본 논문은 급증하는 제주지역의 풍력발전설비의 증가에 따라 제주계통의 안정적 운영을 위하여 제주EMS 기능의 일부인 경제급전프로그램의 개선된 내용을 소개하였다. 풍력발전기의 출력은 수시로 변하고 그 예측이 곤란하여, 소규모 계통인 제주계통의 불안정성을 야기할 우려가 더욱 커지고 있다. 이에, 계통운영자가 제주지역 풍력발전기 변동특성을 고려하여 계통운영을 할 수 있도록 풍력발전량 대비 연계선 및 발전기 예비력을 설정 또는 계산하여, 경제급전 참여 발전기에 대한 발전량을 배분할 수 있도록 개선된 제주EMS의 경제급전프로그램의 개선된 내용을 제시하였다.

In the process of industrial restructuring at the regional and firm's level induced by significant changes in external economic circumstances, geographic and economic inheritances could be exploited as a constraint and/or asset for firms' strategies. Through a theoretical discussion of this argument, an attempt has been to categorize the effects of inherited regional assets on firms' strategies and regional development and to analyze the firms' strategies located at the city of Ansan. Capitalizing upon this empirical findings, some feasible development paths of Ansan in the future have been proposed and then critically discussed.

우리나라의 전력 사업은 1887년 경복궁내 건청궁에서 하나의 전등이 최초로 점화된 이후 100년이 경과하여 1988년 금년은 한국 전기의 2세기를 맞이하는 첫해가 되고 있다. 현재 한국이 보유하고 있는 전력생산 설비는 민간기업이 소유한 자가용 발전시설을 제외하고 총 1900만 kW에 달하고 있으며, 1987년도의 총 발전량은 785kWh에 이르러 전력수요성장은 전년도 대비 14%의 증가를 나타내고 있다. 특히, 이러한 전력 수요에 부응하기 위한 총 발전량의 53.1%의 393억kWh는 원자력 발전소에서 공급되었다는 사실은 경제성장과 사회문화의 발전에 따라 에너지 특히, 전력에너지의 역할이 더욱 중요해지고 있다는 점을 감안한다면 이미 원자력발전은 우리 경제 사회활동과 생활여건에 크게 영향을 미치고 있다는 현실로 인식할 필요가 있다.

An economic feasibility study is performed for the wind power generation with the examination of the wind speed and its distribution at Daekwanryung at which a wind fm is under construction. In this analysis, the distribution of wind speed is the key issue. The wind distribution which is usually expressed in terms of Weibull distribution with shape factor and scale factor needs to be reexamined to find the proper values of them according to the empirical wind speed data. After this kind of analysis is done, annual power generation of wind is calculated. Due to the lack of cost information, we applied EWEA data instead or the actual information from the site. The result would be of use to determine the 'reference price' of wind power under the current system of 'compensating subsidy for renewable power generation'.

A balanced regional development has a great meaning of economics in the fact that the People could enjoy the equal level of lift everywhere in the country by reducing the income disparity and economic productivity between regions, however as the our country was given Preponderance of economical power and development to the metropolitan area centering around Seoul due to a factor of politics, social structure as well as a national economic policy centering around a rapid economic growth, the unbalanced regional growth gave rise to great hindrance to a national development. Especially, the unbalanced 9rowth between regions gave rise to a sense of alienation to a citizen in a special region as well as a distortion of an effective resources distribution. therefore it was deepen a social discord to hinder the unity of the people due to always coming to involve social ,political affairs. The major contents of this study is to clarify relations between the economic growth and the balanced regional development to form a concept of a national development, and this thesis made disparities in population and convenient facilities between regions through change of convenient facilities of life, economic growth, and population between regions an analytic object to concrete the studies. Also, this thesis made a whole countw land an analytic object of spatial sphere. and it made a unit of ten years when the five-year economic development plan was achieved from the year 1962 to 2001 an otject of the time range of studies.

오늘날의 과학기술은 국가전체의 경쟁력 강화는 물론, 지역의 산업과 경제를 발전시키고 국가의 균형발전을 도모하는데 있어서 매우 중요한 역할을 수행한다. 지역경제 활성화의 주역인 중소 벤처기업을 육성하고, 지역산업을 체계적으로 발전시키며, 지역주민의 생활편의 향상을 위한 각종 지역개발 사업을 추진함에 있어서 과학기술이 핵심적인 요소이자 중요 수단으로서 기능하고 있기 때문이다. 이에 따라, 각 국가들은 1970년대 이후 지방의 과학기술을 육성하고 지원하기 위한 지방과학기술정책을 지속적으로 수립하여 추진해 나가고 있다. 우리나라의 지방과학기술정책이 실질적으로 수립되고 추진된 것은 1990년대 초반 이후 과학기술이 지역경제 활성화를 위한 유효한 수단으로 인식되기 시작하면서 경제 관련 부처를 중심으로 지역과 연계한 각종 사업들을 추진하면서 부터라고 할 수 있다. 특히 과학기술의 지방화 내지 과학기술 지방분권에 관한 논의와 정책적 노력은 1995년에 도입된 지방자치제도의 본격적인 시행과 함께 이루어졌다고 할 수 있다. 그러나 그 진전과 발전은 아직도 여전히 미흡한 상황이다. 이는 과학기술의 연구개발과 진흥이라는 정책의 특성에 기인하기도 하지만, 지방자치단체 스스로 관련 정책을 수립하고 추진할 수 있는 기반과 여건이 제도적인 측면에나 실제적인 측면에서 매우 취약하였던데 그 원인이 있는 것으로 분석된다. 이 글은 과학기술의 지방분권을 강화하여야 한다는 최근의 사회적 논의와 관련하여 지방과학기술정책의 발전을 위한 방안을 모색하는데 그 목적이 있다. 이를 위해, 그동안의 지방과학기술정책 추진현황 및 지역의 과학기술 혁신기반과 역량을 살펴보고, 앞으로 지방 스스로가 지역의 과학기술혁신정책을 수립하고 집행할 수 있는 역량과 기반을 강화하는데 필요한 제도적 과제들을 검토하여 제시하였다.

Cruise industry is a continually growing high value industry despite of economic recession. As Chinese cruise tourists increase, the cruise industry in Northeast Asia has been attracting attention. Korean ports have constructed cruise terminals with vision of becoming a cruise home port. Asian leading cruise country, Singapore has cruise industry strategy linked with Singaporean tourism strategy. Based on the Singaporean cruise industry, several strategies for Korean cruise industry development are suggested. Analyzing the economic effect of cruise home port and call-port and Korean cruise industry environment shows that Busan port is fit for home port, Incheon port is fit for sub home port, and Jeju port is fit for call-port. Korean cruise ports are playing a role in call-port in Northeast Asia cruise market, an introduction of Korean cruise company and home port by the company are needed to develop the Korean cruise industry.
