The mobile electronic notification service delivers notifications through mobile phone text or app-based message push to solve various problems of the paper-based mail service. And it is a service that an electronic document relay company proves to prove delivery. In order for public and administrative agencies to provide mobile electronic notification service, the user's identification information of the mobile phone number or the subscribed app is required. To overcome these limitations, ICT-regulated sandbox system was used to allow collective conversion of users' resident registration numbers into connecting information (CI). Therefore, in this paper, we propose a technical method for safe management of user CI in mobile electronic notice service, identity verification of electronic notice readers, and prevention of forgery and forgery of electronic notices. Through the proposed method, it is confirmed that the service can be activated by minimizing the adverse function of the mobile electronic notification service by securing the user's convenience and technical safety for the CI.

최근에 정보 고속도로 사업계획과 관련하여 세계 여러나라들이 실시하거나 실시 예정인 VOD 시험서비스에 많은 관심이 일고 있다. VOD서비스와 같은 대화형 TV 서비스(I-TV, Interactive-TV Service)는 컴퓨터, 통신 가전업체 그리고 영화 제작사등이 함께 참여하고 있다. 본 기고에서는 차세대 통합 멀티미디어 사업이라는 대화형 TV서비스의 개요와 요소기술, 그리고 서비스의 동향 및 전망을 알아보기로 한다. 1. 대화형 TV 서비스(Interactive TV Service)의 개요 현재까지 대부분의 TV 시청자들은 방송국으로부터 송신되는 공중파나 CATV서비스를 통해 프로그램 서비스를 받아보는 방송(broadcasting)방식 형태의 서비스를 이용해 왔다. 그러나 이러한 일방적인 수신방식은 최근 미국의 클린턴 행정부가 미국의 차세대 기반 통신망 구축 정책(정보 고속도로 사업; Information Super High-way)의 일환으로, CATV 사업자뿐만 아니라 지역 전화회사까지도 참여하고 있는 VOD(Video On Demand) 시험서비스가 시행됨에 따라서 미국은 물론, 우리나라를 비롯한 여러나라에서 대화형식의 TV서비스를 시행하려는 움직임이 일어나고 있다. 이러한 움직임은 지난 ‘92년 7월 16일 미 연방통신위원회(FCC. Federal Communication Committee)가 그동안 전화회사에 대해 CATV 시업진출을 금지하였던 정책을 바꿔서, CATV에 대항한 경쟁도입과 기반 정보통신망 정비를 목표로 하여 비디오 다이얼톤(VDT(주), Video Dial Tone)이라는 이름하에 공중통신 사업자에게도 영상신호를 전송을 인가함에 따라 시작되었다. VOD서비스와 같은 대화형 TV서비스는 가입자가 원하는 서비스를 시간에 관계없이 댁내의 통신회선(일반전화망, 케이블망, 광화이버망, 위성망)을 통해서 요구 즉시 실시간에 서비스를 받아볼 수 있는 멀키미디어의 통합서비스 방식이다. 도한 이 서비스는 음성통신과 방송의 통합형 서비스로서, 방송국, 전화회사 혹은 서비스 제공업자(ISP ; Information Service Provider)에 의해 제공된 디지탈 영상 및 일반 데이터 등을 압축하여 서버에 저장한 후, 소비자의 요청이 있을 경우에 통신회선을 통해 즉시 서비스 해준다. 이와 같은 대화형 TV 서비스의 구성요소로는 다양한 영상정보 및 데이타를 보유하고 있는 정보제공자, 전화선이나 CATV 또는 위성방송과 연결해 주는 지역별 비디오 서버 및 교환장치, 통신회선을 통해 전송된 서비스를 영상정보로 만들어주고 또한 가입자의 요구를 즉시 정보제공자에게 알려줄 수 있는 가정용 단말기 (STB. Set Top Box)로 이루어진다. 여기서, 비디오 서버는 다양한 대화형 TV 서비스를 제공해 주는 중계자로서, 영화, 홈쇼핑, 홈뱅킹, 대화형 교육, 비디오 게임 등을 가정에서도 가능하게 해 줄 뿐 아니라, 가입자를 관리하는 기능을 가지고 있어서 가입자 정보는 물론, 각종 서비스 사용료, 개인 통계자료 분석 등도 집계할 수 있는 기능을 가지고 있다.(그림1) 본 기고에서는 이러한 대화형 TV서비스 중에 대표적 응용서비스인 VOD 서비스에 사용되는 기술요소와 각국에서 진행되고 있는 VOD 서비스 동향 및 전망에 대해 알아보고자 한다. (주) VDT(Video Dial Tone) : FCC가 ‘92년 7월 16일에 인가한 지역 전화회사에 의한 가정용 영상 전송서비스 및 CATV에 대항한 경쟁도입과 Infrastructure의 정비를 목표로 하여 결정한 내용은 다음과 같다. 지역 전화회사에 대하여 (1) 공중통신사업자에 대하여 서비스 제공자에 대한 영상신호의 전송을 인가(기본서비스), (2) Video Gateway 서비스, 비디오 기기 제공, 서비스 제공사업자에 대한 과금, 요금징수 대행을 인가(고도서비스), (3) 프로그램 제공자에 대하여 자본출자율을 5%로 높이는 외에 (종래는 1%) 업무 관계의 확대(합병회사 설립 및 consultant 계약 등)를 인가. (4) Rural 지역(영업지역의회의 지방)에 대한 직접 프로그램 제공의 특별인가(주민이 1만세데 미만의 지방 공공 단체만 가능, 영업지역내에서는 제한없음), (5) 지방공공 사업체에 의한 영업면허의 불요(지역 전화회사가 직접 사용자에 서비스를 제공하지 않기 때문에 CATV 서비스로는 보지 않기 때문). (6)의 회로의 권고(케이블 정책법으로 결정되어 있는 통신사업자와 CATV회사 자본의 상호보유 금지의 해제) 등이다.

