A Study on 50 states' Open Meeting Act in the United States (미국 50개 주 회의공개법 연구)

  • This study aims to elucidate the implications for 20 years of the establishment of the information disclosure law by analyzing contents of the public regulations of 50 states of the United States. For the purpose, it looks at the general outline of the open meetings law of the 50 states, including the requirements and procedure of the advance notification of the meeting, and the protest procedure and penalties for the violation of the law. As a result of analysis, under the law, public meetings should announce their schedule and agenda in advance, and minutes of meetings and recording of meetings should be accessible to citizens. Furthermore, a person who violates the law for opening meetings could be fined or imprisoned. The implications for the establishment of the Open Meetings Act in Korea are as follows: First, the open meeting system starts with the appropriate period and method of advance notice of meeting holding. Second, the substantive contents of the advance notification guarantee the effectiveness of the meeting disclosure system. Third, the method and subject of advance notification should be as wide and diverse as possible. Fourth, all decisions of the meeting that violate the law are null and void. Fifth, a system should be set up so that any citizen could easily raise objections to the violation of the law. Sixth, the person who violates the law should be held responsible. Lastly, citizen access to minutes, recordings as well as comprehensive meeting minutes writing including attendees, agendas, and ballots should be guaranteed.

  • The purpose of this study is to explore ways to resolve the conflicting issues that are currently applied in medical Act and medical privacy Act through the comparative Analysis of the Privacy Act and the Medical Information Protection Act foreign. the results run to establish the Public Health Act coming for the protection of health information is a characteristic of many countries, France in Europe, the United States and Canada had been running an independent medical information laws are enacted. Prescribes penalties of up to a fairly systematic method from the case records of patients would not have occurred in the management and implementation of the law and the protection of the author of the book focuses on the subject of medical records and physician records between patient confidentiality and privacy it can be seen that the method defined in. This indicates the need for the establishment of an independent medical information laws to protect all records relating to the patient systematically Korea also.

  • RRecords management has focused largely on public records in south korea with a relatively low progress in the collection and management of private records with the enactment of Public Records Act in 1999. This study set out to categorize the records of the Coalition for Democratic Reunification and the People's Movement(DRPM) and develop them into a group collection. For this study, literature reviews, analysis and reorganization of records content, development of a classification system, and expert evaluation were carried out. The findings of this study will contribute to greater efficiency in the search of records about the DRPM by developing a classification system to recategorize its records of various sources and enable their easy access and utilization in a digital archive. In addition, the basic structure of producer-oriented classification can be suggested as an example of the organization of a group collection.

  • Since the establishment of the Gyeongnam provincial archives in 2018, the researches for establishing local archives has been steadily conducted by many other provincial or municipals. This paper focus on the cultural functions of local government archival institutions and critically examine the current status the establishment stages of local archival institutions from the perspective of the whole national records management system. To do this, From 2017 to 2021, we collects the research reports which was written by the government institution conducting researches on the establishment of local archival repositories and analyzes the pros and cons of current establishment of local archives management.

Research Trends of Records and Archives Management History in Korea: Retrospect and Prospect (기록관리의 역사에 관한 국내의 연구 동향 - 회고와 전망 -)

  • This study aims at reviewing the research trends of records and archives management history published during the past 12 years, analyzing issues, and suggesting future tasks in related research areas. It starts with categorizing research areas of records and archives management history in archival sciences. All 31 articles have been selected from the 2 journals on archival science and 6 journals on related research areas. In quantitative measurement, the paper draws up 31 kinds of article bibliographies and looks at the current status of subject areas by year and author. In content analysis, selected articles are categorized into 3 subject areas, that is, general history, domestic history, and foreign history. For each subject area, research trends of the historical and regional studies are analyzed. This study concludes with emphasis on a new research direction between practice and points out that academic theory should be required for the future development in records and archives management history.

