Experiment on the Vitrification of Nonflammable Wastes Using AP-200L Plasma Torch (AP-200L 토치를 이용한 비가연성 방사성폐기물 고온용융처리)

  • The high temperature melting test for nonflammable wastes using a plasma torch was conducted. The AP-200L hollow cathode type plasma torch was installed at the pilot plasma melting furnace in NETEC. The surrogates were prepared to simulate concrete, soil and their mixture with steel. The experimental conditions such as feeding rate, the distance between melts surface and torch nozzle, torch rotation speed, gas flow rate and pressure in the furnace were decided. Basic parameters such as temperatures of cooling waters, off-gas and torch power were measured. The vitrified samples were analyzed by SEM/EDS.

방사성폐기물 소각시설의 현황 및 안전지침

  • 원자력 발전소 및 동위원소 사용기관에서 발생되는 가연성 고체 폐기물 및 유기폐액의 소각기술의 활용에 있어서 이의 안전성 확보를 위한 기술적 기준의 설정을 위한 고려인자들을 조사하였다. 국내외의 소각기술 활용현황을 알아보았고 본 기술의 국내 도입시 필요한 기술적 안전지침에 관한 외국의 사례를 조사하고 국내 관련 규정도 검토, 비교, 분석하여 주요 고려항목을 도출하였다. 안전성 확보를 위한 고려 항목을 크게 일반산업시설 적용항목, 원자력시설 상 안전조건, 소각시설의 기술적 요구사항, 기타 제반사항으로 나누어 제시할 수 있었다. 이들 내용은 기존 원자력 및 환경시설에 적용되는 안전성분석보고서 및 환경영향평가서로 작성될 수 있다고 보았으며 시설의 개요, 시설의 기술적 사항과 이에 따르는 안전을 위한 조건, 폐기물의 인수조건 등이 포함되며 기존 관련 법규의 적용 및 확인이 필요하였다. 기술적 사항에는 공정의 제염계수, 연소효율, 소각재의 형상, 배기가스의 방출농도, 작업자 및 인근주민의 피폭등이 확인되어야 하며 소각재의 처리방법 및 조건이 제시되어야 하고 소각재의 침출특성 등이 주요한 인자라고 보았다. 아울러 소각대상폐기물의 인수조건이 명시되어 소각성능에 따른 이의 안전성이 입증되어야 한다. 따라서 인허가 후 건설된 시설에서의 사용전 시험소각절차의 제시 및 이에 대한 관련 규제기관의 검사제도가 있어야 하며 품질보증절차 역시 관련지침에 따라 실시되어야 한다. 이와 같은 내용을 포함하는 안전기술지침의 설정이 절대적으로 필요하며 본 연구조사 결과의 활용이 기대된다.

  • Two candidate glasses, AG8W1 and DG-2, have been developed for vitrifying the mixture of low activity resin, zeolite and Dry Active Waste(DAW), and DAW solely, respectively. In order to evaluate the chemical durability of the glasses, two different leaching tests, Product Consistency Test(PCT) and Vapor Hydration Test(VHT), have been performed. As the results of PCT performed from 7 to 120 days, the leach rates of B, Na, Si and Li in the glasses were much lower than those of the benchmark glass(SRL-EA). As the result of VHT peformed for 7 days, the leach rates were 2 and $10g/m^2/day$ for AG8W1 and DG-2, respectively, The results of VHT met the regulatory guideline( $<50g/m^2/day$) for the low activity glasses of Hanford in the USA. Consequently, two candidate glasses to be used at a commercial operation in the future showed that their chemical durability is satisfactory according to the results of two leaching tests.

Trial Burns of Low-Level Radioactive Wastes the Demonstration-Scale Incineration Plant at KAERI (한국원자력 연구소 실증소각시설에서의 저준위방사성폐기물 시험소각)

  • Behavior of radionuclides such $^{60}$ Co, $^{54}$ Mn and $^{137}$ Cs in the incineration Process was Studied by trial burns of simulated wastes with radio-isotope tracers. Behavior of nonvolatiles, $^{60}$ Co and $^{54}$ Mn, was similar to that of particulate matters in the process. Decontamination factors(DFs) for $^{60}$ Co and $^{54}$ Mn were 4.7$\times$10$^{5}$ and 6.2$\times$10$^{5}$ , respectively. Behavior of semivolatile radio-isotope, $^{137}$ Cs, was temperature dependent. DFs for $^{l37}$Cs at In different incineration temperature of 85$0^{\circ}C$ and $700^{\circ}C$ were 2.8$\times$10$^3$ and 2.6$\times$10$^4$, respectively. Trial bums of dry active waste(DAW) transported from nuclear power station(NPS) Kori 3,4 were also performed. DF for gross $\beta$/${\gamma}$ radioactivity in DAW was 1.1$\times$10$^{5}$ . This was a little higher than the estimated value, which was calculated from the tracer test results and nuclides distribution in the DAW. Average emission concentration was 0.019 Bq/N $m^3$, which could meet the maximal permissible concentration(MPC) in stack emission.n.

