The rental housing market in South Korea, specifically monthly rent with deposit, has been expanding over the last three decades (8.2% in 1990 to 21.0% in 2020), partly replacing the traditional Jeonse market. The distribution of rent has changed due to public rental subsidies and the emergence of luxury rental housing, while the distribution of rental household income has been polarized because of the emergence of rich renters. This study attempts to measure the structural changes in the rental market by developing a new indicator of income-rent mismatch. Using the seven series of the Korea Housing Survey, this study analyzed the changes in rent (reflecting the conversion rate) and income levels of rental households in 2006 (base year) and 10-15 years later (the analysis year) at the national level and at the spatial unit of 16 metropolitan cities and provinces (excluding Sejong), respectively, by dividing them into quartile data. The result reveals that rental housing was undersupplied in middle- and high-income rental housing due to the decline in the highest quartile (25%→18%) and the third quartile groups (25%→20%), while the supply of public rental housing expanded for the second quartile (25%→28%) and the lowest quartile (25%→35) groups. On the demand side, the highest income quartile shrank (25%→21%), while the lowest income quartile grew (25%→31%). Comparing the 16 metropolitan cities and provinces, there were significant regional differences in the direction and intensity of changes in rent and renter household income. In particular, the rental market in Seoul was characterized by supply polarization, which led to an imbalance in the income distribution of rental households. The structural changes in the apartment rental market were different from those in the non-apartment rental market. The findings of this study can be used as a basis for future regional rental housing markets. The findings can support securing affordable rental housing stock for each income quartile group on monthly rent and developing housing stability measures for a balance between income and rent distribution in each region.

Considering this, Study attempted to compare the performance evaluation of supply type-profit and non-profit social service organizations. Performance evaluation method was applied to net income, except for expenditure in total revenue. Net income difference between profit organization non-profit organization was assessed by T-test. We conclude that the two population means are different at the 0.05 significance level. Looking in detail, the non-profit organizations were found to be higher than the non-profit organizations, labor costs, operating costs, facility cost and consumable costs, but part of the business expense costs, the non-profit organizations was higher than the profit organizations.

There had been substantial demand for record management system with which to efficiently control the information circulation processes, involving accumulation of recorded materials, classification of information resources, and users access to them. It converged to a collaboration of Australian federation, and Sydney Records Centre and finally induced Australian Standard Records Management, commonly known as AS 4390. AS 4390 served later as a model for International Standard of Record Management. This paper introduces the current undertaking of Recordkeeping system development in Australia, which stems from the line of AS 4390 by analysing exhibited research approaches. The analysis includes the definition, regime of Recordkeeping system, design and implementing of guidelines of Recordkeeping System and information on metadata projects. It also highlights the necessity for standardization, as is the prime factor in promoting inter-linking of Tabularium on New Southwales State, CRS(Commonwealth Record Series), database system of Canberra National Archives and Australian Government Locator Service. From year 2005, as dictates, any record management system, serving public agency will be required to adapt Professional Archives Management System, which, by far, will enhance the inter-compatibility. In its application, the government need Thesaurus to eliminate possible redundancy in use of terminology and to promote correct usage of words.