Recently, people have come to enjoy using movies and music applications, such as YouTube, Netflix, and Watcha Play, on their smart devices while riding public transportation. However, they sometimes miss their destination stations because of these activities. Therefore, in this paper, we propose a disembarking notification system for public city buses using smart devices and high frequencies generated via the buses' speakers. The high frequencies are generated by the public buses' station information broadcasters. Smart devices then analyze the high-frequency signals with their inner microphones, and the proposed application displays a disembarking notification to the user when the user's destination or stop-over station's signal is the same. To evaluate this system's performance, we tested 1,000 real-time disembarking notifications, and the test results showed 98.9% accuracy. Moreover, we compared these results to those using only OpenAPI, and our proposed system featured far better outcomes. Thus, this proposed notification system can prove a useful technology for many people who often use public city buses, as it can notify specific users of their destination stations. Furthermore, this system will become innovative technology for global public transportation by informing users of their desired stations using speakers.

This study aims to analyse the process of digital switchover in the UK, which is regarded as one of the most successful cases in the world, and to examine efficient plans for the future digital switchover project in Korea through the UK's case. The digital switchover in the UK shows with no doubt the significance of integrated government policies, collaboration between relevant governmental organisations, and the public service broadcaster. Along with this, active and detailed Public Relations (PR) should take place, helping the citizens realise the efficiency of the phased switchover region by region and the measures to resolve the gaps between all social brackets. To sum up, the successful digital transfer is not only achieved by governmental policy and technological preparation from broadcasters, but also by voluntary citizen participation. Government officers and broadcast executives need to realise this and should focus on communicating with citizens.

최근의 로봇에 대한 연구를 살펴보면 인간-로봇 상호작용과 시스템의 통합에 관련된 연구가 증가하고 있음을 알 수 있다. 또한 인식 및 인지에 관련된 요소기술들은 이미 상당한 수준에 올라서 있다. 이를 바탕으로 전 세계적인 로봇연구의 추세는 요소기술들의 통합을 통하여 완전한 개체로서의 로봇을 만들려고 하고 있으며 상업화된 시장으로 끌어내려는 쪽으로 변화하고 있다. 그러나 로봇을 상업화된 시장으로 끌어내기 위한 다양한 연구와 노력에도 불구하고 많은 부분에서 부족한 것이 현실이며, 지금까지 개별적으로 개발된 각 요소기술의 통합 또한 필수적이다. 특히 인간과 비슷한 인지능력의 확보를 위한 불확실성 극복능력과 개별적인 요소기술의 성능에만 의지하지 않는 인식능력의 확보는 서비스로봇의 신뢰성 향상을 위하여 필수적이다. 본 논문에서는 이러한 문제를 해결하기 위해서 행위적 인지 개념을 제안하였으며 Cognitive Robotic Engine을 통하여 이를 구현하여 상용화된 서비스로봇 플랫폼에 적용하여 실험하였다.

