The purpose of this study is to suggest a mid- to long-term expansion plan to resolve the blind spot and alleviate the imbalance of public library services in Daegu City. The research methods for this purpose included literature review, related laws and statistical data analysis, case study, and opinion survey. As a result, the first service area was set as a total of 14 areas based on administrative districts(Jung-gu, Seo-gu, Nam-gu, and Dalseong-gun each have one, Dong-gu and Buk-gu each have two, and Suseong-gu and Dalseo-gu have three each). Second, the expansion scenario for public libraries in Daegu City was proposed to add 26 libraries by the final target year (2032) based on the trend of national library growth over the past 13 years (2008-2020) and the forecast for the next 10 years (2023-2032). Third, the construction scenarios for each basic local government, excluding the Daegu representative library, are as follows: One library each in Jung-gu, Seo-gu, and Nam-gu; two libraries in Suseong-gu; three libraries in Dalseong-gun; four libraries in Dong-gu; and seven libraries each in Buk-gu and Dalseo-gu. In terms of floor area, it is proposed to add a total of 17 branch libraries with a minimum legal standard of 330-2,499㎡, four central libraries with 2,500-4,999㎡ each, and four central libraries with 5,000-9,999㎡ each. On the premise of these conditions, Daegu City and public libraries should focus on creating an inclusive and open community space, creating a digital platform, strengthening the library operation and cooperation system centered on Daegu representative library, developing collections and specializing services for local hub libraries, enhancing various knowledge information and program services, managing key library indicators and improving social contribution.

This study aimed to establish the 2nd Comprehensive Library Development Plan (2024~2028) for Chungnam Library as a metropolitan representative library to enhance the quality of life for the province's residents through library service development and provide comprehensive and systematic support for public libraries in the province. To achieve this, a diagnosis and analysis of libraries in Chungcheongnam-do, an analysis of the policy environment in Chungcheongnam-do, and a future policy environment outlook for libraries were conducted. Ultimately, the study proposed the mission, vision, goals, implementation strategies, and action plans for the 2nd Comprehensive Library Development Plan for Chungcheongnam-do. Firstly, the mission was proposed as "Leading the future 'knowledge and cultural values' by embracing the people of Chungcheongnam-do." Secondly, the vision was suggested as "An inclusive space that leads the knowledge and culture of the future." The goals include: 1) Creating an inclusive library environment accessible to everyone, 2) Providing library services that embrace the community, 3) Operating the library to realize knowledge and cultural values, 4) Developing library infrastructure to lead the future, and 5) Strengthening community exchange and cooperation networks.

One Book One City' project is regarded as one of the most successful reading promotion campaign conducted by public libraries in this age. The purpose of this research is to analyze the present stage of this campaign in Korea, and to suggest the actual plans to make this campaign successful. To look into deep context and process of this campaign in Korea, I did a case study for 'One Book One Busan' project. After analyzing the strength and weakness of the project, I suggested the strategies for the development of 'One Book One City' campaigns in Korea.

In this study, to set the direction of improvement and development Library One Service, a current status survey was conducted for regional centers and libraries participating in Library One Service, and satisfaction surveys were conducted for users. As a result, it confirms that the user had a positive perception of the Library One Service, but there were various considerations and service improvements from the user and manager side. In particular, the need to solve the problem of instability in the middleware server and to revise the regulations, and to expand the user service and support practical work was confirmed. So, this study proposed to improve the function of the Library One Service, provide new services, support policies such as revision of regulations and related guidelines, and provide practical support for a service operation. Through this study, it expects to be able to present a road map for mid- to long-term development of Library One Service.