  • There was a study for biological characteristics, except for physico-chemical and mineralogical properties, on the natural bentonite that is considered as a buffer material for the high-level radioactive waste disposal site. A bentonite slurry that was prepared from a local 'Gyeongju bentonite' in Korea was incubated in a serum bottle with nutrient media over 1 week and its stepwise change was observed with time. From the activated bentonite in the nutrient media, we can find a certain change of both solid and liquid phases. Some dark and fine sulfides began to be generated from dissolved sulfate solution, and 4 species of sulfate-reducing bacteria (SRB) were identified as living cells in samples that were periodically taken and incubated. These results show that sulfate-reducing (or metal-reducing) bacteria are adhering and existing in the powder of bentonite, suggesting that there may be a potential occurrence of longterm biogeochemical effects in and around the bentonite buffer in underground anoxic environmental conditions.

  • Experimental studies have been performed to observe the basic phenomena of waste bed combustion in MSW incinerator. A reduced scale apparatus was utilized to simulate the combustion behavior in real plant with 1-dimensional transient behavior at the experimental setup, which uses wet cubic wood with ash content as simulated waste. LHV (lower heating value) of solid fuel, fuel particle size and flow rate of combustion air were taken as important parameters of the bed combustion. For the quantitative analysis, FPR (flame propagation rate), TBT (total burn-out time) and PBT (particle burn-out time) was defined. LHV represent the capability of heat release of the fuel, so that a higher LHV results in faster reaction rate of the fuel bed, which is shown by higher FPR. Fuel particle size is related with surface area per unit mass as well as heat and mass transfer coefficient. As the particle size increases the FPR decreases owing to decreasing specific surface area. Air injection supplies oxygen to the reaction zone. However oversupply of combustion air increases convection cooling of the bed and possibly extinguishes the flame.

A Study on the Characteristics of Combustion and Manufacturing Process on Refuse-derived Fuel by Mixing Different Ratios with Organic and Combustible Wastes (유기성폐기물 고체연료화를 위한 연소 및 제조과정의 특성연구)

  • To investigate the feasibility of refuse derived fuels (RDFs) combined of sewage sludge and combustible wastes such as substitutive fuels instead of a stone coal, several different RDFs made with different mixtures of sewage sludge and combustible wastes were analyzed by various experiments. The combustion characteristics for the RDFs were investigated by analyzing fuel gases, and heating values were also measured by a bomb calorimeter. The fundamental properties such as moisture contents, ratios of combustible materials, amounts of ashes, heavy metals, ratios of each chemical elements and heating values were analyzed in accordance with mixing ratios of wt(%) for researching the characteristics of the RDFs. $RDF_{k-1}$ was made of mixing materials which were dried sewage sludge, food wastes and combustible wastes. $RDF_{k-2}$ was made of mixing materials which were peat-moss, tar and sewage sludge. Combustion experiments were carried out at the optimal conditions which were m=2 under air-fuel condition and $850^{\circ}C$. The retention times in the combustor were set at 5, 10 and 15minutes. 50 g of RDFs was put in the combustor for each experiments. The ranges for heating values of $RDF_{k-1}$ with different mixing ratios were from 6,900 kcal/kg to 8120 kcal/kg. The ranges for heating values of $RDF_{k-2}$ with different mixing ratios were from 4,014 kcal/kg to 8,050 kcal/kg. As a result of this study, the heating values, moisture contents, components of chemical elements and mixing ratios of the materials in RDFs had big effects on the efficiency of the combustion. In $RDF_{k-1}$, the higher amounts of combustible wastes in the mixtures, the higher heating values, concentrations of $C_xH_y$ and amounts of ashes were produced. In $RDF_{k-2}$, the higher tar amounts in the mixtures caused the higher heating values, amounts of ashes, concentrations of CO gas and CxHy.

  • The comparison study between EPA method 3050 and the test method offered by Ministry of Environment in Korea was performed to investigate a matrix effect on extraction. In this study, 12 inorganic priority pollutants(Cd, Cr, Cu, Pb, Ni, Zn, As, Sb, Se, Hg, Be, Tl) were spiked to the sludges and estuary sediment samples. The extracts were analyzed by AAS, HG-AAS, and ICP/MS. Results were discussed in terms of recoveries, relative standard deviations, and the method detection limits. Mean recovery of the elements except As, Sb, and Se was 93% when the procedure of EPA method was applied. The Korean extraction method, however. showed a significant matrix effect to give very poor recoveries.

  • IAEA자료에 의하면 원자력 발전용 원자로는 1998년말 현재 세계 32개국에서 434기가 운전중이며, 총 출력은 3억 4889만kW인 것으로 나타났고, 이는 세계 총 발전량의 17%를 담당하는 것으로 확인되었다. 그러나 농축 우라늄 고체 핵연료를 사용하는 발전로 개념은 근본적으로 핵물질 SEU(Slightly Enriched Uranium)를 생산하기 위한 235U 농축과 노내에서 238U의 중성자 포획으로 전환.생성되는 Pu의 누적에 따른 핵확산 우려, 고준위 방사성 폐기물로 취급되는 사용후 핵연료 처리.처분에 관한 정책적.기술적 장기 전망의 불확실성, 그리고 설계기준사고인 LOCA로부터 중대사고로 이어지는 안전성 문제 등이 대두되고 있다.   • Waste fuels, which originate from different sources, have unique combustion characteristics. The characteristics should be considered in applying FBC(fluidized bed combustor) technology to those fuels. The effects of fuel properties and operating conditions on FBC reactivity were investigated by means of carbon based parameter called mean carbon conversion time, rate of carbon conversion, fraction of carbon conversion and carbon recovery. And the basic physical and chemical mechanisms taking place in a fluidized bed were summarized. Major parameters in designing and operating FBC were evaluated in terms of the fuel properties and the combustion environment.
