construction of practical central squares.

This study was carried out to investigate members' affiliation motive to Forest Management Cooperative which is the main managemental body of the private forests and management problems of the organization to find out a solution of the problems and set active promotion plan. The questionnaire about the management of the cooperatives was done by interviewing the members at Seoha Inboh Forest Management Cooperative in Ulsan-gun, Kyongsangnam-do and Sechong Forest Management Cooperative in Chinan-gun, Chollabuk-do from July to August in 1993. Twenty interviewees were selected in the order of their business quantity on the forest from the members who reside in their villages. Integrated matters such as were members' affiliation motive, benefit after their affiliation, management system, incorporation of the organization and other issues concerning to managemental plans questioned. During the survey period, other data about management of the cooperatives were collected from the related organizations and opinions of every president of nine cooperatives in the investigated regions. The majority of the members agreed that the cooperative is an independent forest organization and evaluated the Training and Extension Service Center high. However, their participations in the cooperative such as forest technical training and cooperative forest management were low since they have not earned any income from their forest management.
