Most metadata quality measurement employ simple techniques by counting error records. This study presents a new quantitative measurement of metadata quality using advanced weighting schemes in order to overcome the limitations of exiting measurement techniques. Entropy, user tasks, and usage statistics were used to calculate the weights. Integrated weights were presented by combining these weights and were applied to actual journal article metadata. Entropy weights were found to reflect the characteristics of the data itself. User tasks presented the required metadata elements to solve user's information need. Integrated weights showed balanced measures without being affected by the influence of error elements, This finding indicates the new method being suitable for quantitative measurement of metadata quality.

현재까지 연구되고 있던 정보보호관련분야의 계량화방법을 좀 더 다른 방법으로 접근하여, 정보시스템 환경 하에서 보안 및 관리 운영 평가 지수에 계량화하여 1차 집단과 2차 집단간의 차이를 연구하였다. 정보화 관련항목에 대하여 빈도 분석을 적용함으로서 군별, 항목별 분류를 통한 항목 비례 가중치법을 산출하였다. 또한, 선지정 가중치법을 이용하여, 보호지수와 관리운용지수에 따른 상관관계를 조사하여 안전관리 지수를 계량화 하였다.

말뭉치 기반 언어 연구에서 균형성은 매우 중요하게 대두되는 문제이다. 말뭉치의 균형성을 맞추려면 여러 유형의 말뭉치가 갖는 언어적 특성을 고려하여야 한다. 그러나 계량언어학적방법으로 접근한 한국어 말뭉치의 유형별 언어 연구는 아직 미미하다. 본 연구는 언론 매체의 주요 부분인 신문의 사설을 말뭉치로 구성하여 그 언어적 특성을 살펴보고자 한다. 계량언어학의 전형적 방법에 따라 계량화 작업을 먼저 다루고, 이어 신중한 계량화 작업으로 얻어진 자료를 조사 분석하였다.

국가의 신성장 동력을 찾고 국가 연구개발과제를 기획 평가하는 것은 국가 경쟁력에 직결되는 것이라 할 수 있으며, 이것은 해당 기술에 대한 철저한 분석을 토대로 정확한 기술궤적 (technology trajectory)을 도출할 수 있을 때 효과적으로 수행될 수 있다. 기존에는 이러한 과정이 직관에 의한 판단이나 경험에 의존하는 경향이 높았으나, 최근에는 기술이 보유하고 있는 지식과 정보에 대한 정량적인 수치화, 즉 계량화를 기반으로 분석하려는 시도가 미국, 일본 등 선진국을 중심으로 이뤄지고 있으며, 계량정보분석은 과학기술정책 수립에 주요 방법론으로 자리잡고 있다. 그러나 계량정보분석에 대한 기존 연구들은 방법론 적용 및 활용 프로세스 등과 관련된 한계를 가지고 있다. 따라서 본 연구는 이러한 한계를 극복하기 위하여 선진국의 계량정보분석방법론의 적용 사례를 바탕으로 방법론의 유형 및 활용영역을 분석함으로써 활용목적에 맞는 계량정보분석방법론 포트폴리오 구축하는 것을 목표로 한다. 이를 위해 과학기술정책 수립에 활용될 수 있는 계량정보분석방법론 적용 가이드라인을 제공하고 활용 목적에 맞는 적용 프로세스를 제시하였다. 본 연구의 결과는 유망 기술 영역과 핵심 기술을 탐색하고 모니터링하는 방향으로 계량정보분석방법론의 활용영역이 확장될 수 있는 토대가 되며, 기술 지능(technology intelligence)적인 정보를 창출하여 실질적인 업무 지원 역할을 할 수 있는 계기가 될 것이다.

In Basel II compliance, internal rating systems are allowed for banks to enhance the self control and the validation of the system are getting more important. The validation methods are composed of qualitative test and quantitative test, three basic standards of which are discriminatory power, stability and calibration. The aim of this article is to review the quantitative tests for calibration and find a new method for it. These methods for discrimination between forecasted PD and observed PD include binomial test, chi square test, Brier score, traffic lights approach, normal test and extended traffic lights approach. We introduce a modified extended traffic lights approach considering asset correlations.

많은 조직들이 정보화 전략계획(Information Strategy Planning: ISP)을 수립하고 있지만 ISP의 주요한 추진목적인 경영전략과 IT 전략의 연계와 기업의 가치창출에 직접적으로 기여할 수 있는 정보 시스템 구축과제의 도출이 미흡하여 그 결과물들이 단지 계획에 그쳐버리고 실행으로 연결되지 못하는 경우가 많아 ISP 무용론이 팽배한 실정이다. 한편, 6시그마 방법론이 데이터에 근거한 체계적이고 과학적인 강력한 방법론으로 대두되고 있으며 최근 그 적용영역을 지속적으로 넓혀나가고 있다. 본 논문의 목적은 전통적인 정보화 전략 수립프로세스를 분해하여 얻어지는 활동과 기법 그리고 과업들을 6시그마의 DMADOV 표준 프로세스에 맞게 재조합하여 새로운 방법론을 도출하는 것이다. 본 방법론을 활용함으로써 정보화 전략수립 과정에서 성과지향적인 정보화 과제도출의 가능성을 높이고 방법론의 계량화를 통해 제시된 결과들의 객관성을 높일 수 있다.

In this paper, we propose an improved numeric character recognition method which can recognize numeric characters well under low-illuminated and shade-illuminated environment. The LN(Local Normalization) preprocessing method is used in order to enhance low-illuminated and shade-illuminated image quality. The reading area is detected using line segment information extracted from the illumination-normalized meter images, and then the three-phase procedures are performed for segmentation of numeric characters in the reading area. Finally, an efficient hybrid classifier is used to classify the segmented numeric characters. The proposed numeric character classifier is a combination of multi-layered feedforward neural network and template matching module. Robust heuristic rules are applied to classify the numeric characters. Experiments using meter image database were conducted. Meter image database was made using various kinds of meters under low-illuminated and shade-illuminated environment. The experimental results indicates the superiority of the proposed numeric character recognition method.

Environmental Impact is getting more attention in many feasibility studies for railroad-related projects and research items. For sustainable growth and green transportation, the benefits typically used for feasibility studies in railway-related projects, are composed mostly of economic criterions which is not considering growing attention on changing paradigm. Based on the analysis of current methodologies, improvements in estimating environmental impact especially on noise and pollution are suggested.

Although the amount of travel demand is a critical factor in a benefit-cost (B/C) analysis of railway investment, the travel demand changes especially for induced demand have not been considered. Therefore, the basic study of how to estimate travel demand changes after railway investment is worth investigating. This study reviews the methodologies for estimating diverted and induced demand generated after railway investment, and proposes appropriate approaches that will help railway planners to practically apply them in a case study. Further, the research stimulates the needs of consideration of the travel demand changes in the feasibility studies of railway planning.
