We study incentive structures of public developers and land owners in the process of public expropriations using a sequential game model. In the model, we show that there is an incentive for the public developer to give more compensation than just compensation that are defined by law. Also the model shows that there is an incentive for the land owners to revolt strategically against the public expropriation. Then an ideal authority delegation model is introduced to resolve the problems, where an independent appraiser determines the compensation for the expropriation. In the real world, improving the independence of appraisal process is critical to make the system closer to the ideal authority delegation model. So this paper concludes by making a few policy suggestions to improve the current appraisal system.

본 연구는 최근 공공부문에 급속히 확산되고 성과 관리시스템을 수용하는데 있어 사용의도에 영향을 미치는 요인들을 실증분석으로 검증하기 위한 연구 이다. 정보시스템 형태로 구현된 BSC(Balanced Scorecard)기반의 성과관리시스템을 수용대상으로 하고 있어 Davis(1986)의 TAM (Technology Acceptance Model)을 기본 틀로 Venkatech et al.(2003)의 UTAUT(the Unified Theory of Acceptance and Use of Technology)를 접목하여 연구모형으로 활용하였다. 설문조사는 BSC시스템을 도입하여 사용 중인 공공부문 기관(회사)을 대상으로 251부의 유효표본을 확보하였다. 구조방정식 모형의 경로분석을 통한 가설검정 결과 13개의 가설 중 9개의 가설이 채택되었다. 교육훈련, 정보시스템 지원, 최고경영자지원, 개인의 혁신성은 노력에 대한 기대에 영향을 미치는 것으로 나타났다. 이는 사용 자들이 새로운 기술 수용에 있어서 보다 쉽게 사용 할 것으로 기대하는데 교육훈련, 정보시스템 지원, 최고경영자지원 등 조직차원의 다양한 지원과 사용자 개인의 혁신성이 요구되는 것으로 해석된다. 성과에 대한 기대의 경로분석 결과 BSC시스템 수용 요인들 중에서 최고경영자지원과 개인의 혁신성만이 영향을 미쳤다. 이러한 결과는 공공부문의 실제 BSC시스템 구축에 대한 사례연구들에서도 지적된 사항이기도 하다. 한편, 노력에 대한 기대는 성과에 대한 기대에 영향을 미치는 것으로 나타났다. 기존의 TAM 관련연구들의 결과를 지지하는 것으로 공공부문 BSC시스템 수용에 있어서도 노력에 대한 기대가 높을수록 성과에 대한 기대가 높은 것을 보여준다.

By the progress of informatization, the data which is involved in the administration and public organizations are increased the requestion of the utilization. Nevertheless most of the agencies could not actively participate in sharing and opening the data to the public because of data quality problems. The purpose of this study is to verify the relationship for data quality, managerial and organizational factors which is to derive at the level of the organization's data quality management success factors suggested in previous studies, and the acceptance of the organization's quality management. The result identify that organizational factors, organization's data quality management encouragement and support, give effect data quality through the acceptance of data quality management. However, managerial factors was no effect the data quality management acceptance. This study than managerial approach when considering the quality control for the public organizations, in the early days of the current situation of a company-wide consensus was required, as well as directly to the level of quality factors affecting the quality of acceptance is presented to derive but has significance.

BSC(Balanced Scorecard: 균형성과표)는 1992년 기존의 성과관리접근법의 한계를 인식한 Kaplan & Norton(1992)에 의해서 발표된 후 새로운 성과관리시스템이자 다양한 혁신을 통해 경쟁력을 키우려는 많은 기업들로부터 각광 받고 있다. 특히 우리나라의 경우 변화와 혁신을 강조하는 참여정부의 출범 이후 공공분야의 BSC도입이 활발히 이루어지고 있으며 많은 공공부문 기관들이 도입을 추진하고 있다. 하지만 BSC관련 기존의 연구들은 대부분 조직의 성과에 미치는 영향을 살펴보거나 도입 프로세스에 관한 연구가 대부분이어서, BSC 수용에 있어 중요시 되는 요인들에 관한 실증연구는 부족한 실정이다. 정보시스템 형태로 구현되는 BSC를 보다 효율적으로 활용하기 위하여 BSC 수용요인에 대한 고찰이 필요하다. 본 연구의 목적은 정보시스템 형태로 구현된 BSC를 활용하는 사용자를 대상으로 실증분석을 통하여 수용에 영향을 미치는 요인을 확인하기 위한것이다. 구체적인 BSC 사용자들의 적극적인 활용을 장려하여 기업의 경영성과를 높일 수 있도록 BSC 수용에 영향을 미치는 요인들을 추출하고, TAM(Technology Acceptance Model)을 기본으로 영향정도를 파악하여 BSC를 이미 도입한 기업과 앞으로 도입하려는 기업들에게 사용자들의 보다 적극적인 활용을 장려할 수 있는 가이드라인을 제시하는데 있다.

