The purpose of this study: firstly, investigate cognition of affiliated members about manpower distribution of the South Regional Headquarters Korea Coast Guard(SRH-KCG) and danweis. Secondly, seek ways to reasonable manpower distribution of SRH-KCG and danweis. And this study's research subjects are five coast guards(Busan coast guard, Tongyeong coast guard, Yeosu coast guard, Jeju coast guard, Seogwipo coast guard) belonged to SRH-KCG. The results of this study: firstly, 56.7% of affiliated members approved the need to organizational diagnosis. Secondly, must manpower loading in order of Busan coast guard Tongyeong coast guard Jeju coast guard. Thirdly, must manpower loading in order of maritime safety division the security division criminal investigation divition.

In this study, I examine whether differences in the levels of job satisfaction and turnover intention exist with regard to the police department size. To accomplish this, a way ANOVA analysis of variance(One-way ANOVA) was conducted. As a result, a significant differences were found in job satisfaction and turnover intention according to the department size and grade. Specifically, first, in the job satisfaction level on the department size, the smaller department size was, the lower job satisfaction level was and the bigger department size was, the higher job satisfaction level was. Second, in the turnover intention level on the department size, the result was not statistically significant. Third, in the job satisfaction level on the department grade, the lower department grade was, the higher job satisfaction level was and the higher department grade was, the lower job satisfaction level was. Fourth, in the turnover intention level on the department grade, the lower department grade was, the lower turnover intention level was and the higher department grade was, the higher turnover intention level was.

In this study, I examine whether differences in the levels of stress exist with regard to the police department size. To accomplish this, a way ANOVA analysis of variance(One-way ANOVA) was conducted. As a result, a significant difference was found in Job stress and traumatic stress according to the department size and grade. Specifically, first, in the job stress level on the department size, the smaller department size was, the higher job stress level was and the bigger department size was, the lower job stress level was. Fourth, in the traumatic stress level on the department grade, the lower department grade was, the lower traumatic stress level was and the higher department grade was, the higher traumatic stress level was.

2002년 9월 29일부터 제 14회 부산 아시안게임이 개최되며 안전하고 원활한 대회 운영을 위하여 대회 조직위원회, 정부기관 및 경찰에서 노력하고 있지만 실제 관광객이 필요할 때 경찰시설에 대한 정보를 제공할 수 있는 서비스가 부족하다. 이러한 관점에서 본 연구는 GIS를 이용하여 경기장, 숙박시설, 교통시설 등의 편의시설과 인근 경찰서를 쉽게 검색한 수 있고 편의시설간의 경로검색이 가능한 안내시스템을 구현하였다. 향후 GPS 기능을 추가하여 현재 위치에서도 인근 경찰서의 검색 및 경로검색이 가능하도록 하고자 한다.

현대 경찰활동은 경찰공무원의 개인에 의한 자질과 역량이 중요한 부분이기도 하지만 조직구성원의 상호관계를 통해서 이루어지고 있다. 경찰의 주된 업무는 범죄의 예방과 사회질서를 담당하고 있으며 이는 지역사회 경찰활동이라는 새로운 패러다임의 적용을 통해서 더욱 활발히 추진되고 있다. 그러한 맥락으로 경찰 조직은 일반 국민에 대한 봉사와 서비스를 통하여 고객에 대한 만족을 이루고자 노력하고 있다. 그러나 여기에서에서 간과되어서는 안 될 부분이 조직내부의 구성원이다. 조직구성원인 경찰공무원에 대한 이해 없이는 일반 국민에게 만족스러운 경찰활동은 기대하기가 어렵다. 따라서 본 연구에서는 경찰공무원 중에서 외근 업무를 담당하고 있는 경찰공무원의 조직효과성 인식 차이를 살펴보고자 하였다. 그 결과, 성별, 연령, 근무지역, 경찰서 급지별, 계급, 근무기간에 따라서 외근 경찰공무원의 조직효과성 인식은 유의미한 차이가 있는 것으로 조사되었다.

경찰은 2015년 '범죄피해자 보호 원년'을 선포하고 전국 경찰서에 피해자전담경찰관을 배치하는 등 지속적인 보호조치를 실시하였고, 2018년에는 경찰법과 경찰관직무집행법의 경찰 임무와 경찰관 직무 범위에 '범죄피해자 보호'를 명시해서 범죄피해자 보호를 강화하고 있지만, 강력사건에 피해자전담경찰관이 현장 출동자와 동행하도록하는 등 현재보다 경찰의 범죄피해자 보호제도가 더 확충되어야 하며, 사건의 가해자에 대한 철저한 수사도 필요하다. 경찰은 범죄가 발생하지 않도록 예방하여야 하고, 범죄가 발생한 경우에는 수사 전과정에서 범죄피해자 보호중심으로 수사하여야 국민의 신뢰도 얻고 실체진실발견에도 도움이 될 것이다.

This research was performed with the purpose to examine the Marquardt's learning organization theory and analyzed empirically the survey on 841 police officers in Korea. Altogether 841 questionnaires were collected from 23 police stations and one training institution. The sample group were composed of ranks and file sworn officers selected among the total police stations in Korea proper. The size of police stations, and its location has been taken into consideration in sampling procedure. We fan find out from this research that technology application, as subsystems of learning organization, directly related to learning dynamics significant effects on police learning organization. For building the learning organization in Korean Police, police manager should improve on the pointed technology application. Police officers could be given more scope for their problem-solving talents. Such developments would fit in well with the best policing model.

Modern police activity is achieved than individual achievement by police officers through member's interaction. It is police's goal which protect citizen's life and body, property and is public order maintenance and to achieve this, suitable police official's selection and public official upgrading the quality and capacity strengthening are important element. But, polices organization has characteristic that do activity by team, and therefore, mutual cooperation of police officers is important first of all for public order preservation. Therefore, this study limited as patrol police officers and investigated realization difference about organizational effectiveness for public order maintenance. Analysis result, realization of organizational effectiveness appeared difference according to sex, age, area, police departments, class, period.

TETRA is the standard of Digital Trunked Radio System suggested by the ETSI(European Telecommunications Standards Institut ). It is adopted as Electric Power IT Wireless Backbone Network in Korea. Police station and Fire Station are using TETRA network. Currently, Power Automation Protocols are DNP3.0 in Distribution Automation System, DLMS in Auto Metering Infrastructure, IEC61850 in Substation Automation. These protocols are transmissions using CDMA or WCDMA modem. If Power Automation protocol uses TETRA networks, it can be interoperable with the systems in police or fire stations. And it has outstanding ability to handle problems in a disaster situation. So, This paper propose a gateway system of Power Automation which can transmit the power automation protocol using TETRA.
