현재 전력수급기본계획은 경쟁적 전력시장 출범에 따라, 시장기능 중심의 개념으로 전환되어, 사업자의 건설의향을 토대로 수립한다. 설비 과잉시 각 사업자별 건설의향 발전설비는 다양한 계량지표와 비계량지표로써 평가하게 되며, 이를 바탕으로 평가순위를 매겨 전력수급기본계획이 수립되게 된다. 하지만, 공급신뢰도측면에서 각 건설의향 발전설비의 가치는 시스템 전체별, 각 지역별, 연계지역별로 달라진다. 본 논문에서는 신규발전설비 평가시 공급신뢰도지수를 활용하는 방안에 대해 제안하고자 한다.

This paper presents the methods of evaluating validity and effectiveness of informatization budget investment for e-Government, through the preliminary evaluation. the progress evaluation and the Post evaluation of the investment, and a quantitative evaluation model which improves conformance of IT ROI (Return On Investment) using the evaluation results. the right evaluation targets of informatization investment for the development project to GDOC(Government electronic Document Distribution Center), and KPIs(Key Performance Indexes) which is enable to evaluate objectively effectiveness in the preliminary and the post evaluation phases are developed, and according to using the quantitative evaluation model . improved effectiveness evaluation results for each index in the point of view of usage and innovation are come out.

It is not easy to predict the return on investment in the content business, and there is no index to evaluate cast & crew. The absolute number of TV ratings is steadily declining, but there is no substitute index yet. In this study, we tried to predict the relative popularity of the drama by designing the relative superiority of the individual drama viewership as the response variable and designing the relative superiority of the drama participants as the explanatory variables. We used various machine learning algorithms and added explanatory variables that were found to be useful in previous studies. As a result, with properly combined explanatory variables, a high prediction accuracy of 84% is obtained. In this study, we intend to promote the investment efficiency of the entire contents industry by predicting the relative popularity of the contents.

우리나라 전력기술 수준의 평가는 전력기술 중장기 발전계획에 대한 기초자료로서 전력인프라의 투자, 연구개발정책의 수립, 예산배분의 기된 데이터로서 활용되고 있지만, 대부분의 기술수준 평가방법이 전문가 설문조사에 의한 정성적 평가에 그치고 있어 산업 현장의 데이터가 반영되는 데는 미흡한 점이 있었다. 된 논문에서는 이러한 단점을 보완하기 위해 전력기술전반의 수준 평가를 전력산업 각 부분의 계량지표를 관간으로 산출하는 방법에 의한 계량적인 기술평가를 시도하였다. 이 정량적 평가결과를 전문가의 정성적 평가결과 및 과학기술부 조사결과와 대비함으로써 그 차이를 논하고 향후 해석적인 기술평가를 위한 발전방향을 제시하였다.

The purpose of the study is to investigate the international standings of Korean medical journals and to provide a concrete journal evaluation data. The SciSearch database was searched for the 7,779 papers published in 8 Korean medical journals between 1989 and 1998. The frequency of citation to each journal was measured for each year, and the journal impact factor was calculated from 1991 to 1999 exactly as it is calculated in the Jour~~lnl Citation Reports (JCR). The Korean-language journals were rarely cited in SCI, even though the journals were of the medical areas where Korean researchers published a great deal of SCI papers. The number of citations to English-language journals started to grow from 1994 and increased rapidly from 1997. The citation interval is getting shorter, resulting in the drastic increases in the impact factors in the recent years. The nine-year averages of impact factors of the journals were distributed between 0.002 and 0.126. The international standings of Korean medical journals are very poor. When the impact factors were compared to those of SCI journals in the same subject category, Korean-language journals fell below the last SCI journals ranked by the impact factor, and the English-language journals were at the bottom among the SCI journals. The impact factors of 3 English-language Korean medical journals were about 2.0 when they became SCI journals in the late 1990s.

