Since the establishment of a large-scale public experience facility in Korea, the construction project of public experience facilities has recently changed to a form where local governments or local education offices place delivery alone or agreements. In particular, due to the low frequency of delivery and the nature of delivery organization that do not have specialized organizations specializing in Delivery Framework, the role of enhanced Public Owner is needed. In response, this study investigated the current status and operation status of public experience facility construction projects in Korea and derived problems and directions for improvement of the current role of Public Owner. In addition, the study proposed the improvement of the role of public Owner in public experience facilities, which are composed of the promotion stage and functions reflecting the factors and attribute information of the business characteristics.

The number of public libraries in Korea has been increasing. However, the focus was on quantitative growth, while it did not have much interests in whether its growth trend are have deviations by region, and if that is a fact, what factors caused such a disparity. For this reason, this study analyzes spatial distribution of public libraries in Korea and its affecting factors of regional gap. As a result, public libraries are constantly distributing in the metropolitan area and the distribution of public libraries showed deviations by region. The results of analysis regarding the determinants of public libraries distribution, rate of population growth, the number of businesses and financial independence rate are found to have a positive effect but local taxes per capita are not. Especially economic power of region and financial ability of a local government are key factors of regional disparity. It shows empirically that the supply of public libraries has been determined by the convenience of suppliers.

The purpose of this study is to suggest how to improve the public library service for the disabled, by analyzing stakeholders' needs for it. To this end, it analyzed stakeholders' needs, by conducting an analysis on the current condition of the public library service for the disabled, and IPA on and FGI with the disabled, beneficiaries of the service and service provides, employees in charge of it. The findings show that the current condition of the public library service for the disabled is very poor in terms of disabled users, budget for the service for the disabled and special data for the disabled. For the analysis on the needs for the service for the disabled, the results of IPA suggest that it is necessary to improve relevant policies and manage integrated programs reflecting users' needs, and those of FGI indicate that perceptions on disability need to be improved among the disabled, the non-disabled and employees, and that the usage guidance and publicity are required for disabled users to generally use the public library service.

This study developed a scale for measuring publicness and examined the differences in perception of publicness according to library usage experience, personal characteristics of local residents, and types of library services. The survey was conducted on 15 local public libraries in 5 districts of Seoul, targeting library users and local residents. As a result, it was found that the publicness of libraries is composed of three factors: participatory responsiveness, procedural fairness, and situational equality, which demonstrate different aspects formed through the interaction between library users and local residents in the local community. The study derived ways to enhance publicness and presented in detail which aspect of publicness needs to be enhanced according to library usage experience and service period, local residents' occupational environment and experience of local activities, and types of library services. The study suggests that when service experiences that enhance publicness are effectively provided, more local residents can benefit from them, and the value of the library's existence can be demonstrated.

Recently, conflict management has emerged as a major issue. Among them, public conflicts that occur in the process of promotion public policies can have negative social effects, so it is very important to manage conflicts effectively. Therefore, this study aimed to examine the characteristics of public conflicts related to ports in order to lay the foundation for the smooth promotion of public policies related to ports. The significance of this study is that it collected and categorized conflict cases in the port sector through various channels to examine the characteristics of port-related conflicts more closely. The results of this study are summarized as follows. First, this study categorized port-related public conflicts by considering the characteristics of actors, life cycles, and issues, which confirmed that conflicts over ports have various issues. Second, we found that many port-related public conflicts have been resolved in a highly coercive manner. Third, it is necessary to explore non-coercive approaches to induce conflict resolution. Fourth, it is necessary to establish a dual system of proactive and reactive measures to manage port-related public conflicts.

This paper classifies the main directions of public diplomacy as 'sender-centered public diplomacy' and 'receiver-centered public diplomacy' and attempts to conceptualize them in the initial stage. In the process, the paper evaluates the specific cases and performance of 'receiver-centered public diplomacy' for posts uploaded by the U.S. Embassy in Seoul on SNS (Facebook) over the past year in 2021. Receiver-centered public diplomacy aims to win the favor of foreign citizens by introducing and experiencing the culture and specificity of the other country. As a result of the analysis, the U.S. Embassy in Seoul is striving to win the favor of the Korean people by directly introducing and experiencing Korean major issues and trends as well as Korean traditional culture such as kimchi and traditional liquor. Furthermore, it can be seen that the values and policies pursued by the United States are effectively promoted through this method. Korea's public diplomacy, which is still in the 'sender-centered', needs to establish a more effective strategy by referring to the case of the United States.

