The purpose of this study is to secure reasonable transportation infrastructure stock for enhancing national competitiveness in Korea. National competitiveness may be defined as a country's overall capacity to create the most effective social structure, institutions and policies that allow her company within the national boundary to be more competitive in the world market. If Korea's transportation infrastructure stock is not sufficient and a connection among transportation facilities is not efficient, we should pay the social and economic cost. As a result, we worry that national competitiveness may drop. Some methods to maintain or to increase the national investment for transportation infrastructure that are suggested from this study are as follows: Firstly, we need to operate the Spcial Account for Traffic Facilities. Secondly, the investment should be focused on the facilities and districts in needs. Thirdly, PFI (private finance initiative) policy should be aimed at investing for the highly economic-valued projects.

본 연구는 전국 각급 학교의 정보통신 이용환경을 고도화하여 고품질 멀티미디어 서비스 기반의 교육컨텐츠를 교수학습에 활용할 수 있도록 하는 학교 인터넷망 고도화 사업의 투자효과를 공급자, 수요자, 공공적 측면 등 다양한 광대역망 구축 평가지표에 기반하여 분석하고, 그 결과에 대해 해석하였다.

2012년 국내 경제는 민간소비의 위축이 지속되는 가운데 민간부문에서의 건설경기 침체와 공공부문 투자 위축으로 건설 및 설비투자의 부진이 이어졌다. 이러한 가운데 2013년에는 세계경제가 선진국과 개도국의 저성장 기조 속에서도 소폭 회복될 것으로 예상됨에 따라 2012년에 비해 다소 회복된 3%대 중반의 성장세를 기록할 것으로 전망된다. 여기서는 현대경제연구원의 '2013년 국내 경제 전망과 정책 과제' 보고서를 통해 최근 국내외 경제 여건 및 2013년도 경제 전망과 함께 정책 과제에 대해 살펴본다.

건설사업의 원가절감은 사용자 요구에 부합되는 기능과 품질을 확보하면서 가장 경제적인 방법으로 시설물을 구축하는 것으로 건설환경 변화에 따른 경쟁력 향상을 위해서는 체계적인 원가관리를 통한 원가절감이 필요하다. 국토교통부 소속 산하기관에서는 공공건설사업의 수행에 따라 설계의 경제성 등 검토, 공정관리 및 사업관리 등을 통해 공사비 절감에 대한 많은 노력을 기울이고 있다. 현재 설계단계에서 설계VE 결과정보는 공공발주기관 간에 상호 공유하고 있으나, 시공단계에서의 원가절감사례 정보에 대한 공유는 아직까지 부족한 실정이다. 공공건설사업의 수행시 유사 건설사업에 대한 원가절감사례 정보를 참조 활용할 수 있도록 단계별 정보시스템 구축 및 원가절감 사례 정보서비스 방안을 제시하였다. 향후 공공건설사업의 기획, 설계, 시공, 유지관리 등 생애주기별 원가절감사례 정보의 분석 및 서비스를 통해 보다 합리적인 의사결정과 공공건설사업의 투자 효율성을 제고할 수 있으리라 기대된다.

The purpose of this study is to examine relationship between public R&D investment and private R&D investment in Korea, and to obtain policy implications of the results. To this end, the author attempts to provide more careful consideration of the causality issues by applying rigorous techniques of Granger causality. Tests for unit roots, co-integration, and Granger causality based on an error-correction model are presented. The existence of bi-directional causality between public R&D investment and private R&D investment is detected. This finding has various implications for policy analysts and forecasters. Increasing private R&D investment requires enormous public R&D investment, though there are many other factors contributing to private R&D investment, and public R&D investment is but one part of it. Thus, this study generates confidence in decisions to invest in public R&D. Moreover, this study lends support to the argument that increase in private R&D investment, ceteris paribus, gives rise to public R&D investment. Increase in private R&D investment results in greater national income to be spent on R&D investment and stimulates further public R&D investment.

This paper presents the evaluation model which is included in a quantitative evaluation methodology for evaluation processes of validity and effectiveness of information budget investment and improving conformance of ROI(Return On Investment). That is, the right efficiency targets of information investment for the development project to GDOC (Government electronic Document Distribution Center), and KPls(Key Performance Indexes) which enable to evaluate objectively effectiveness in the preliminary and post evaluation phases are developed, and then the results were come out by practical investigation study using quantitative evaluation methodology.