A Study on the Roles and Characteristics of Record Center(Jaryokwan) in Korea (한국 자료관 제도의 역할과 특징에 관한 연구)

  • The purpose of this study is to seek the characteristics of Jaryokwan m Korea and suggest the direction of the development for the future, through the analysis of the work process for Record Center(Jaryokwan) regulated in the Law of Records and Archives Management(the Law). According tn the Law, Jaryokwan is supposed to cover the areas of the management of semi-current records, government publications, books, and other records. The analysis of the Law shows that Korean Jaryokwan has the characteristics of divisional management of the semi-current records of governments, pursuing the integrated records and archives management systems, tightening the control function from the current-records stage, emphasizing the protection of evidences and security, contribution to the decentralizing storage of archives and simplifying the access to semi-current records for promoting it's usage. For the future development of Jaryokwan in Korea, this study suggests the imminent needs of the development of ideal model for Korean Jaryokwan, the legal enforcement of posting an Archivist the more detailed regulation, procedures and methods of work, the close collaboration with Library and Information Science, the pursuit of developing as a regional information center, increasing the flexibility of establishing Jaryokwan.

  • This study aims to identify the relationship between commitment to the profession and commitment to the organization, and the effect of professional development on the dual commitments to the organization and the profession. After establishing concepts through a literature review, the study designed a questionnaire survey in which 104 out of 135 (77.0%) record management field officials responded. This study provides a firm basis for urging the army to change its perception toward record management professionals' specialty and their commitment to the profession. Furthermore, this change will ultimately lead to a higher commitment to the organization.

  • Korea has the glorious documentary cultural heritage including Annals of the Joseon Dynasty, Memory of the World, from old times. But We had been felt into serious situation, it is very difficult to find some records of late years, through rapid changes of society in modern history. Fortunately, in 1999, "law of archives management in public sector" was enacted but It is some difficult to apply to field. Accordingly, We studied archives laws and record management systems, education systems in Japan and China, neighborhood countries and compared them with Korea's. Life cycle of Gathering, Managing, Using records & archives is reflected in China's archives law, "Dangan" and It is useful to referred to Korea. On the other hand, Japan and Korea's archives law focus on administering and capturing records and archives. In case of Management agency of archives, China has a linear managing system from state to regional agency and Japan and Korea have different system in State and Region. We recommend following items ; reform archives law, status of government archives, professional education and arrangement etc.

  • The objective of this research is to search for measures to properly respond to the greatly increasing demands of complex information disclosure. At present, South Korea makes the deployment of records managers at public institutions mandatory through the Records Act. Records disclosure goes beyond simply deciding on the revelation and private usage of records, and requires the professionalism of institutions such as task knowledge and law-related knowledge. However, most records managers lack professionalism in the task of records disclosure despite achieving such in their regular work of managing records. As a countermeasure for such issues, this research is proposing the introduction of a series of exclusive charges in records disclosure named the Government Information Specialist, which professionally manages the records disclosure of the US government. In addition, to understand the demand of such, surveys and interviews of records managers who undertake both records management and records disclosure tasks at a South Korean public institution was also conducted.

  • Community Archpe is . Community Archpe is as close as a kind of a complex of culture space or community center which puts individuals and small community together with culture soil in a central position. For example Community Archpe can include community library, community archive, community historical center, community recovery center, community commencement of an enterprise center, etc. We need small library, archive and historian rather than big scale institution and professional system to take care of culture soil which belongs to an individual and community. Community Archpe is located in coordinates of two intention points. First intention is, a 'Heterogenous Smithy'. Heterogeneity deals with Community Archpe's life. Second intention is, a 'Feminine Smithy'. Community Archpe can be a recovery community when we are in the recovery context, which understand and support a person through archives and history. Then, what can Community Archpe do? First, it can be a new movement of the community. Second, it can also be a centripetal point of classic life. Community Archpe surly locates in the central of Community. Therefore, it will be a cultural literary soil and be a smithy of community history and culture. Thus Community Archpe will change a lot of things on people's life. Community Archpe will be a small happiness to ordinary people, even though it is not a state organ realizing large values.
