Pavement markings delineate driver's sight and attentions at day and night. Retroreflectivities of the pavement markings are known to be affected by some factors such as geometrical characteristics of road sections, marking materials, traffic volumes, weather, and so on. Therefore, pavement markings would have different retroreflectivities place by place. The objective of this paper is to contend that there are rises and falls of retroreflectivity of specific geometrical characteristics of road section based on observed field data. For this purpose, retroreflectivities of yellow continued lines and white skip lines were measured on the freeway sections from Hanam to Nami interchanges. And then, the sections are categorized based on road geometric or facility types. From this study, it may be concluded that there exist considerably lower retroreflectivity trends of pavement markings at sharply curved sections, climbing lane sections, ramp sections, and tunnel sections than averaged retroreflectivity trends on freeway sections. This may leads to the necessity of differential pavement marking managements.
In order to reduce traffic accidents at long road sections involving high risks of traffic accidents, including tunnels, bridges or curves, the National Police Agency have decided a tentative installation and operation of an automated point-to-point speed enforcement system based on cameras at January, 2007. The first system was established at the direction to Kangreung of Dunnae Tunnel at December, 2007. Currently, the automated point-to-point speed enforcement system operates at 11 sections including eight sections on expressways and three sections on national highways. However, there have been few researches on the effects of the system upon the reduction of traffic accidents in a scientific way. To this end, this research effort was initiated to evaluate the effect of the automated point-to-point speed enforcement system on traffic safety by comparing the number of traffic accidents before and after the installation of the system using a comparison-group(C-G) method. Three-year-long traffic accident data for the expressways were collected in order to evaluate the system. As a result, the installation of the system was found to reduce traffic accidents by 49.97% in average.
Where an interchange is located just after a tunnel not only it is impossible to install the traffic signs in tunnel sections but also sufficient sight distance to identify the interchange can't be provided. The objective of this study is to suggest the safety based spacing between tunnel and interchange. For this study accident rate was used as an index representing characteristics for vehicle operation to suggest the appropriate spacing. Traffic volume and the number of accidents on freeway from 1992 to 1997 were analyzed. The relationship between accident rate and spacing represents negative logarithm function such that shorter spacing increases accident rate. An appropriate safety based spacing between tunnel and interchange for four lane freeway with the design speed of 100kph was found as 2.6km.
Recently, accelerating population and advanced economy result in extending old freeways and constructing new freeways. To make a good freeway shape, tunnel constructions are also rapidly increasing. Therefore, a possibility of a collapse during a tunnel excavation is getting higher in a proportionate manner. Especially, tunnel excavation has increased in poor geological condition in order to maintain good alignment of road and the collapse of tunnel has often happened without reinforcement method. This research paper will analyze for ms and causes of the collapses for different geological conditions and applied reinforcement solutions by investigating typical collapse sites during highway tunnel constructions.
In this "Wonju~Jaecheon double-lanes railroad" project, a highway is located at about 13meter above a tunnel. Initially, rock-splitting method was used for the tunnel excavation in order to minimize the possible damage on the highway. The method, however, takes a long time for the tunnel excavation and that may cause other problems like large displacement of tunnel and subsidence of highway ground before the tunnel can be stabilized by supporters. Therefore, the application of electronic blasting method(eDdevII) was recommended to control the blast vibration below 1.0cm/sec as well as to prevent the subsidence of highway ground. The analysis of the influence of tunnel excavation on the highway showed that electric blasting method is permissible for the safe management of the highway. Based on that, the tunnel construction under a highway could be carried out quickly and safely without any damages on the highway.
The surveyed area is mainly distributed by the sedimentary rocks, tuffs, and esites in Cretaceous age and acidic and basic dikes are intruded in these rocks. The principle discontinuities are represented by beddings, joints and faults. The trends of the beddings of sedimentary rocks develop as E-W direction in the start area. However, they are gradually bending and finally their trends are N-S direction in terminal area. In the sedimentary rocks the 3∼4 joint sets are distributed and in dikes joints are more scattered. The majority of joints are highly dipped. Sampo fault which has NE-SW trend makes a valley and NW trending normal faults are well developed at 50k+600 to 51k+000 area. During the construction of tunnel the orientation of discontinuities will not significantly influence on the stability of excavation. Since the rock mass is extensively jointed, the overbreak in tunnel wall may be placed.
