  • The records management evaluation system is a system operated by the National Archives of Korea since 2007 based on the 「Public Records Management Act」. As the environment of public records management changes dramatically, there is a growing perception that fundamental improvement is necessary in the operation of this evaluation system. In particular, it is required that the most emphasized area is the customized methods based on the type and characteristics of the institutions. This study focused on the self-evaluation method, which aims to strengthen the autonomous evaluation capability of institutions as a new records management evaluation system in public institutions. In particular, the needs to change toward the self-evaluation method is described in relation to the diversity of the institutions to be evaluated, the specificity of the organizational structure of the archives, and the hierarchy and individuality of the institutions. A self-evaluation system (draft) was designed by which an institution diagnoses the records management work by itself, which aims to improve the level of performance. It also covered the development of evaluation items and indicators, the step-by-step application, and the legal and operational aspects to run the records management evaluation system in phases in public records management practices.

  • This research has been conducted under the premise that private records can supplement public records. It recognized that important records of a university could be supplemented with not only administrative records, but also with private records of persons related to the university. The analysis of the founders' life history research was used to establish the classification system of private records and collection strategies. The life history of the founders of the university was analyzed and utilized for the classification system of records and the construction of the collection strategy. This research proposes a multiclassification system with function, subject, and type as the criteria of the classification system, and uses keywords derived from the classification system as a starting point of searching for future record collection and deducing them as potential collectors and producers. Although it cannot be a standard for all private records, it can be considered a significant attempt that takes the diversity of private records into account.

  • Although we expect the Records Freezing system to be introduced through the revision of the Public Records Management Act, the system alone has limitations in preventing illegal disposal of records. If some records have already been destroyed illegally, the agency should identify the reason and prepare corrective action and improvement measures to prevent the repetition of such a wrongful disposal. The purpose of this study is to analyze the NARA's inspection program for unauthorized disposal based on the "Records Management Oversight and Reporting Program" and to find implications for improving the control system of public records disposal. NARA's program is particularly effective in the prevention and post-processing of unauthorized disposal. In this study, firstly, the federal records management oversight and reporting program in the United States was investigated in the legal system. Secondly, the status of NARA's control of unauthorized disposal cases was reviewed and a case of SEC's MUI records was analyzed for showing the systematic procedure of NARA's inspection. Finally, we have summed up the implications of this program for improving NAK's control system of illegal disposal of public records.

Through email interviews with 17 records managers, persons in charge of government publication management, and government staff with experience in production from April 4 to June 13, 2022, this study determined the current situations and problems related to producing and managing copyright information on government publications. Third, copyright information, such as authors, copyright holders, copyright duration, information on the copyright property transfer, public works status, and reasons for nonpublic works, must be managed through records and archives management systems. Fourth and last, information on public works must be provided during the registration number application for government publication so that everyone can access the full texts of the publications on the National Archives of Korea website.

  • With the arrival of the knowledge information society, records as assets have become increasingly important. As defined in ISO 30300, records must be actively utilized to contribute to organizational management and generate added value. To create added value through records, their utilization must be prioritized. While countries like the UK, New Zealand, and Australia recognize records as assets and propose record assetization policies, specific measures for managing records as assets have yet to be suggested. To address this gap, we analyze Directive (EU) 2019/1024, established by the EU, to facilitate commercial use and promote accessible public information. We derive seven characteristics from the analysis and extract insights from Italian policies and actual implementation cases that reflect them in accordance with the regulations of the EU guidelines. In addition, the correlation between the Public Data Act and the Public Records Act in Korea was revealed, and points that could reflect Directive (EU) 2019/1024 in Korea were derived. Through this study, it is expected that public data will be treated as information assets and serve as a stepping stone for preparing information assetization policies for records.

Furthermore, 'the Act on public records management 2006' has shifted a paradigm of records management to the digital records world. In this context, the records management standard, KS X ISO 15489 has a profound significance. Based on the principle of that there should not be any conflict between nationwide records management laws and standard, this study explores a meaning of the standard and discusses contradictive elements between the laws and standard. On the basis of the main contents of the standard's five categories, the study analyzes the laws in comparison with the standard. As a result, the study provides remedies for the current records management law and discusses a prospect of records management strategies in the 21st Century.
