Government and public institutions have been releasing a number of mobile applications in order to provide diverse public services in the mobile environment. However, due to their one-sided and fragmented service with the lack of adequate care for users, the utilization rate is extremely poor. Therefore, this study, based on a relevant literature review, identified and derived the five key factors (usefulness, convenience, interactivity, information credibility, and social pressure) for users' mobile service adoption. Then, through in-depth interviews with five users and five experts regarding the 'business support app' of one public agency (H institution) that specializes in SMEs, we found that all of these factors are important for users' mobile service adoption. Users' satisfaction could be significantly improved through real-time response to their needs. In addition, providing them with useful and tailored information can lead to mutual trust between public institutions and users. Consequently, as these user-oriented services can increase users' loyalty and boost the utilization rate of the public apps, public institutions should always put persistent efforts to cope with users' demands.

The purpose of this study was to provide practical support methods of the library education and cultural programs for people with physical disabilities through the qualitative investigation. To collect data, focus group and individual interviews were conducted. Fourteen people with physical disabilities and six parents were interviewed. From the qualitative analysis, three themes and thirteen subthemes were emerged: (1) cognition about library, (2) difficulties of using the library, (3) support methods for activating library use. Finally, discussions, implications and future directions of library education and cultural programs for people with physical disabilities were presented based on the results of the study. We expect that this research can serve as a basis for further effort to develop library education and cultural programs suited for the unique needs of people with physical disabilities.

The aim of the study is to examine the factors affecting publicness and efficiency of the regional public hospitals and specify their relationship, thereby drawing out the policy implications for further improvement of regional hospital management. The analytical results showed the followings. First, there were statistically significant mean differences between the above-the-mean group and the below-the-mean group in terms of the internal and external environmental factors and intensity of competition. Second, When the hospitals were divided into two groups based on the mean value of efficiency, the ratio of material costs, of operational costs, and of doctors, and GRDP per capita of the above-the-mean group and the below-the-mean group showed the significant mean differences. Finally, among the variables of publicness, the ratio of medical aid patients and the number of deliveries had the negative relationships with efficiency whereas the medical costs of medical aid recipients had a positive relationship. The general argument that the government should enlarge its support for the regional hospitals' publicness needs to be specified in terms of the particular components of publicness based on this study. Also, to determine the extent of government support, the further research on the external environmental factors that cannot be controlled by the hospitals, for instance, intensity of competition, GRDP per capita, and fiscal self-reliance, should be encouraged.

In the information society public libraries are situated in a rapidly changing social environment. Coming of post-printing era, expansion of knowledge, enhancement of social reflexivity, and growing flexibility of jobs, etc are bringing both crisis and opportunity to them. In order to take chances public libraries must collect materials in D/B format as well as printed and computer-file forms, and enlarge assistance to educational and research activities of residents and business firms. In addition, they must contribute to reducing information divide, increasing communal interactions, and providing leisure activities. It is required for them to develop a variety of programs and strengthen publicity among residents.

최근에 공공장소에서의 보다 안정적이고 고속의 무선 인터넷 접속에 대한 욕구가 커지면서 무선랜에 대한 수요가 많아지고 있고, 유무선 사업자들은 무선랜 시장을 선점하기 위해서 서비스를 서두르고 있다. 이와 같은 무선랜 환경에서 무선랜 단말이 AP(Access Point)사이를 로밍(Roaming)할 수 있게 하는 프로토콜로서 IAPP(InterAccess Point Protocol)가 있고 관련된 IEEE표준으로 802.11f가 있다. 이와 같은 802.11f를 지원하는 액세스포인트를 위해서는 IAPP서버의 역할을 수행하는 라디우스(RADIUS) 서버가 필요하다. 여기에서는 라디우스 대신 보다 확장성과 신뢰성이 뛰어난 프로토콜인 Diameter를 사용한 IAPP서버의 설계와 기존 시스템과의 연동방안에 대해서 제안하였다.