The purpose of this study was to report the incidence of drowning accident in order to prevent and decrease the accidents of drowning. Data were obtained on all accidents of drowning accidents occurred from January to December 2007 were identified by using the Emergency Activity Daily Report Data from the National Emergency Management Agency (NEMA). The age, weather, date, location, time and case of the drowning accident were examined. The Chi-square test was used to compare each group. All comparisons were made at the p<0.05 level of significance. The result show that the age of drowning accidents for victims aged 20-29 was 27.9%, and for victims aged 30-39 years, 18.7%. In reguard to the age group, drowning accidents during recreational aquatic activity was age 20-39; 51(44.8%). In reguard to the locations, the number of drowning accidents in a lake or reservoir during recreational aquatic activity was 62(53.4%). The number of drowning accidents in a lake or reservoir during etc was 51(58%). In reguard to the days, the number of drowning accidents on Saturday during recreational aquatic activity was 30(25.8%), on Sunday 32(27.6%). The weather of drowning accidents during recreational aquatic activity was sunny 60(51.8%), rainy 40(34.4%), cloudy 16(13.8%). The season of drowning accidents during recreational aquatic activity was summer 53(45.7%). In reguard to season, two groups are significantly different. Drowning is a leading cause of injury related accidents. Understanding the characteristics of drowning is the first step to developing prevention strategies that may be beneficial for people of all ages and under nearly all circumstances are increased swimming ability, lifeguard staffing, providing life jackets, and public education activities.
In recent years, many small and medium-sized manufacturing companies are making process innovation and product innovation through the public knowledge services. K Research institute provides different types of knowledge services in combination and due to this complexity, it is difficult to analyze the performance of knowledge service programs precisely. In this study, we derived performance items from bottom-up viewpoints, rather than top-down approaches selecting those items as in previous performance analysis. As a result, 74 items were finded from 82 companies in the K Research Institute case book, and the final result was refined to 17 items. After that a case-performance matrix was constructed, and binary data was entered to analyze. As a result, three clusters were identified through K-means clustering as 'enhancement of core competitiveness (product and patent),' 'expansion of domestic and overseas market,' and 'improvement of operational efficiency.'
Background: This study aimed to analyze the impact of community health care resources on the place of death of older adults with dementia compared to those with cancer in South Korea, using public administrative big data. Methods: Based on a literature review, we selected person- and community-level variables that can affect older people's decisions about where to die. Data on place-of-death and person-level attributes were obtained from the 2013 death certification micro data from Statistics Korea. Data on the population and economic and health care resources in the community where the older deceased resided were obtained from various open public administrative big data including databases on the local tax and resident population statistics, health care resources and infrastructure statistics, and long-term care (LTC) insurance statistics. Community-level data were linked to the death certificate micro data through the town (si-gun-gu) code of the residence of the deceased. Multi-level logistic regression models were used to simultaneously estimate the impacts of community as well as individual-level factors on the place of death. Results: In both the dementia (76.1%) and cancer (87.1%) decedent groups, most older people died in the hospital. Among the older deceased with dementia, hospital death was less likely to occur when the older person resided in a community with a higher supply of LTC facility beds, but hospital death was more likely to occur in communities with a higher supply of LTC hospital beds. Similarly, among the cancer group, the likelihood of a hospital death was significantly lower in communities with a higher supply of LTC facility beds, but was higher in communities with a higher supply of acute care hospital beds. As for individual-level factors, being female and having no spouse were associated with the likelihood of hospital death among older people with dementia. Conclusion: More than three in four older people with dementia die in the hospital, while home is reported to be the place of death preferred by Koreans. To decrease this gap, an increase in the supply of end-of-life (EOL) care at home and in community-based service settings is necessary. EOL care should also be incorporated as an essential part of LTC. Changes in the perception of EOL care by older people and their families are also critical in their decisions about the place of death, and should be supported by public education and other related non-medical, social approaches.
The purpose of this study is to propose a method to construct the information space of library with the resilient space and community base to cope with social changes in response to various contents of library functions. As an institution that provides the places and contents necessary for education and research, it aims to expand and change from the collection center to the user center, from the specific user center to the library that shares resources with the community, And to find ways to contribute to the revitalization of education. A library plan for communities that can increase the value of local libraries and expand user-centered space utilization is as follows; First, in terms of communities in space and programs, the program will be supplemented through the activation of cultural, entertainment, and collaborative programs and the creation of communities. Second, in terms of smart support for operational and environmental issues, the establishment of information technology and smart management operating system to expand the research productivity by efficiently utilizing mutually available data with the local community.
The South Korean rail authority is constructing a nationwide tourism belt by developing new rail tour routes in an effort to combine local tourism resources with rail service and to create value in regional areas. As massive financial resources are required to develop and operate such tourist trains, governing authorities are required to examine the feasibility of this project as a sound business model and to assess the public benefit and profitability of the project. In this study, the economic feasibility of the tourist trains was assessed with the contingent valuation method (CVM). According to an estimation of the willingness to pay of potential tour train passengers, the surveyed subjects were willing to pay fares that were higher than prices currently published at the time of this study, thereby demonstrating that the economic value they invest on tourist trains may be higher than published prices at the time. For instance, they were willing to pay 28.4% and 54.9% more for the O-train and V-train types, respectively, according to the study, suggesting that the quality as perceived by train passengers for tourist train services is relatively high. The study is significant in that it succeeded in quantifying the satisfaction level of tourist train passengers using quantitative data (additional funds people are willing to pay).
In 2000, post-construction evaluation was introduced for the purposes to evaluate demand, cost, and construction period of public construction projects and to reduce errors of public order agencies. However, pricing guide of post-construction evaluation has not been established, which becomes a cause of quality degradation of post-construction service and conflict occurrence. This study suggests the pricing guide in the form of percentage of construction cost method and cost plus fee method based on data of post-construction evaluation. This study investigates the construction costs and service costs for post-construction evaluation and conducts the comparative analysis of 'percentage of construction cost method' and 'cost plus fee method.' The analysis result shows 'cost plus fee method' is more accuracy than 'percentage of construction cost method.' In particular, cost plus fee method includes various correction coefficients, such as distance, area, and integration, in order to reflect the project characteristics of each infrastructure, and suggests linear construction (roads, railways), nonlinear construction I (housing and industry complex), and nonlinear construction II (airports, seaports, dams, water and sewage).

In order to recognize intelligent threats quickly and detect and respond to them actively, major public bodies and private institutions operate and administer an Intrusion Detection Systems (IDS), which plays a very important role in finding and detecting attacks. However, most IDS alerts have a problem that they generate false positives. In addition, in order to detect unknown malicious codes and recognize and respond to their threats in advance, APT response solutions or actions based systems are introduced and operated. These execute malicious codes directly using virtual technology and detect abnormal activities in virtual environments or unknown attacks with other methods. However, these, too, have weaknesses such as the avoidance of the virtual environments, the problem of performance about total inspection of traffic and errors in policy. Accordingly, for the effective detection of intrusion, it is very important to enhance security monitoring, consequentially. This study discusses a plan for the reduction of false positives as a plan for the enhancement of security monitoring. As a result of an experiment based on the empirical data of G, rules were drawn in three types and 11 kinds. As a result of a test following these rules, it was verified that the overall detection rate decreased by 30% to 50%, and the performance was improved by over 30%.