The debate surrounding advertising effectiveness is not to be overstated as a major source of advertising research. However, there is still a lack of discussion on the model for measuring the effects of government and public service advertising. This study focuses on this point and develops an index model that can evaluate government advertising. For this purpose, we conducted a survey of 800 respondents in 7 major cities. Based on the creativity evaluation factors (originality, clarity, and appropriateness) of government advertising and the evaluation factors (interest, avoidance, and relevance) of policy contents, a causal model that affects the cognition, attitude, and behavioral responses of the audience was set up. As a result of analysis, originality, clarity, interest, and relevance except for appropriateness and avoidance were meaningful variables for creating government advertising effect such as policy understanding, audience attitude, word of mouth intention of policy. In addition, policy understanding and audience attitude were the main mediating variable influencing the word of mouth intention of policy. Based on research results, this paper discussed the direction for creating effective government and public service advertising in the future.

Government and public institutions have been releasing a number of mobile applications in order to provide diverse public services in the mobile environment. However, due to their one-sided and fragmented service with the lack of adequate care for users, the utilization rate is extremely poor. Therefore, this study, based on a relevant literature review, identified and derived the five key factors (usefulness, convenience, interactivity, information credibility, and social pressure) for users' mobile service adoption. Then, through in-depth interviews with five users and five experts regarding the 'business support app' of one public agency (H institution) that specializes in SMEs, we found that all of these factors are important for users' mobile service adoption. Users' satisfaction could be significantly improved through real-time response to their needs. In addition, providing them with useful and tailored information can lead to mutual trust between public institutions and users. Consequently, as these user-oriented services can increase users' loyalty and boost the utilization rate of the public apps, public institutions should always put persistent efforts to cope with users' demands.

This study aimed to examine multicultural acceptance of librarians and to investigate the factors affecting librarians' multicultural acceptance. For this, this study collected its data through a questionnaire conducted for the public librarians. The total 319 questionnaires were collected and 292 were finally analyzed. The results showed that the factors affecting the multicultural acceptance of the librarians were the experience of overseas residence, of multicultural service and of multicultural education. Based on the results, the ways to cultivate librarians' multicultural acceptance were discussed.

대통령직 인수위원회가 지난 2월 19일 중소기업중앙회 강당에서 열린 '중소기업 손톱 및 가시 힐링캠프'에서 대규모의 공공공사 분리발주 등 총 94건을 수용 개선키로 했다고 발표했다. 대통령직 인수위원회는 중소기업계가 꼽은 299건(공익과 상충하는 41건 제외)의 건의사항 가운데 총 94건을 수용 개선키로 한 것이다. 주요 개선과제는 ${\triangle}$정부조달 판로 확대 ${\triangle}$창업 기술규제 현실화 ${\triangle}$대 중소기업 상생 정착 등 총 7개 분야로, 이 가운데 조달부문에서는 전문건설사의 정부 공공공사 직접 참여 활성화를 고려해 대규모 공공공사 분리발주 원칙을 법제화 하는 한편 분할계약 금지 원칙이 담긴 국가계약법 시행령 제68조의 규정을 폐지키로 했다. 인수위의 이같은 결정은 지난 1월 24일 '중소기업 소상공인 현장의 목소리를 듣겠습니다' 간담회에서 대한설비건설협회가 건의한 분리발주 법제화 내용이 반영된 것이다.

본 연구의 배경은 공공도서관 사인시스템의 현황과 지속적인 활용에 있다. 수많은 정보 중 필요한 정보를 선별하고 수용하는 것이 중요한 현대사회에서 사인시스템은 원만한 상호작용을 위한 주요수단이다. 특히 복잡한 구조와 공간의 기능을 함께 지니고 있는 도서관에서 정보를 파악하기 위해서 명확한 지각효과를 갖춘 사인의 역할은 무엇보다 중요하다. 이에 따라 본 연구는 이용자가 공공도서관을 이용할 때 어떠한 요소가 정보를 수용하고 시각적으로 인지하는데 많은 영향을 미치는지 알아보고자 한다. 그리고 선정된 도서관을 대상으로 기능 및 시각적 요소에 따라 사례분석을 한 후 이용자 만족도 조사를 실시하여 효과적이고 편리하게 도서관을 이용할 수 있도록 정보를 제시하는데 목적이 있다.