도로에 있어 교통량이 일정한 수준을 초과하여 증가되는 경우 통행시간과 운행비용이 과도하게 증대되는 혼잡현상이 발생하게 된다. 이러한 혼잡은 경제적 관점에서 추가분의 통행자가 기존 이용자의 통행비용을 증가시키는 유형으로 해석되고 있고, 이에 대한 대응으로 많이 사용되어 왔던 방법이 개별 통행자에게 다른 이용자들의 통행비용 증가분에 상응하는 요금을 혼잡통행료로서 부과하는 방법이다. 이와 같은 혼잡통행료는 국내의 경우 도심부로 진입하는 특정 도로에 국한하여 시행되는 것을 일반적인 것으로 인식하고 시행해왔으나(서울시 남산1, 3호 터널) 국외의 경우에는 환경보호 및 수요조절 측면에서 고속도로까지 확대 시행하고 있는 사례를 찾아볼 수 있다. 이에 본 연구에서는 국내의 고속도로 요금체계 현황에서 혼잡 통행료의 도입방안 및 가능성을 검토하고자 한다. 고속도로의 현행 통행료 부과 방법 및 제도를 고려할 때 통행요금에 혼잡통행료를 도입할 경우 1)시간대별 차등요금제, 2)폐쇄식 및 개방식 구간에서의 차등요금제, 3)노선별, 구간별 차등요금제, 4)요일별, 계절별 차등요금제를 고려할 수 있다. 현재의 고속도로에서 혼잡통행료를 도입할 경우 현행 이부요금제의 주행요금에 혼잡통행료 개념을 도입하는 것이 타당할 것으로 검토된다. 시간대별 차등요금제는 그 시간대를 주간(06시~24시)과 야간(24시~06시)으로 구분함이 타당할 것으로 판단되고 폐쇄식 구간의 경우 혼잡도를 고려한 주행요금을 이용거리에 비례하여 부과하며 개방식 구간의 경우 최단 이용거리를 기준으로 혼잡도를 고려한 주행요금을 부과하는 것이 타당할 것으로 판단된다. 또한 혼잡도를 고려한 주행요금을 부과하는데 있어 노선별, 구간별 차등을 두는 것이 바람직할 것으로 기대된다. 그러나 요일별 차등요금제는 주 5일 근무제가 확산됨에 따라 증가하는 비업무 승용차의 통행에 의해 고속도로의 비효율적인 운영이 발생할 경우를 제외하고는 적용하지 않는 것이 타당할 것으로 검토된다.
Because of most notably the increase in vehicular traffic in Korea, as measured by highway transport usage, relief is being sought by expanding the construction of highways after 1970s'. These highways have opened up over 70 % of the mountainous areas in Korea's country side which includes the construction of tunnels. Currently there are 607 tunnels installed that are being maintained and by 2015, under the next medium-term plan, Korea will build an additional 440 tunnels. In addition, the use of 1,000m double-pole tunnels is expected to increase significantly in 256 locations. There is no doubt that these tunnels will relieve traffic congestion and aid improved communications, but halfclosed underground highway tunnels in particular are required to reduce tunnel fires caused by poor vehicle maintenance, and other factors such as speeding motorists that increase the number of vehicular accidents. Double-pole tunnels in 1,000m length over require vehicle drivers to be more cautious in terms of the continuous speed limit, judged by how devastating most of car-crash fires within these tunnels can be. In order to prevent these disasters, a full-length tunnel speed enforcement system should be considered mandatorily in legal clauses.

Prohibition of lane changes in bridges and tunnels have been many problems in throughputs of expressways caused by heavy vehicles and slow-moving traffics. Nevertheless, those are constructed actively by the general trends, which are preservation of environment and ecosystem are more important, because mountainous districts are about 70% across the whole extent of Korea. In this paper, the proper design standards for permission of lane changes in bridges and tunnels classified into structure, safe, and driver's conveniences are suggested as follows. 1. Right shoulder should have more than 2.5m in bridges and tunnels. 2. Sufficient equipments of guidance like as directional signs, fingerposts, variable message signs, and markings should be established to smooth and safe lane changes of drivers. 3. Snow melting systems should be established in bridges worried about freezing. 4. Tunnels must be not only satisfied standards for prevention of disasters (2004.11) and lighting rules (KSA 3703), but also established anti-freezing facilities in entrance and exit. 5. The drivers should have honed on their car lights.