지난 10월 14일 서울 삼성동 코엑스홀에서 공공 및 민간부문 에너지관리자, 산업체, 건물 에너지 절약업무 관계자, ESCO업체 관계자 등 100여 명이 참석한 가운데 우수 ESCO 기업으로 선정된 (주)에너지솔루션즈와 한국하니웰(주)에 대한 시상, 두 기업의 우수사례발표, ESCO 사업 활성화 방안을 발표하는 시간을 가졌다. (주)에너지솔루션즈는 국민연금 강남사옥과 서울대학교, 웅진에너지(주)의 냉난방설비 및 수축열시스템 사례를, 한국하니웰(주)은 산업체의 공정개선 및 건물에너지절약 투자사례를 발표하였다. 참석자들은 기업의 실제 우수사례 공유를 통해 유용한 정보를 획득할 수 있는 뜻깊은 시간이었다고 평가했다. 에너지관리공단 관계자는 "오늘날 에너지효율향상은 저탄소 녹색성장을 위한 핵심이자 기업의 경쟁력과도 직결되고 있다"며, "기업의 에너지절약과 경제에 도움을 주는 ESCO 사업을 널리 알려 투자를 촉진하고 에너지절감효과가 큰 설비 보급을 확대하는 좋은 계기가 될 것"이라고 말했다. 이번 행사에서 우수사례로 선정된 (주)에너지솔루션즈와 한국하니웰(주)의 ESCO투자사례를 살펴보자.

특허제도는 "발명을 보호하고 그 이용을 도모함으로 기술발전을 촉진하여 산업발전에 이바지함을 목적"<특허법 1조1항)으로 한다. 따라서 신기술을 발명한 사람은 배타적인 재산권이 부여되고 그러한 기술이 공개됨으로 인해서 공공의 산업이 발전된다는데 특허제도의 의미가 있다. 더불어 해당기술에 대한 중복 투자 및 연구를 방지해 불필요한 낭비를 없앤다는 효과도 있으나 이런 측면은 장점과 단점이 공존한다고 할 수 있다. 이러한 특허제도의 목적 및 효과를 잘 이용해 지적재산권 및 기술을 보호하고 나아가 개발된 기술을 적절히 이용해 좀더 발전지향적인 사회를 이루는 것이 현대 산업사회를 살아가는 기업과 개인의 필수적인 요건중의 하나이다. 이에 선진국의 특허제도 이용을 살펴봄으로써 기업과 개인의 특허의식 고취에 작은 도움이 되고자 한다.

어느 국가를 막론하고 전략기획과 경제적 파급효과의 평가 모두 공공연구 프로젝트를 효율적으로 관리하기 위해 이루어져야만 한다. 기획과 평가는 공공연구에 있어 핵심 관심사가 되어 이러한 활동을 증가하게 만들었고, 기업에 대한 관심도 커지게 되었다. 처음에는 공공연구의 특성과 결과에 대한 정보교환과 효과적인 관리를 위한 도구로 경제적 파급효과 연구를 수행했으나 지금은 연구개발 투자에 대한 결과의 타당성 확보의 중요한 자료로 활용되고 있어 이에 대한 관심은 점증하고 있다. 본 연구에서는 주로 미국의 NIST(National Institute of Standards and Technology)에서 개발하여 적용되고 있는 CEM(Counter-factual Evaluation Model : 가상현실 평가모형)을 소개하고 이를 실제 공공연구과제에 적용하여 경제적 파급효과를 분석하였다.

오늘날 급격한 정보기술(IT)의 발전과 그에 대한 막대한 투자는 공공기관들로 하여금 IT를 효과적으로 관리할 수 있는 방법론을 마련하도록 하고 있다. 이에 따라 국내 공공기관들은 새로운 방안으로서 정보기술아키텍처(EA)를 활발하게 도입하고 있으나, 그 시도와 관심이 EA 도입단계에 치중되어 있고, EA 도입이후의 관리 및 활용에는 아직 미흡한 부분이 많다. 따라서 본 연구에서는 EA 도입보다는 EA 도입이후의 운영 및 관리, 활용 등 중 장기적으로 기관의 경영활동이라는 것에 기초하여 EA 성숙도 역량 수준을 높일 수 있는 영향요인을 도출하는데 초점을 맞추었다. 특히 본 연구는 공공기관들이 EA를 도입 및 운영할 때 영향을 주는 EA 영향요인이 무엇인지를 도출하고, 그러한 EA 영향요인들이 발생하였을 때 EA 성숙도 수준에 어떠한 영향을 미치는지를 밝히고자 한다.
