  • Domestic maintenance strategies are shifting from safety assessment to performance assessment, and related systems and laws are being restructured to meet those criteria. In order to introduce asset management based on performance evaluation, related evaluation methods such as performance measures and level of service should be made to evaluate performance according to the characteristics of the structure, but these are not well-prepared in Korea. In this study, we present a computerized model and system for implementing asset management that introduces techniques such as performance evaluation, life cycle cost analysis, performance measures, and level of service in conjunction with existing maintenance and safety diagnosis procedures. The features of this system consist of three modules to enable separate operations of existing maintenance, safety management and asset management. The system is designed to be used as a reference for public institutions to introduce asset management in the future.

  • Since more than 30 different information systems are collecting and providing construction related information, it is difficult for information users to figure out where and how to acquire the required information. Even if the user find the information, it is hard to meet users demand. Because the current systems accumulate the data just as administrative data and can do not connect the information from the different phases of the lifecycle for the specific facility. The information collected and managed in different information systems should be integrated in terms of lifecycle of the facility to improve money for value of public investment, the quality of life by improving quality of the facility and to provide the foundation for big data utilization in the construction industry. This paper suggested strategic planning for the development of the (assumed name) "The Lifecycle Integrated Construction Information Portal" as a foundation to use the data in construction industry, by investigating prerequisites and suggesting conceptual framework of the system.

  • Cyber attacks expose sensitive information and cause fatal damage in both the public and the private sectors. Therefore, MKE (Ministry of Knowledge Economy) Cyber Security Center was founded on July 25, 2008, to perform three major roles. First, it detects and analyzes cyber attacks for the both sectors. Second, its ISAC (Information Sharing & Analysis Center) service analyzes and evaluates the vulnerability of the communication and network infrastructure to security threats, including control systems. Third, it provides CERT/CC (Computer Emergency Response Team Coordination Center) service to prevent and to respond to computer security incidents. This study focuses on the MKE Cyber Security Center's service analysis, which is playing an increasingly larger role in the both sectors. Based on this analysis, after grasping the response services activity and pointing out the problems, this study suggests improvements to the MKE Cyber Security Center.

  • The purpose of this study is to explore the establishment and administrative strategies for shared repositories for academic libraries in Korea, using the US ReCAP (Research Collections and Preservation Consortium) Project as a case study. The US ReCAP Project was a collaboration between the New York Public Library and the university libraries of Columbia University, Harvard University, and Princeton University. In-depth interviews were conducted with librarians and administrators in charge of the ReCAP Project to understand the original vision of the project, as well as how the strategy and approach evolved over the years. The analysis results revealed that shared repositories for libraries have evolved into shared collections enabling shared use. But shared repositories require a central management system to be successful in the long-term. Additionally, findings showed that the shared repository filled more quickly than anticipated. This in turn required collaborative planning on shared collection development and selection policies to determine which materials to send to the shared repository.

  • Those who travel to another area for work or travel acquire cquire information through various media such as Internet websites before going to the area. The way to determine whether the information you collect is reliable is to go directly to that area. However, many users may overlook the date the post was posted. when you arrive at a delicious restaurant for a travel purpose, it can happen that the restaurant is gone. In order for Smartphone Users to be able to provide reliable information about a specific region through an application, it is possible to receive information from a specific local user using the application through crowd sourcing techniques. Collect suggestions from users when there are changes in the same area, rather than accepting indiscriminate information and when duplicate content exists, it is marked on the application map so that it can be viewed by other users. It provides not only simple restaurant information, but also area-specific information such as additional information about tourist attractions or information on restrooms to solve physiological phenomena that may occur in the area where they first arrive. Application users can get information about nearby public facilities and restaurants on a GPS basis.

  • This study set out to devise an optimized system to take into account life cycle cost(LCC) and ton of carbon dioxide($TCO_2$) by applying the weighted coefficient method(WCM) to "public-purpose" facility buildings according to the mandatory 5% and 11% of new renewable energy in total construction costs and anticipated energy consumption, respectively, based on the changes of the public obligation system. (1) System installation capacity is applied within the same new renewable energy facility investment according to the mandatory 5% of new renewable energy in total construction costs. Both LCC and $TCO_2$ recorded in the descending order of geothermal, solar, and photovoltaic energy. The geothermal energy systems tended to exhibit an excellent performance with the increasing installation capacity percentage. (2) Optimal systems include the geothermal energy(100%) system in the category of single systems, the solar energy(12%)+geothermal energy(88%) system in the category of 2-combined systems, and the photovoltaic energy(12%)+solar energy(12%)+geothermal energy(76%) system and the photovoltaic energy(12%)+solar energy(25%)+geothermal energy(63%) system in the category of 3-combined systems. (3) LCC was the highest in the descending order of photovoltaic, geothermal and solar energy due to the influences of each energy source's correction coefficient according to the mandatory 11% of new renewable energy in anticipated energy consumption. The greater installation capacity percentage photovoltaic energy had, the more excellent tendency was observed. $TCO_2$ recorded in the descending order of geothermal, photovoltaic and solar energy with the decreasing installation capacity of photovoltaic energy. The greater installation capacity percentage a geothermal energy system had, the more excellent tendency it demonstrated. (4) Optimal systems include the geothermal energy(100%) system in the category of single systems, the photovoltaic energy(62%)+geothermal energy(38%) system in the category of 2-combined systems, and the photovoltaic energy(50%)+solar energy(12%)+geothermal energy(38%) system and the photovoltaic energy(12%)+solar energy(12%)+geothermal energy(76%) system in the category of 3-combined systems.

  • Importance of touch equipment and smart learning increases and public institutions and educational facilities are applying smart devices to their daily environments. However, users of public smart devices are at risk of being exposed to the direct and indirect spread of infectious diseases. This study develops an exo-finger that wraps the fingertips of smart device users and is intended to have a disease prevention effect when used on public equipment. An exoskeletal body was fabricated by inserting a secondary material which is a mixture of the activating material, carbon black (CB) and a macromolecular polymer (elastomer) into a mold. This device was confirmed to have a touch function when the CB content was 0.030 wt% or higher, and the content of the elastomer was varied so that it could have a friction force similar to that when a person touches a smart device (a friction coefficient of 2.5). Through experiments, it was concluded that the CB content had little effect on the friction coefficient. As a result of testing the completed prototype on a smart device, it was proven that the developed exoskeletal device can be useful in situations where it is impossible to touch due to wearing protective gears, or when equipment such as gloves is used to prevent the spread of infectious diseases.
