Thousands of multimedia services are being developed over existing public networks and high-speed communication networks. In the multi-carrier network, seamless integration of terminals and services is essential in order to offer an end-to-end and user-independent service. In this paper, we propose the concept of the Interworking Broker to provide an infrastructure for building multimedia service interworking platform that supports interactive multimedia applications in distributed heterogeneous network environment. We describe main techniques developed to achieve the service interworking, and also the functional architecture of the Interworking Broker in heterogeneous ATM network environments.

Invasive alien species are considered to be one of the main factors that cause biodiversity loss. Establishment of management strategies through continuous monitoring and risk assessment is a key element for invasive alien species management policy. In the present study, we introduce examples of ecological risk assessment tools developed in Japan, Germany-Austria and Belgium. Invasive alien species have been designated in Japan based on the assessment of risks to ecosystems, human health and primary industry. German-Austrian Black List Information System categorized alien species into Black List, White List and Grey List according to their risks to biodiversity. In the Harmonia Information System developed in Belgium, invasiveness, adverse impacts on native species and ecosystem functions and invasion stages were assessed and alien species were categorized into Black List, Watch List and Alert List. These international risk assessment tools may be helpful to improve our national risk assessment protocol for the prioritization of invasive alien species management.

SS(Signalling System) No.7 신호 방식은 통신망 내의 각 노드들 간에 공통적으로 별도의 채널을 이용하여 회선관련 신호 정보 및 비회선 관련 신호 정보를 교환하는 신호방식이다. SS No.7 신호 방식의 각 계위 프로토콜 중에서 비회선 관련 신호 정보를 교환하기 위하여 상위 프로토콜로 TC(Transaction Capabilities)와 TC-User들을 CCITT에서 권고하고 있다. 본 고에서는 국내에 도입할 SS No.7 신호방식의 하위 프로토콜인 SCCP (Signalling Connection Control Part)와 MTP(Message Transfer Part) 프로토콜의 특성에 따른 TC 및 TC-User 프로토콜의 설계시에 고려되어야 할 사항들을 살펴본다.

이 논문에서는 ITU-T E.164 및 AESA ICD/DCC 주소체계 및 형태를 비교분석하고, 공중 ATM 망에서 ITU-T E.164 주소체계외에 AESA ICD, DCC 주소체계를 수용할 경우 E.164 및 AESA ICD/DCC 주소형태(format), AESA ICD/DCC 주소체계를 사용한 망 계획 및 ATM 망에서 이러한 주소체계를 수용하여야 하는 이유를 분석하였다. 그리고 공중망 및 사설망을 포함한 전체 ATM 망에서 AESA ICD/DCC 주소체계를 사용할 경우 AESA ICD/DCC 주소형태(format)에 포함되어야 하는 서브 계위(hierarchy)와 이들을 사용한 망 계획 방안을 제시하였다. 본 논문에서 제시한 내용은 AESA ICD 주소체계를 수용할 경우에도 유사하게 적용되어야 할 것으로 판단된다.

본고에서는 동기망 구성의 확대와 함께 '80년대 초반부터 세계 각국에서 연구 개발되어온 동기식 다중 전송기술의 개괄적인 현황을 살펴보았고, 동기식 계위 및 관련 인터페이스의 국내전송망에의 도입 및 그 적용 전망에 대해 살펴보았다. 또한 현존 국내 전송망으로부터 동기식 전송망으로의 단계적 진화 모형을 제시하였고, 2000년을 시점으로 하는 국내 동기 전송망의 모델을 제시하였다.

기존 비동기식 디지틀 신호(DS1. DS3) 를 동기식 디지틀 계위 (SDH) 신호로 다중하기 위해서는 동기식 다중기술이 요구되며 이에 포함되는 주된 기술로는 신호사상, 오버헤드 처리 및 포인터 처리기술이 있다. 또한 동기식 다중 시스팀의 안정적인 동작과 효율적인 운용을 위해 유지보수 기능이 필수적이다. 본 논문에서는 이러한 동기식 다중에 요구되는 핵심 기술을 구현 측면에서 분석하고, 실제 구현한 동기식 다중 시스팀에 대해 기술한다.

We pror.a;e a H.263-based video ceder with two-layer ocalability. The bare layer is ceded by using the default H.263 axling algorithms to achieve high compresred video data and the enhanced layer is axied by enhanced axling such as HVS-based quantization updating. The enhanced layer contains only arled refinement data for the OCT coefficients of the bare layer. Bitstream syntax and semantics for enhancement layer are designed and quantizer design using the HVS is pror.ooed. Data from the two layers are combined after inverse quantization and inverse OCT prcx:esses in the deaxier. We show with e~rirrental results that the pror.a;ed layered arlee achieves comparable picture quality with non-layered arlee at bitrates of 30 kbr;s or less. Overhead information for the bitstream layer can 00 limited to less than 0.5 kbits/frame.

정부는 시내전화 및 지능망서비스(080)에 대하여 2003년 상반기부터 번호이동성 서비스를 제공하도록 규정하고 있다. 번호이동성 서비스는 사업자간에는 경쟁을 활성화시키고 가입자에게는 이용의 편리함을 제공하기 위한 서비스로 서비스 유형으로는 서비스제공자 이동성(Service Provider Portability), 위치이동성(Location Portability) 및 서비스이동성(Service Portability)이 있다. 그리고 서비스 구현방식으로는 크게 교환기 기반 방식(Remote Call Forwarding)과 지능망방식(All Call Query, Query on Release)이 있다. 국내 번호이동성 서비스 적용 방식은 지능망 방식인 QoR 방식으로 결정되었으나 최근의 통신환경의 변화를 감안하여 서비스 도입 초기의 효율적인 서비스 도입을 위한 종합적인 재검토가 이루어지고 있다. 이에 따라 본 논문에서는 QoR 방식의 번호이동성 서비스를 위하여 교환기에서 필요한 필요 기능 및 기술적 문제점들을 교환계위별로 고찰하고자 한다.

1980년대 미국, 일본, 영국을 필두로 시작되었던 기본통신분야의 경쟁은 최근 호주와 뉴질랜드가 경쟁을 시작하였고 유럽 등에서도 경쟁도입을 고려하는 등 세계적인 추세이다. 국내 기본통신사장에 경쟁에 도입되면 신기술 도입에 의한 통신시설투자의 합리화로 가입자 요금이 인하되고 다양한 서비스의 창출과 서비스 품질 향상을 기대할 수 있으며, 특히 통신망의 이원화로 국가 기간통신망의 신뢰성 향상을 도모할 수 있다. 경쟁도입을 성공적으로 이끌기 위해서는 통신정책뿐만 아니라 기술적 조건이 만족되어야 하는데, 특히 통신망간의 상호접속이 가장 중요한 문제중의 하나이다. 호접속지연 등 가입자의 서비스품질향상과 사업자간 동등접속을 위해서는 초기에는 시외국계위로 접속하고 점차 단국계위에 접속하는 것이 합리적인 방안이며, 가입자의 접속편이를 위하여 다이얼링 수고를 덜 수 있는 사업자 사전지정방식이 추진되어야 한다. 최근 전화서비스의 핵심인 지능망서비스의 효과적인 제공을 위해서는 시내외 구간의 지능망서비스 제공이 가능하도록 함이 타당할 것이다.
