The Status and Suggestions for Big Data Adaptation in the Government and the Public Agency (정부 및 공공기관에서의 빅데이터 활용에 대한 현황 및 실행방안 제안)

  • Volume in data storage is growing more than ever before. This phenomenon is caused by the participation of governments and firms as well as general users. As for big data, governments and public agencies are likely to play important roles in applications since they can access and operate personal data for public purposes. In this study, the author examined the status and countermeasure of big data from different countries and drew some common grounds. The suggestions are as follows. First of all, securing manpower and technology have to take precedence. In addition, share and development between the government and the private sector are required. And organizations should come up with long-term strategies along with the development of data loading and analysis. In conclusion, the author propose the recognition of the importance of data management, privacy protection and the expansion of field application possibilities for political usage of big data.

  • In today's data-driven society, we've been hearing a great deal about the power of Big Data over the last couple of years. At the same time, it has become the most important issue that the problems is caused by the data collection, management and utilization. Moreover, Big Data has a wide applications ranging from situation awareness, decision-making to the area to enable for the foreseeable future with man-made and analysis of data. It is necessary to process data into meaningful information given that the huge amount of structured and unstructured data being created in the private and the public sector, even in disaster management. This data should be public and private sector at the same time for the appropriate linkage analysis for effective disaster management. In this paper, we conducted a literature review and case study efficient Big Data to derive the revitalization of national disaster management. The study obtained data on the role and responsibility of the public sector and the private sector to leverage Big Data for promotion of national disaster management plan. Both public and private sectors should promote common development challenges related to the openness and sharing of Big Data, technology and expansion of infrastructure, legal and institutional maintenance. The implications of the finding were discussed.

SNA Pattern Analysis on the Public Software Industry based on Open API Big Data from Korea Public Procurement Service (조달청 OPEN API 빅데이터를 활용한 공공 소프트웨어 산업의 SNA 패턴 분석)

  • This study investigated the ecological change of public software industry, comparing the pre and post structure of industry network based on the application of the regulation restricting large company participation in public software market. For this purpose, we used big data of the software market from Korea Public Procurement Service and used the SNA(Social Network Analysis) methodology which is being actively used in the area of social science recently. Finally, we highlighted the contribution of open public data. By analyzing order and contract data of the public software industry for 3 years - from 2013 to 2015 - we found out two main things. First, we observed that Power Law distribution had been going on in the public software industry, regardless of the external impact of regulation. Second, despite the existence of such Power Law distribution, we also observed the ecological change of industry structure from year to year. We presented the implication of such findings and discussed the advantage of open public data as the original motivator of this study.

  • 최근 공공기관의 공공데이터 제공이 활성화 되고 있으며, 이를 활용한 응용서비스에 대한 요구도 증가하고 있는 추세이다. 현재 교통정보예측 플랫폼은 실시간 교통정보 또는 과거 교통정보이력을 분석하여 미래의 교통량이나 도착시간정보를 제공하고 있으나 날씨, 사고 등과 같은 미래 교통정보에 즉각적인 영향을 줄 수 있는 요소를 배제하고 있어 높은 신뢰도를 확보하기 어렵다. 본 논문에서는 교통정보예측에 영향을 주는 요소인 기상, 사고, 교통정보와 같은 공공데이터를 효율적으로 수집 저장 처리할 수 있는 저장방식 및 신뢰도 높은 교통정보를 예측할 수 있는 예측기술이 포함된 b-Traffic 서비스 플랫폼을 제시한다.

  • 이 논문은 공공 빅 데이터를 활용하여 '서울자전거 따릉이'를 기반으로 자전거 교통 데이터베이스 시스템을 제작하고, 제작한 데이터베이스 시스템을 활용하는 예시를 보여주고 있습니다. 데이터베이스 시스템의 제작 과정을 통하여 데이터베이스 설계, 데이터 수집, 제작 및 가공 과정, 데이터베이스 시스템의 유용한 활용 예시를 확인할 수 있습니다. 버스, 택시와 같이 따릉이와 연계할 수 있는 다양한 대중교통 데이터를 추가로 활용한다면 더욱 정확하게 따릉이의 발전방향과 혼잡한 교통 환경 개선을 제시할 수 있는 유용한 정보를 도출할 수 있을 것이다.