Recently, as artificial intelligence technology becomes popular, demand for wireless traffic is rapidly increasing. In order to provide services in response to the increase in demand for wireless traffic, telecommunication companies are generalizing the installation of public APs. In order to provide convenience of using wireless APs between communication companies, it is necessary to share the use of APs in public places to efficiently use wireless resources in a public place, to pre-authenticate between wireless APs in a mobile communication service, So as to increase the convenience of the user. In this paper, we propose to share APs in public places through handoff between APs and pre-authentication between carriers in mobile communication services. The simulation results show that the handoff latency is improved by 35.1% and the bandwidth used by the AP selected by the pre-authentication method can utilize more bandwidth than the method of automatically selecting the AP.

실내 측위 시스템은 실내 환경에서 위치 기반 서비스를 하는데 매우 유용하다. 그러나, Wi-fi 신호 등을 사용하는 일반적인 실내 측위 시스템들은 대부분 시스템의 설치와 유지 보수에 많은 비용이 소요된다. 마커를 기준으로 측위를 하는 영상 기반의 시스템도 있지만, 일반 사용자들에게 미적인 문제를 야기 시킬 수도 있다. 이 논문에서, 우리는 대부분의 공공장소에 이미 설치되어 있는 간판 등을 이용하는 새로운 영상 기반의 실내 측위 시스템을 소개한다. 간판의 위치와 방향은 그것들이 설치 될 때 해당 건물의 기준 좌표계에서 위치와 방향이 결정되기 때문에, 간판에 대한 사용자의 상대적인 위치와 방향을 얻어내면 건물의 기준 좌표계에서 사용자의 위치와 방향을 구할 수 있다. 실제 공공장소에서 수행 된 실험은 우리의 시스템이 실내 측위의 실용적인 방법이 될 수 있음을 보여준다.

The importance of design utilization as a method for establishing policies and services in the public sector is increasing. Accordingly, Korea has introduced a public service design development method and has implemented and operated a national design group for consumer-centered policy development since 2014. This study analyzes the cases of the National Design Group to expand the use of design in the public sector and propose sustainable public service design strategies. The time range of this study is from 2014 to 2021, when the National Design Group was implemented, and the content is limited to tasks that can be found on the Gwanghwamun 1st Street website and the National Design Group casebook. This study was conducted as follows. First, we looked for implications for how to use and identify the role of design in the public policy development stage by referring to the literature on design policy and public service design, and second, based on major implications, we analyzed the task name and contents. Based on literature studies and case studies, we found implications that design can be used in various public fields, and the policy implications proposed to expand the use of sustainable design in the public sector are as follows. First, by raising awareness of service design in public policies and services, it continues to provide opportunities for the use of design to expand as a role that leads to voluntary behavioral changes of citizens beyond civic participation. Second, more active publicity is needed for the successful cases of the National Design Group, a product of the active use of public service design. Third, a more specific evaluation system should be introduced to verify the effectiveness and effectiveness of public service design. Through this, it is expected that it will greatly contribute to reducing the error in policy delivery and realizing citizen-centered public services by utilizing design for various problems facing our society.

스마트관제 시스템은 딥러닝 서버내 학습된 백본 네트워크 모델이 실시간으로 스트리밍 되는 CCTV 영상으로부터 이상행동 패턴을 선별적으로 탐지하고 관제요원에게 전달하여, 사전에 사건사고를 예방하거나 즉시 대응 체계의 유연한 운영을 가능케하는 시스템이다. 최근 지능형 CCTV(Closed Circuit Television) 서비스가 일부 지역에 선별 관제의 형태로 시범적으로 운영되고 있는 상황이다. 지능형 시범서비스는 공공 영역에서 선별 CCTV 관제의 형태로 이상행동 상황을 즉각 인지하여 사건사고를 예방하거나 피해를 최소화하고자 하는 목적으로 주로 사용되고 있다. 그러나, 범죄 등의 특정 시나리오에만 한정해서도 이상 행동 유형이 너무나 다양하기 때문에 이상행동 영상의 사전분류(Annotation)를 통해 딥러닝 모델을 학습시키는 것이 현실적으로 어려운 상황이다. 따라서 본고에서는 최신 이상 행동 탐지(Anomaly detection) 알고리즘과 응용사례를 분석하여 실제 현장에 적용할 수 있는 현장 중심의 기법을 제안하고자 한다.