This study conducted a survey on the current status and satisfaction of libraries participating in the opening hours support project in order to continue it to meet the purpose of improving information access and life welfare. To this end, a questionnaire and interview survey were conducted for those in charge of opening hours for each library, and the results are as follows. First, the opening hours support project is a project that needs a strategy that fits the characteristics of the region and the environment. Therefore, it is necessary to consider operating independently rather than relying on national support in the future through the preparation of regional-oriented operation plans. Second, it is necessary to establish a flexible operating model for opening hours that both employees and users can understand. Third, it is necessary to prepare an organizational operation plan that requires both duties and responsibilities along with the rights equivalent to existing regular employees. Fourth, in order for national public libraries in Korea to develop and implement a consistent policy for specific policies and projects, it is necessary to unify the separate public library operating system in the future. Fifth, it is necessary to prepare education and guidelines for the continuity and stable operation of the project, and to activate services other than labor costs, such as support for improving the space for the user's pleasant use.

The purpose of this study is to derive evaluation elements on teen space in public libraries in Korea and to study current status and implications for teen space in public libraries. To this end, six items of space evaluation factors; Convenience, Accessibility, Safety, Diversity, Comfort and Emotionality - were derived based on the teen space guidelines by the Young Adult Library Service Association and previous studies. The research also conducted a case study on teen spaces of five public libraries in Seoul. As a result, teen space in libraries requires use guidance and convenience facilities, access to information resources, maintenance of user guidelines, various spaces for teens, pleasant library environment and learning motivation promotion, and provision space to support all necessary resources of teens.

In order to expand the qualitative aspects of public facility, this study used SNS data to derive user-oriented preference factors for public facilities and then were quantified in terms of supply side and demand side. To derive preference factor, LDA, one of topic modeling, was used and attraction index was calculated for each facility. In addition we analyzed spatial accessibility to measure the degree of service experience of users by using 2SFCA model. The study area covered public libraries of Seoul, Korea. As a result of study, five topics were extracted as preference factors for the public library: Circumstance, Scale of facility, Cultural program, Parenting, Books and materials. In particular topic of circumstance and parenting were newly derived preference factors unknown in previous studies. As a result of calculating attraction index for each library, the index of Songpa Library, Jungdok Library, and Namsan Library was high. Songpa library has received good evaluation in parenting factor, and Jungdok & Namsan library in circumstance factor. The accessibility of each region seems to better in center of Seoul where public libraries are crowded, but shrinking toward the outskirts. We expect that the proposed method will contribute to user-oriented public facility evaluation and policy decision making.

Recently, attention has been drawn to a new form of a public library, that is, a public library in a complex facility constructed in the same building or site with another facility. To get active users' or local governments' supports in the public library in a complex facility, it is necessary to build library strategic plans based on the analysis of users' evaluation and demands. Thus, this study analyzed the user satisfaction and perception of the 28 public libraries in complex facilities in Seoul. As a result, it was found that most users overall satisfied with public libraries in complex facilities in terms of human resources, information resources, and the links among services and positively perceived their environments and services. In order to provide more satisfaction to the users in public libraries in complex facilities first, it is necessary to improve the accessibility of libraries, to secure the sufficient library space, to prevent the outside noise, to link the facilities which bring mutual synergistic effect, and to develop a program and service accompanying other facilities.

Recent interests in both vehicle emissions and public health have facilitated the development of more eco-friendly transportation systems. This study proposed an integrated simulation approach for evaluating the effectiveness of speed management strategies from the various perspectives including safety, operational efficiency, and environmental compatability. Those simulation methods include driving simulation, traffic flow simulation, emissions simulation, and air dispersion simulation. An essence of the proposed simulation framework is to create the systematic connection of each simulation method toward the evaluation of effectiveness of speed management strategies. As an example, chicane and speed hump in residential area were evaluated by the proposed method. It is expected that the proposed simulation-based approach would be effectively used for the decision-making process in selecting better alternatives considering both safety and public health.
