As a research of NSO(Korea National Statistical Office), there are 609 public libraries in Korea. They have been increased 1.6 times for 10 years. Similar as libraries, their government officers are also increased 1.3 times. But number of users are increased 2.7times during the same period. Moreover, Because of deterioration of facilities, library can't satisfy user's needs, and it experienced difficulties to carry out its variety roles. In result, this study checked up maintenance conditions which are organization, facility, execution of budget and so on. Furthermore, it deduced problems like short of hands, lack of administrator's expertise and absence of accurate drawings, and suggests improvement.

The importance of the security management system for the aviation infrastructure cannot be overemphasized. What is especially important on the security management system for it is the assessment that is detaild and systematic. This article presents a framework based on a Hanulcha-type security management system model for a Information security of the Aviation infrastructure. This system checks, estimates and analyzes the goal of security with effect, especially in case of the security-accident on the aviation infrastructure because this system model gives the integrated security assessment method.

Studying the operation of urban control plan and control program of urban plan facilities to present development direction of urban plan in the future by performing multi-variate analysis, the research acquired the following conclusion. It is required to institutionally activate the inhabitants' participation by reflecting spontaneous participation and opinion of inhabitants to adminstration so that the effect of business can be maximized in the stage of establishing urban control plan. Furthermore, the participation of role dividing type is necessary to adjust and connect the interest of expert that has experience in practical business of overall urban plan, inhabitant and self-governing body. It is required to reduce the service supplied by government so as to enhance policy of plan-first and development last for facilities with high importance and utility such as road, park and water supply/sewage, etc as well as to seek control program that expands the participation of private sector for administration for which private service is possible.

In this study, libraries of national and public universities, libraries of private universities, libraries of colleges, public libraries of local governments were selected to measure, compare and analyze the differences in job satisfaction of librarians working in different types of libraries. As for measurement items, 10 factors for job satisfaction were chosen. In doing so, this researcher compared and analyzed the overall job satisfaction and work satisfaction, employment satisfaction, satisfaction with promotion system, satisfaction with work distribution, satisfaction with payment system, satisfaction with service system, satisfaction with facility environment, satisfaction with educational training, satisfaction with welfare system, and satisfaction with personal relations. The results of the analysis on job satisfaction with each factor by librarians working in different types of libraries are presented as follows. First, the overall job satisfaction value of the librarians was 3.940, which means relatively high satisfaction, and in terms of a type of library, libraries of private universities showed the highest value, and the next ones were found to be libraries of colleges, public libraries and libraries of national and public libraries. Secondly, regarding the ranking of the overall satisfaction with the selected 10 job satisfaction factors by different types of libraries, educational training was found to rank the highest, and the next ones were surveyed to be the job, the service system, the personal relations, the employment system, the work distribution, the facility environment, the payment system, the welfare system, and the promotion system.

The government introduced private infrastructure projects in order to reduce its financial burden by introducing private sectors efficiency and creativity and by utilizing their funds. Through revision, the act on the private investment of the infrastructure, many changes were made in the private investment system. The evaluation task to assess the project proposer's capability and to select a promoter is regarded as the most important process for fairness and transparency of the project. In this study, the improvement of project plan evaluation task of current private infrastructure projects is proposed based on the standard guideline for evaluation procedure of private infrastructure projects provided by Korea Development Institute. In addition, software program for evaluation procedure is made to improve the efficiency and enableconvenient evaluation task.

P city government considers to treat a part of food waste leachate in a municipal wastewater treatment plant (MWWTP), as the capacity of an existing combined treatment plant for food waste leachate is lower than the generation of food waste leachate in the city. Furthermore, the combined treatment plant also treats landfill leachate and directly discharges the effluent to the sea, which may result in a potential environmental problem. Therefore, this study examined the feasibility of the addition of food waste leachate and the effluent of the combined treatment facility on the MWWTP. Acceptable addition amount of the food waste streams, increased pollution loading on the MWWTP, and the treatment cost were estimated according to four scenarios. All the scenarios estimated that the MWWTP would receive most of the food waste streams according to the manual of the ministry of environment with little increase of pollution loading.

This study aims to analyze whether facilities linked to the inside and outside of the station affect the revitalization of commercial spaces inside the station where individual rental stores are clustered. Rent, which can replace sales, was set as the determining factor for revitalization. In addition to the variables related to sales, culture, office work/residential, public institutions, and transportation facilities, the independent variables were the number of daily passengers, which is a location factor of the station, and the product sales business, which accounts for the largest number of industries in the commercial space inside the station. As a result of regression analysis, it was proved that rent has an effect on product sales business, linked sales facilities, transportation facilities, and the number of passengers on board. These results indicate that the formation of sales products that can increase purchasing power and the direction of facility linkage that can increase the inflow population into the station are needed to revitalize commercial spaces in the station. In this study, the establishment of a living-friendly SOC for residents' convenience daily life was suggested as a policy management plan for stations with a high vacancy rate due to reduced vitalization.

South Korea has been guaranteed the efficiency and the convenience of administrative work based on long-term experience and well-established ICT infrastructure. Vice versa, South Korea is always exposed to various scale cyber-attacks. It is an important element of national competitiveness to secure cybersecurity resilience and response in the public sector. For this, the well-trained cybersecurity professionals' retention and support for their capacity development through retraining are critical. As the Special Act on Balanced National Development, most public agencies moved to provincial areas, but the provincial areas are not ready for this, thus the workforce can't get enough retaining courses. We study to analyze whether there is a gap in cybersecurity educational opportunities or needs in the public sector depending on regions, institution type, and personal traits. This paper aims to suggest solutions for the cybersecurity education gap in the public sector based on the empirical analysis results.

This study examines policy issues for the future development of libraries belonging to the metropolitan office of education focusing on facilities (legal basis for installation), management (dedicated department), human resources and budget. This study collected and analyzed related data using National Law Information Center and National Library Statistics System. As a result of this study, the names of the libraries performing library functions varied due to the difference of the administrative organizations of the libraries in the metropolitan education office. In addition, library policy work carried out by the library department may be excluded from policy priorities as a subsidiary task. It is analyzed that the expansion of quota of the librarian deputy director to provide the opportunity for promotion of librarians and the increase of the library input budget against the total budget are necessary.

As a new form of the public procurement method, that is BTL(Build-Transfer-Lease) was introduced in 2005, it has consequently created a new form of emerging business, so called BTL Project Management firms. As a key participant of BTL projects, PM firms play an important role in securing the projects. But due to the short history of BTL, the identity of BTL PM firms has not been widely understood. The objective of this paper is to investigate major characteristics of BLT PM firms for better understanding of the emerging business.