병원은 다양한 의료서비스를 제공하기 위해 의료기관 별 운영 전략에 따라 각기 다른 방식으로 운영된다. 특히 종합의료시설은 중증도가 높은 환자를 대상으로 수술이나 입원 등의 의료서비스를 효율적으로 제공하고자 그에 따른 운영 전략이 상이하다. 이러한 병원의 운영방식에 의해 결정되는 건축 역시, 건립 시기, 유형, 중증도에 따른 병원의 규모 등에 따라 시설 수준의 차이가 나타나며 이는 최근 정부에서 요구되는 제도 및 정책의 수용 여부를 결정짓는 중요한 요인이 되기도 한다. 최근 의료법은 기존 의료시설뿐만 아니라 신규 의료시설에 대한 설치 및 운영기준이 강화 추세에 있고, 서울시 또한 공공의료 확충을 위해 감염관리시설이나 필수의료시설 설치를 위한 용적률 인센티브 정책을 추진 중이다. 병원 운영 환경이 상이함에 따라 종합의료시설 설치 및 운영에 대한 인센티브제도의 적용 기준을 일괄적으로 적용하기에는 어렵다. 그러나 공익을 위해서 종합의료시설 인센티브제도를 지속 가능하게 운영하기 위한 객관적이고 합리적인 기준은 반드시 필요하다. 공공의료 기능 확충을 위한 서울시 종합의료시설 지구단위계획 수립·운영 기준은 공공과 민간이 모두 만족하는 의료환경 구축을 위해 매우 깊은 고민이 필요했다. 본 논설은 서울시 공공필요의료시설 확충 제도의 주요 내용과 공공필요의료시설 설치 및 운영 기준에 관해 소개하고자 한다. 특히 기준의 주요 내용을 정립하게 된 배경과 이유 등을 설명하여 본 제도의 의의를 정확히 전달하고 향후 보완해야 할 부분들을 검토하고자 한다.

최근 과학 및 IT 패러다임은 HW(과거) 및 SW(현재) 중심에서 '데이터 빅뱅'을 활용하여 정치 사회 경제 등 제반 이슈와 연계된 분석 예측으로 진화 중이다. 국가안전 및 위험관리, 의료, 교육, 복지, 환경 등 사회 전반에 걸쳐 공공부문에서의 빅데이터 활용 가능성이 높아지고 있다. 공공정보 자체뿐만 아니라 민간정보와의 통합 분석을 통해 효과적인 맞춤형 정책과 새로운 지식정보 서비스 제공이 가능하기 때문에 주요 선진국은 공공정보의 적극 활용을 위해 다양한 정책을 경쟁적으로 추진해 오고 있다. 공공정보의 민간활용 촉진은 정보 제공자인 공공기관뿐만 아니라, 이를 활용하는 민간 사업자, 관련 서비스 사용자 모두에게 경제적 비경제적 가치를 제공할 수 있다. 따라서, 본 연구를 통해 국내 공공정보 민간활용 산업의 경제적 파급효과를 추정하고, 중요한 전 후방 연결 산업들을 파악하고자 한다.

Since April last year when "the disability discrimination act" became effective in Korea, public libraries in Korea have been obligated to provide library service to the disabled. But most of public libraries in Korea do not and are not ready to service them. After finding out the characteristics of Korean disabled people and investigating current state of services for them in the public libraries of Korea by analyzing related statistics and laws, suggestions for the enhancement of public library service for disabled people in Korea were proposed.

As designing webpage has become part of daily life, the public library tends to use the webpage for the information service and the public relations as well. In this context, this study explores the theoretical background on the webpage of public libraries； investigates and analyzes, based on previous studies, the webpage of public libraries in Seoul in terms of its informations structure and contents : and suggests some recommendations, through designing and controlling, for the effective use of the webpage of public libraries.
