Performance based logistics(PBL) is recently studied and applied for enhancing the combat readiness and reducing the life-cycle cost for weapon system in the United States. Therefore, in this paper, we review the issues of logistic support and suggest alternatives to effectively manage the logistic support for weapon system by using performance based logistics, especially during operation and support phase of weapon systems.

It is very important for weapon systems to manage the logistic support for the better combat readiness. In this study, a survey for a satisfaction evaluation of the Test Report Information Service (TRIS) was conducted. A survey questionnaire on modified Information System Success Model(ISSM) of Delone and Mclean was carried out by 183 users in three groups, such as munition quality assurance agency, munition corporation, and test institute. As a survey result, training on the TRIS was in strong demand in all three groups. An understanding and proficiency of the overall system were different from the work process of each user group. In addition, the munition quality assurance agency needs to enhance the system function with its characteristics. Test institute has necessity of the linkage method with the TRIS depending on the authentication system. User groups are different in the operational method of TRIS between the contractor and cooperation. Accordingly, cooperation needs to be educated continually. This study can help in the construction of a Military Quality Integration Information System to secure the reliability of munitions.

The Korean military supplies industry tends to become limited in terms of its development to specific areas in line with strategic promotion policies of the local private direct industrial site. However, the relation between base and small cluster is getting lower of the local industrial site. In this study, information related to authorized test reports for munitions was collected through the military quality information system and subjected to social network analysis(SNA). SNA was performed through the relationships among defense quality assurance agencies, test institutions, contracts and cooperative firms through UCINET's Two-Mode Network. In the field of weapon systems, the median technology industry, and the test analysis dependent are high in Seoul, so the analysis revealed that strengthening the infrastructure for test analysis is needed. Also, it was deemed necessary for government-driven political support. Besides, the field support system was efficiently utilizing a relatively local test analysis. It was analyzed that they are overcoming the regional boundaries of small clusters by strategically changing their contract and cooperative firms' status. The research found some spatial inconsistencies between base and small clusters in the military supplies industry, and it was judged that a political suggestion was needed.

Recently, the development of weapons systems in conjunction with the Fourth Industrial Revolution has increased the number of weapon systems that integrate individual commercial systems by actively incorporating the superior fields of private commercial technologies. In the case of such commercial product-based weapons systems, however, the development of ILS elements across all areas, such as technical manual, military field maintenance support equipment, interactive electronic technical manual (IETM), and Computer Based Training (CBT) development, and weapons system Reliability, Availability, Maintainability(RAM) target values, and logistics support analysis (LSA) was requested to expand the level of development by developers. The commercial product-based System Integration (SI) weapon system will be able to complete the comprehensive military balance for complementing and effective maintenance of the military and developers only when the ILS development, which is limited to the essential elements of the required group, Request For Proposal (RFP) and Post-Logistics Support (PLS) directions were applied in the framework of outsourcing maintenance implementation. As a result, by checking the operation status of current weapons systems, the logistics support of commercial product-based weapon systems selected outsourcing as the basic policy that is decided based on the development requirements, focusing on maintaining operation through a rational decision-making process, and presented a plan for applying the development plan to the RFP for the determined core elements and PLS.
