According to the public open data policy, the government established the demanders-oriented and customized open data plan and allowed people to use plenty of public data free. There are, however, few geospatial information systems to maximize its usability. For the purpose to make the effective geospatial information services, this study examined how data was linked between the public data portal and open platform first. And then this proposed the interface server model to support the data link between these systems technically.

Since 2013, Korean government announced 'government 3.0' to promote public data open policy. As a result, related websites were constructed by the government. Using these websites and public data open cases, we introduced and analyzed current domestic public open data status and case analysis in Korea Republic. For websites, websites such as 'seoul open data plaza' were selected. For related cases, websites such as 'http://www.zillow.com' and 'http://blog.safecast.org' were selected. For domestic cases, a casebook which produced by Korea 'National Information Society Agency' were used. Domestic cases referred to this article were based on this book.

공공기관에서는 인터넷 방송 서비스를 통해 문자, 그림, 사진, 영상, 음악 등 다양한 멀티미디어 정보를 제공하고 있다. 일반 지상파 tv방송과는 달리 공공 인터넷 방송은 양방향으로 커뮤니케이션이 가능한 웹 미디어 플랫폼을 통해 실시간으로 정보를 주고 받을 수 있을 뿐만 아니라 이용자가 원하는 정보를 주문하고 서비스를 받을 수 있어 공공기관과 이용자간 소통수단으로 활용되고 있다. 그러나 공공 인터넷 방송의 시청률과 참여하는 양방향 콘텐츠의 다양성 측면을 분석해 보면 예상과 달리 이용실적이 저조한 것으로 나타나고 있다. 이러한 문제의 주요한 원인으로는 근래에 들어 확산되고 있는 스마트 모바일 환경에 실시간으로 대응하여 공공미디어 서비스를 제공하지 못하는 공공미디어 접근성의 한계와 인터넷이라는 양방향 미디어 플랫폼을 지향하면서도 제공하는 공공콘텐츠는 공급형 중심의 콘텐츠 성격을 벗어나지 못한다는 점을 들 수 있다. 본 논문에서는 이러한 공공 인터넷 방송의 문제점을 사용자 접근성과 양방향 콘텐츠 활성화라는 측면에서 분석하였다. 그 결과 공공 인터넷 방송 플랫폼의 개방성이 필요한 것으로 나타났으며, 다양한 스마트 모바일 환경에서 공공콘텐츠의 생산, 게시, 공유가 자유로운 공공 미디어 플랫폼 형태가 필요한 것으로 나타났다. 이를 바탕으로 HTML5, SNS플랫폼 연계 등이 포함된 개방형 공공 미디어 플랫폼 모델을 정의하고 이를 기반으로 양방향 공공콘텐츠를 활성화 할 수 있는 공공 미디어 서비스 모델과 이를 구현한 구축 사례를 제시하였다.

국내의 공공기관들은 정부 3.0 정책에 의해 다양한 분야의 데이터를 민간에 개방하고 있다. 본 연구는 국내외의 주요 데이터 개방 사이트를 중심으로 도서관 분야 데이터 개방현황을 살펴보았다. 조사대상 사이트는 서울 열린데이터 광장, 공공데이터 포털, Data.gov 이다. 이 사이트들에서 나타난 문제점을 중심으로 오픈 데이터의 활용성 제고를 위한 개선방안을 제안하였다.

Public data refers to all data or information created by public institutions, and public information that leads to communication and cooperation among all people. Public data is an important method to lead the next generation of new industries such as artificial intelligence and smart cities, Korea is continuously ranked high in the international evaluation related to public data. However, despite the continuous efforts, the use of public data or industrial influence is insufficient. Quality issues are continuously discussed in the use of public data, but the criteria for quantitatively evaluating data are insufficient. This paper reviews indicators for public data quality evaluation and performs quantitative evaluation on selected public data. In particular, the quality of open standard data constructed and opened based on public data management guidelines is examined to determine whether government guidelines are appropriate. The data quality assessment includes the metadata and data values of open standard data, and is reviewed based on completeness and accuracy indicators. Based on the data analysis results, this paper proposes policy and technical measures for quality improvement.

