Pedestrian deaths in Korea due to traffic accidents are 40 percent of the fatalities in traffic accidents, which is about twice the average of OECD member countries. To reduce severe pedestrian accidents, it is necessary to apply the accident reduction measures to high-risk drivers (novice, elderly, and commercial vehicle drivers) who are more likely to cause traffic accidents than general drivers. Therefore, this study analyzed the effect of safe driving education on high-risk drivers' behavior. Here, the safe driving education is chosen as the measure to reduce traffic accidents. As part of the study, sudden pedestrian crossing situations were implemented in the driving simulator, and the vehicle trajectory data were collected to compare the driving behavior before and after the education. Most surrogate safety measures showed no improvement in the driving behavior of novice and elderly drivers, and the effect of safe driving education was found to be significant only in the group of commercial vehicle drivers. The results implied that additional measures such as pedestrian safety infrastructure and driver assistance systems, apart from the safe driving education, may be needed for novice and elderly drivers to reduce pedestrian accidents caused by them. With the findings mentioned above, this study is expected to provide a foundation to establish a plan to reduce pedestrian accidents caused by high-risk drivers.
Elderly pedestrians account for more than 30% of all deaths in traffic accident and the number of elderly-related traffic accidents are increasing every year. Considering Korea's quickly aging society, drastic measures must henceforth be taken. Taking notice of the elderly living in and moving around the provinces, this research focused on analyzing the characteristics of elderly pedistrians' traffic accidents on provincial roads and developing an Equivalent Property Damage Only (EPDO) model. The authors collected 720 traffic accident data points from the police agency and developed the EPDO model, weighted differently by light injury, severe injury, and death using Multiple Regression Analysis. As a result, the speed of vehicles is the most influential variable in EPDO, and the shape of the road is significant as well. Therefore, various policies should be established like improving the environmental factors of provincial roads, like expanding speed-reduction treatments and signage, and setting up detours around areas of high elderly concentration.
In this research, Check the problems through analysis of traffic accidents while the elderly walking. Propose a way to reduce elderly traffic accidents. Therefore, analyzing the characteristics(by time and place etc) in order to reduce the traffic accident in the elderly pedestrian. Proposed the following Policy alternatives. First, Build a pedestrian safety island on the center of the road. Secondly, Should install the pedestrian crossing signal facilities which show the spare time and the guard rail to prevent crosswalk. Third, Should expend the installation area of pedestrian-operating traffic signal. Fourth, the night lighting facilities shall be installed nearby Crosswalk. Finally, Should appoint the elderly care area. Measures presented in this study, I hope they can be the basic data for the elderly in traffic safety policies for the elderly in accordance with the advent of aging society.

As the elderly are increasing, traffic accidents which are related to the elderly are one of major issues in aged society. In this paper, we analyze traffic accident statistics for the elderly. Based on the analyzed data, safety message transmission system for the elderly pedestrians is introduced. The proposed system is based on the P2V(Pedestrian-to-Vehicle) communication which combines ICT(Information and Communication Technology) with vehicles and pedestrians. We introduce the concept and principle of the proposed system and discuss implementation issues for realizing the proposed system.

In this paper, we propose an IoT-based traffic safety pedestrian system for the elderly by factor analysis. The proposed system performs a factor analysis of the elderly safety variables and uses the analysis results to provide an optimal path for the elderly. In order to verify the performance of this system, we experimented with performance measurements on elderly pedestrian paths. As a result, we confirm that it provides a better safety path than mobile navigation.

This study investigated basic data on walking characteristics, including walking speed and cognitive-response for the elderly, and based on these, the time of walking signal was calculated. The on-site survey examined the actual pedestrian crossing speed using a stopwatch, and the age was divided into groups of ordinary people and the elderly. Analysis of the data showed that the average walking speed for the general public was 1.29 m/s, while the average walking speed for the elderly was 1.13 m/s, higher than that of the general public. In addition, the lower speed of the 15th percentile was analyzed to 1.01 m/s for the general population and 0.85 m/s for the elderly, showing a lower walking speed than the standard for the general area and 0.8 m/s for the protected area. However, for senior citizens who use walking sticks or wheelchairs, the speed of the lower 15th-percentile is 0.73 m/s, which is lower than the current standard of protected areas, according to the analysis.
The population over 65 years old is 12.7% of total population in 2014 and Korea is going to be an aged society in the near future. The transportation vulnerable including the aged should be guaranteed in walking mobility under safe and comfortable environment for their socio-economic activities. For the era of fusion and convergence this paper investigated the characteristics of walking accidents related to the aged pedestrians and analyzed the aged-oriented walking factors with a reaction time and a walking speed at crosswalks in Yeosu. In the results, the crashes for the aged occur at 9.9% of total crashes and the fatalities of the aged are 40.3% of total fatalities in 2014. The 47.4% of the aged fatalities is also attributed to vehicle-to-pedestrian accidents. The 49.3% of all pedestrian fatalities occurs at the aged pedestrians with a very high proportion. The reaction time and walking speed for the aged were determined as the values located at the lower 15%-tile of the elderly physical ability. It is shown that the reaction time is 4.56 seconds and the walking speed is 0.76 m/s in the case of Yeosu. From two factors' standpoint, the walking environment at crosswalks in Yeosu is inappropriate for the aged.

In accordance to rapid aging of population, the accidents of elderly pedestrian and pedestrian safety are becoming very important issues. In terms of smartphone technologies, older people are increasingly looking for useful and friendly ICT services that which can add a value on their silver life. This paper introduced a new IT-based service for elderly walking assist using a smart-phone accompanied by a wearable watch. We describe the functional requirements and a systems architecture model with an interface between a smart-phone and wearable watch. Moreover, this study attempted to verify what services are needed and to estimate elderly pedestrians' WTP (willingness to pay) for IT-based walking assistance device. A total of 189 elderly pedestrians were randomly surveyed through face-to-face interviews. The questionnaire consisted of 3 categories: (1) questions pertaining to socio-economic status, (2) 12 questions regarding walking attitudes, and (3) a question to measure WTP. With this gathered data, factor analysis and path model estimating were conducted. The results identified the elderly user requirements and the use-value of new innovative products for IT-based walking assistance services by two groups(latent elderly and elderly). The modeling result shows that elderly's service preference would increase the possibilities for the commercialization of IT-based walking device with improving their walking safety.

The traffic vulnerable, including elderly pedestrians, have a relatively low walking speed and slow cognitive response time due to reduced physical ability. Although a smart crossing system has been developed and operated to improve problem, it is difficult to operate a signal that reflects the appropriate walking speed for each pedestrian. In this study, a neural network model and a multiple regression model-based traversing speed estimation model were developed using image information collected in an area with a high percentage of traffic vulnerability. to support the provision of optimal walking signals according to real-time traffic weakness. actual traffic data collected from the urban traffic network of Paju-si, Gyeonggi-do were used. The performance of the model was evaluated through seven selected indicators, including correlation coefficient and mean absolute error. The multiple linear regression model had a correlation coefficient of 0.652 and 0.182; the neural network model had a correlation coefficient of 0.823 and 0.105. The neural network model showed higher predictive power.
