Estimation of the Elasticity of Employment and Policy Implications: The Use of Methods for the Analysis of Non-stationary Series (고용탄력성 추정과 정책적 시사점: 비안정적 시계열 분석 방법론을 이용한 고찰)

  • Using methods for the analysis of non-stationary series and error correction models, this study estimates the elasticity of employment with regard to growth rate and its variability. The authors could not find any significant evidence that elasticity has reduced during the last 25 years, which implies that the slow-down of the employment growth did not result from a reduction of the elasticity but from the GDP growth slow-down. Therefore, policy efforts to enhance the capacity of job creation should be made in a manner that can extend the long-term growth potential.

The Effect of Non-regular and Female Employment Rate on Total Fertility Rate(TFR) in OECD Countries (비정규직 고용률과 여성 고용률이 출산율에 미치는 효과: OECD 국가를 중심으로)

  • This study aimed to analyze effects of non-regular employment rate and female employment rate on fertility rate in OECD county. We adopted dynamic panel model after classifying OECD county to high and low fertility rate. The results of analysis showed that the higher non regular employment rate, the lower female employment rate, and the lower economy growth rate decrease fertility rate especially in low fertility rate country. While, only the higher house rental decrease in high fertility country. This results indicate that low fertility country including Korea should improve a labor policy such as strengthening employment security and encouraging female employment to increase fertility rate.

The Effect of Firm Characteristics on the Female Employment Ratio (기업특성이 여성고용비율에 미치는 영향)

  • This study examined the effects of the firm characteristics of the manufacturing industry on the female employment ratio. Three hypotheses regarding female employment ratio, were tested for 5,729 firms that could use financial data among the firms listed on the KOSPI from 2011 to 2019, in terms firm size, listing period, and foreign ownership. Follwing the analyses, three hypotheses were mostly adopted. It was found that as the size firm and foreign ownership ratio increased, the female employment ratio increased in the number of regular and permanent contract employees, fixed-term employees, and total employees. As for the listing period, the higher the value, the lower the female employment ratio in the number of regular and permanent contract employees, fixed-term employees, and total employees. These research results may be used as basic data for gender equal employment policies such as Affirmative Atcion for Gender Equal Employment.

The Nature and Challenges of Childcare Policies for Working Mothers in Korea (취업여성을 위한 보육정책의 특성과 과제)

  • 이 연구는 취업여성을 대상으로 추진되고 있는 한국 보육정책의 특성을 분석한다. 우선 취업여성을 대상으로 하는 기존 보육정책의 규정들은 무엇보다 성 평등의 관점에서 볼 때 불완전하다. 취업여성의 육아가 사회의 책임, 남녀공동의 책임이라는 인식에 못 미치고 있다. 둘째, 기존 보육정책은 일반적인 취업여성의 대리보육 지원을 표방하고 있지만 실제적으로 저소득층 영${\cdot}$유아, 영아보다는 유아에 대한 보육지원에 역점을 둠으로써 취업여성의 실제 보육수요를 충족하지 못한다. 셋째, 정부는 강제적 규정, 재정지원의 확대라는 조치들을 통해 취업여성의 보육을 지원하고 있으나 그 수준은 그렇게 강력하지 못하다. 넷째, 정책결과의 관점에서 볼 때, 그동안 보육시설은 상당한 정도로 증가하였으나 공공보육시설, 직장 보육시설의 비율은 매우 낮다. 육아휴직 정책 역시 전체적 이용률이 낮은 수준이며, 남성의 이용률은 특히 낮은 것으로 나타난다. 기업체 및 근로자의 보육실태에 대한 사례조사 결과에서도 취업여성의 육아부담은 여전히 매우 높으며, 특히 가족에 의한 대리보육 비율이 높은 것으로 나타난다. 이 연구의 정책적 함의는 보육정책이 취업여성의 육아부담을 경감하여 고용평등을 제고하고, 출산율 향상을 도모하는 방안과 연계되기 위해서는 정책의 보완이 요구된다는 것이다.

Increasing Employment Flexibility and Job Stabilization in Germany (독일의 고용유연성 확대와 고용안정)

  • It has been frequently asked the question not only by academicians but also by practitioners whether employment flexibility can be compatible with employment stability. This study tries to find the answer by investigating the German model of employment flexibility practices and job stability policies. The German model of employment flexibility is mainly based on working-time accounts and short-time work programs. It is found that social partnership and government support have played a crucial role to stabilize German labour market. Workers, employers, and government have harmoniously interplayed in order for overcoming the economic hardship. Adapting the German experience of overcoming economic turbulence by introducing employment flexibilization can help Korean firms. However, it is important to recognize that there are some differences in practices of labour relations, cultural and social background while applying the German practices.

The Job Creation Effect of Government R&D Expenditures in Korean Manufacturing Sector (정부연구개발투자의 제조업 고용창출효과에 관한 실증분석)

  • The objectives of this paper are to analyze the effect of government R&D expenditure on employment in the Korean manufacturing sector in which employment is rapidly declining. According to the results of our empirical analysis, government R&D expenditure decreases the level of employment in Korean manufacturing sector in short term period, but it has positive effect on employment by compensation effect in the middle and long term period. Second, the effect of private R&D expenditure on job creation is three times larger than that of government R&D expenditure. Third, costs of labor and capital has negative effect on employment. This study is believed to help understanding the relation between R&D expenditure and employment, and providing policy implications of how to plan and manage government R&D expenditure as a tool of job creation.

A Study on the Definitions of Employment Status to Measure Employment Structure Changes and Their Sizes (고용구조 파악을 위한 고용형태의 분류와 규모 추정)

  • One of the most pronounced phenomenon among the changes in the 1990s' Korean labor market is the growth of the share of temporary and daily workers. Yet, it is still not clear exactly how the phenomenon should be interpreted. In order to look into the phenomenon, the paper introduces various definitions of employment status based upon multi-dimensional classification criteria and estimates their sizes using the EAPS Supplemental Survey of August 2000 by the National Statistical Office of Korea. According to the data set, the share of temporary employment by the OECD standards is 17.6% which is higher than most European countries but not far away from them unlike some popular claims. Further, it is shown that the high proportion of temporary and daily workers among the employees, currently above 50%, is possibly due not only to the increased employment instability but also to the widened differentiation among workers in terms of fringe benefits such as the retirement pay and social insurances.

The Effects of Energy Price Increase on Automobile Industry (에너지가격 상승이 자동차산업에 미치는 영향)

  • This article analyzes the effects of energy price increase induced by GHGs mitigation policy on automobile industry empirically. An increase in energy price due to GHGs mitigation policy does not have a significant effect on the production and the value-added in automobile industry. Electricity price has a negative effect on the production and the value-added in automobile industry, but it is not significant. However, employment is significantly affected by a change in electricity price. Export is also affected negatively, but the effect is insignificant. These results imply that GHGs mitigation policy such as carbon tax might affect adversely the employment in automobile industry. Especially, their effects on employment are significant. Therefore, some moderating measures to relieve the adverse effects on employment in automobile industry should be called upon with the implementation of GHGs mitigation policy.