공공데이터베이스는 공무상의 활용뿐만 아니라 민간의 창의성과 결합할 경우 새로운 비즈니스와 일자리를 창출할 수 있는 잠재력을 가지고 있다. 미국과 영국 등 해외 주요국들은 공공정보 재사용의 가치를 깨닫고 공공데이터를 Linked Data화하는 작업을 진행하고 있다. Linked Data는 웹에서 자유롭게 데이터를 개방하여 연계할 수 있도록 하는 네트워크 기술이다. 본 고에서는 국내 공공정보의 개방과 재사용을 지원하기 위한 방안으로 Linked Data 구축을 제안하고, 이를 위해 데이터, 시스템, 서비스의 3가지 측면에서 표준화 방안을 제안하였다. 데이터 표준화 측면에서는 데이터 표현 및 접근에 관한 표준을 준수하고, 표준화된 데이터모델과 데이터구조에 대한 정보와 함께 완전하게 수요자 입장에서 배포해야 한다. 특히 데이터의 상용화나 재가공에 아무런 제약이 없는 완전한 공개를 원칙으로 해야 한다. 시스템 표준화 측면에서 Linked Data 플랫폼은 트리플 스토어, 원데이터의 트리플 변환기, 그리고 추론기로 구성되어야 한다. 서비스 표준화 측면에서는 Linked Data를 이용자에게 다양한 포맷으로 제공할 수 있는 인터페이스가 제공되어야 한다. 무엇보다도 공공정보의 공개와 재사용성을 위한 국가적 차원의 거버넌스와 지원이 마련되어야 공공정보의 Linked Data 플랫폼이 온전히 이루어질 수 있을 것이다.

With the popularization of open government data, Library-related open government data is also open and utilized to the public. The purpose of this paper is to diagnose the quality of library-related open government data and propose improvement measures to enhance the quality based on the diagnosis result. As a result of diagnosing the completeness of the data, a number of blanks are identified in the bibliographic elements essential for identifying and searching a book. As a result of diagnosing the accuracy of the data, the bibliographic elements that are not compliant with the data schema have been identified. Based on the result of data quality diagnosis, this study suggested improving the data collection procedure, establishing data set schema, providing details on data collection and data processing, and publishing raw data.

There are criticisms that, despite the proactive government policy on open government data (hereinafter "open data"), certain highly demanded data remains restricted due to legal constraints. In this study, we aim to analyze the factors that limit the opening and utilization of open data, focusing on cases wherein requests for open data provision have been denied. We will explore possible approaches that are in harmony with the Open Data Law while examining the constitutional value of open data, considering the foundational Open Data Charter that underpins the government's data policy. We will also examine cases wherein requests for data provision have been denied for institutional reasons, with nearly half of these cases involving open data that includes personal information. It is necessary to explore the potential for improvement in these cases. Furthermore, considering the recent amendment to the Personal Information Protection Act, which allows for the processing of pseudonymous information without the consent of the data subject for limited purposes, it is an opportune time to consider the need for amending the Open Data Law to facilitate broader access and utilization of open data for the nation. Lastly, we will propose institutional improvement directions aligned with the opening and utilization of open data by examining the constraints of and need for improvement in the selected target laws.

스마트폰 이용자가 지속적으로 증가하면서 공공정보에 대한 관심이 높아지고 있다. 국가R&D사업 관련 정보를 종합적으로 서비스 중인 국가과학기술지식정보서비스(NTIS)도 국가연구개발 조사 분석 원시자료 등 국가R&D 데이터 제공 요구가 지속적으로 증가하고 있다. 본 논문에서는 선진국의 공공정보 제공 현황과 국내 현황을 살펴보고, 국가R&D정보 공개 개방 확대 전략 및 국가R&D정보 공유 확대를 위한 모바일 서비스 개선 방안을 제안한다.

Establishment and expansion of a FOI regime is a fundamental basis for modern democracy. Informed decisions and supports by the people are critical to establishment of democratic institutions and policies. The best tool to make informed decisions and to ensure accountability is the FOI. For effective FOI, good records management is necessary requirement. This paper observes and analyses the development of the FOI in the U.S., the Open Government policy, and the government records management reforms under Obama Administration to search viable solutions for Korean FOI and public records management reforms. Major revisions and advancement of the FOIA in the United States are examined, especially the revision of the FOIA as the OPEN Government Act of 2007. The FOIA revision enhanced greatly the freedom of information in the U.S. including the establishment of an independent FOI ombudsman by the Congress. The paper also discusses the Presidential memoranda on the Open Government and the FOI by President Obama, the following directives, Presidential memorandum on government records management and the Government Records Management Directive. Major contents of the directives, plans, and achievement are summarized and analysed. Finally, this paper compares the government records management reforms under former President Roh Mu Hyun with the Obama's reform drive. The comparison found that major difference in the "top-down" government records reforms are the difference in democratic institutions such as weak congressional politics, strong bureaucratic obstacles, and relatively weak social and professional supports for the reforms in Korea, while these reforms were similar in terms that they were driven by insightful political leaders. Independent FOI ombudsman and national records administration are necessary for such democratic reforms.