  • 대부분의 빅 데이터 분석 결과는 문장으로 다듬어진 보고서로 결과를 제시하기보다는 비주얼라이제이션으로 결과를 보이고 보는 사람이 갖고 있는 배경지식과 통찰력에 따라 의미 있는 내용을 도출할 수 있도록 한다. 본 고에서는 공공 데이터와 비주얼라이제이션의 중요성을 알리기 위한 국회의원 투표 성향 분석 프로젝트를 소개한다. 우리나라 국민이라면 누구나 관심을 가질만한 국회의원의 성향을 파악하는 것을 세부 목표로 하고 18대 국회의원의 본 회의 회의록으로부터 투표 데이터를 수집하여 유사한 투표성향을 가진 국회의원을 가깝게 배치하여 누구나 쉽게 의원간의 유사성을 알 수 있도록 하였다. 데이터 수집부터 분석모델 개발과 웹 페이지를 만들기까지의 프로젝트 진행과정에서 모델의 수정이 필요했으며 왜 그러한 선택을 했는지를 설명한다.

A Study on the Success Model for the Establishment of Big Data System in Public Institutions (공공기관 빅데이터 시스템 구축을 위한 성공모형에 관한 연구)

  • This study aims to identify which factors affect successful big data system construction, identify the relationship between the factors, and identify the success model and success factors necessary for public institutions to build big data systems. Therefore, the preceding and related studies related to this study were reviewed, and success factors for the establishment of a big data system were derived based on this. As a research method, a survey was conducted on users of institutions that have established or planned to build a big data system, and a structural equation (AMOS) was conducted to verify the impact relationship between success factors. As a result of the analysis, organizational support factors, development support factors, user support factors, information quality, service quality, system quality, use, and net benefit were derived as success factors for building big data systems, and a success model was presented. This can be seen as significant and academic contributions in that it is the first study of the success model for building an information system reflecting big data characteristics, and it is expected that this study will be used as basic data for building a big data system in public institutions in the future.

Data-Driven Technology Portfolio Analysis for Commercialization of Public R&D Outcomes: Case Study of Big Data and Artificial Intelligence Fields (공공연구성과 실용화를 위한 데이터 기반의 기술 포트폴리오 분석: 빅데이터 및 인공지능 분야를 중심으로)

  • Since small and medium-sized enterprises fell short of the securement of technological competitiveness in the field of big data and artificial intelligence (AI) field-core technologies of the Fourth Industrial Revolution, it is important to strengthen the competitiveness of the overall industry through technology commercialization. In this study, we aimed to propose a priority related to technology transfer and commercialization for practical use of public research results. We utilized public research performance information, improving missing values of 6T classification by deep learning model with an ensemble method. Then, we conducted topic modeling to derive the converging fields of big data and AI. We classified the technology fields into four different segments in the technology portfolio based on technology activity and technology efficiency, estimating the potential of technology commercialization for those fields. We proposed a priority of technology commercialization for 10 detailed technology fields that require long-term investment. Through systematic analysis, active utilization of technology, and efficient technology transfer and commercialization can be promoted.

치안분야에서의 Big Data 활용 사례와 바람직한 공공 연구조직 설계

  • 최근 범죄예측, 교통관리, 신원확인 등 다양한 목적으로 치안 분야에서 ICT 기술이 개발 이용되고 있다. 사물인터넷의 등장으로 인해 생성되는 데이터의 양이 폭발적으로 증가하고 있으며, 이를 통해 만들어진 빅데이터는 범죄분석 및 예방, 치안수요의 예측, 범죄 수사에 있어서 새로운 변화를 가져올 것으로 예고되고 있다. 새롭게 부각된 치안분야에서의 빅데이터 활용 서비스 사례로는 범죄 예측 서비스, 교통 관련 서비스, 영상 분석과 통합 관제 서비스, 웨어러블 폴리스캠 활용서비스, 신원 확인(바이오 인식 기술)서비스 등이 있다. 선진국에서는 이들 서비스를 개발하고 활용하기 위한 다양한 공공 연구조직이 설립되어 운영되고 있다. 본 고에서는 치안분야에서 빅데이터를 기반으로 한 국내외 서비스 사례와 함께 이를 수용하기 위한 바람직한 공공 연구조직에 대한 논의를 전개한다.