본 논문은 영국과 미국을 중심으로 실업 연구 동향을 고찰함으로써 우리 날 실업연구를 수행하는데 있어서의 과제와 이론적 기초를 모색하는 것을 목적으로 하였다. 실업의 지리적 패턴에 대한 관심은 계량혁명 시기에 시작되었으며, 이후 실업에 대한 지리학적 연구에는 많은 변화가 있었다. 실업에 대한 공식 정의들을 실업에 대한 제한적 묘사만을 제공하기 때문에 대안적인 지표-보다 광범위하고 포괄적인-가 요구되고 있다. 공식정의에 근거한 지역실업 연구는 현실의 문제를 축소하게 되는 경향이 있는데 이러한 문제를 해결하기 위해서 노동시장 계정 접근이 대안적인 연구틀로서 제시된다.

불확실성이 큰 콘텐츠 산업의 특성상 방송 콘텐츠는 막대한 투자에 비해 그 효과 예측이 매우 어려우며 아직까지 출연진과 제작진에 대한 합리적인 평가지표도 존재하지 않는다. 방송용 드라마의 경쟁력을 평가하는 수단으로 현재까지 가장 유용한 지표는 시청률이다. 비록 스마트폰과 같은 매체를 통한 시청이 늘어남에 따라 TV 시청률의 절대 수치는 지속적으로 감소하고 있지만 TV 시청률을 대체할 만한 유용한 지표는 아직까지 없다. 본 연구에서는 방송용 드라마에 참여하는 인적자원의 평가지표와 시청률의 비교 우위를 활용하여 드라마의 흥행성을 과학적으로 예측하려고 한다.

신뢰성 있는 프로젝트 가치평가를 위해서는 프로젝트 투자에 의해 발생하는 효과들을 정확하게 파악하고, 이를 계량적이고 객관적으로 측정할 수 있는 평가방법론을 개발하는 것이 매우 중요하다. 전통적으로 제조시스템에서의 프로젝트 가치평가는 재무적 방식에 의한 평가에 기초해 왔다. 그러나 제조시스템에서의 프로젝트 가치평가는 재무적 방식에 의한 평가에 기초해 왔다. 그러나 제조시스템에서 품질, 재고, 리드타임 등 비재무적 성과지표를 화폐가치로 정량화하는 것은 매우 어렵다. 따라서 최근에는 재무적 성과지표와 비재무적 성과지표를 모두 고려하는 성과지표 중심의 프로젝트 평가방법의 개발이 보편화되고 있으며, 전통적인 프로젝트 평가에서는 고려하지 않았던 불확실성을 확률분포로 고려하는 평가방법의 개발이 요구되고 있다. 그러나 현재까지 성과지표 간의 상호관계를 고려하여 프로젝트 투자에 의한 개별 성과지표의 개선을 정량적으로 평가하는 방법론에 관한 기존연구는 거의 없다. 본 논문은 제조시스템에서의 성과지표를 중심으로 공리적 설계에서의 정보공리의 정보량 개념을 이용한 프로젝트 평가방법론에 대해 제안한다. 본 논문에서는 개별 성과지표의 정보량 계산을 위한 수학적 모델링에 대해 고찰하고, 해석적 분석의 어려움을 해결하기 위해 몬테카를로 시뮬레이션의 적용에 대해 서술한다.

The aim of this study is to compare and analyse the evaluation or performance indicators for academic libraries suggested at domestic and foreign. For the study, evaluation indicators of the various evaluation models(IFLA, ISO, ALA/ACRL, LA, HEFCE, CERLIM, JUAA, UNICOOP. KLA) was analysized. Evaluation or performance indicators should shed light on inputs and outputs of resource, levels of demand and satisfaction, the library effectiveness, and operating efficiency. There is a great deal of work going on at present, but as yet there is no greed set of indicators that can be across all academic libraries. Therefore, new evaluation indicators for physical and electronic libraries should be developed.