This study aims to analyze the trend of library use according to the expansion of public library infrastructure in Korea, and to search for new roles and services of libraries based on the results of the study. Using the statistical analysis, literature review and partially interview method, the number of borrowers and loans from 2009 to 2019 were analyzed. The result of the survey reveals that the number of public libraries increased by 61.3% during the survey period, while the number of borrowers decreased by 57.5%, and the number of book loans increased only by 18.2%. The result of the analysis claims that the causes of the decrease in the number of materials borrowers were an error in the process of inputting statistics and manipulating the number of book loans by the local library. The population of children and young adults decreased during the survey period, which led to a decrease in the number of children and young adult borrowers. The result of the study reveals that the increase in the use of public libraries in Korea, like other advanced countries, is stagnant. The following new roles and services are suggested for the development of public libraries: Libraries expand non-face-to-face services and electronic resources, and promote their use. Libraries expand cultural and lifelong learning programs further.

The purpose of this study was to examine the current staffing practices in public libraries and to analyze the relevance of legal standards of public library staffing. It analyzed the national library statistical data to obtain the national average staffing rate, reviewed related literature to understand the rationales that established the key attributes that construct the current legal standards, and compared the placement rates of the three standards, namely the current legal standards, Korean Library Association's standards, and IFLA staffing standards, to determine the optimacy of the legal standards. It found the current placement rate in the legal standard was only 18.2%, marking the lowest rates among the three compared standards, indicating the current legal standards being unnecessarily high. The study attributes the problem to the structure of the current legal standards that calculate the staffing size based on the building and collection size rather than service populations. The findings of this study suggest a revision of the current standard based on service population while retaining the minimum staffing of three librarians even the smallest public library unit.

Information service for the aged is a new challenge for public libraries in Korea. To develop an internet-based information service at public library perspectives, information sources, information need, and information seeking and using behavior are investigated. Interview survey is performed to 1060 adults aged 60 and over. Finding revealed that the respondents led to few channels to information except for mass media and informal oral communication. It ascertain ways in which 23% of the respondents currently use internet, and identify barriers of nonusers. The information need of the elderly are diverse, but health/medicine, news, hobbies, religion, leisure/travel are most identified need in descending order. Based on data analysis and previous research results, a cooperative service model consisting of information contents, online reference, interface design, and education is developed. Finally problems and suggestions for future improvement are discussed.

급속한 정보기술의 발전과 정보사회로의 전환은 한국이 지식정보강국으로 나아가는데 많은 기여를 하고 있다. 그러나 이처럼 정보사회가 본격적으로 도래함에 따라 사회제반 부문간의 정보격차 문제가 중요한 이슈로 떠오르고 있다. 지식정보화시대 지역간, 계층간 정보격차를 완화하기 위해 사회적 안전망으로서의 도서관의 공공서비스 기능이 더욱 요구되고 있다. 다양한 컨텐츠를 최소의 비용으로 제공함으로써 이용자들의 정보접근에의 기회균등을 보장하는 것이 중요한 도서관의 역할의 일부가 된 것이다.

Recently, small libraries have greatly increased by the support and interest of the central, or local government. Since 2004, 47 small libraries were established in Jeon-buk province. These libraries are equipping a new facility and collection with their support. Nevertheless, they still have many problems in operating process. This is causing degradation of the quality level of information service for local residents, further, this becomes the obstacle which solves a information divide and improves the cultural welfare. The purpose of this study is to analyze the status of small libraries in Jeon-buk province, and then, to propose solutions to problems.

This study was conducted as basic research for establishing a mid to long term development plan for libraries in Uiseong-gun, designated as a depopulated area. First, the social, cultural, and environmental characteristics of Uiseong-gun were analyzed and compared with the library infrastructure of depopulation areas similar in size with Uiseong-gun. In addition, a survey was conducted on the perception of users to understand the usage status of libraries, satisfaction with services and improvement plans, non-use factors, and demands for new libraries. Based on this process, the direction of Uiseong-gun library policy was presented. Specifically, four strategic directions for the development of libraries (future orientation, community revitalization, service specialization of the information poor, enhancement of local humanities and spiritual culture) and five key service tasks (building library brand, implementing innovative spaces and services, expanding library functions for improvement of settlement conditions of residents, developing and providing services for the elderly reflecting local characteristics, promoting reading culture) were derived. The proposed core tasks focused on future-oriented library services to overcome the limitations of a population decrease area and develop the potential of Uiseong-gun.
