  • 벤처기업의 활성화에 따라 제기된 지적재산권을 포함한 기술의 경제적 가치평가방법에 대한 새로운 접근방법을 제시하였다 본 연구에서 제시하고 있는 지적재산권 특히 특허기술의 가치평가방법은 기술의 특성을 반영한 개별기술별 기술이전가치 측정에 있으며 추상적인 논의보다는 구체적인 사례를 중심으로 방법론을 적용시키고 있다 이는 기존의 기술가치평가방법론으로 사용되어온 정서적 가치평가방법에서 정량적인 사례를 제시함으로써 새로운 기술평가기법연구의 발전적인 계기를 마련하였다.

  • 신뢰성 있는 프로젝트 가치평가를 위해서는 프로젝트 투자에 의해 발생하는 효과들을 정확하게 파악하고, 이를 계량적이고 객관적으로 측정할 수 있는 평가방법론을 개발하는 것이 매우 중요하다. 전통적으로 제조시스템에서의 프로젝트 가치평가는 재무적 방식에 의한 평가에 기초해 왔다. 그러나 제조시스템에서의 프로젝트 가치평가는 재무적 방식에 의한 평가에 기초해 왔다. 그러나 제조시스템에서 품질, 재고, 리드타임 등 비재무적 성과지표를 화폐가치로 정량화하는 것은 매우 어렵다. 따라서 최근에는 재무적 성과지표와 비재무적 성과지표를 모두 고려하는 성과지표 중심의 프로젝트 평가방법의 개발이 보편화되고 있으며, 전통적인 프로젝트 평가에서는 고려하지 않았던 불확실성을 확률분포로 고려하는 평가방법의 개발이 요구되고 있다. 그러나 현재까지 성과지표 간의 상호관계를 고려하여 프로젝트 투자에 의한 개별 성과지표의 개선을 정량적으로 평가하는 방법론에 관한 기존연구는 거의 없다. 본 논문은 제조시스템에서의 성과지표를 중심으로 공리적 설계에서의 정보공리의 정보량 개념을 이용한 프로젝트 평가방법론에 대해 제안한다. 본 논문에서는 개별 성과지표의 정보량 계산을 위한 수학적 모델링에 대해 고찰하고, 해석적 분석의 어려움을 해결하기 위해 몬테카를로 시뮬레이션의 적용에 대해 서술한다.

  • This paper is to outline a methodology for establishing the fair market value of knowledge assets that may be associated with a going-concern business enterprise and identify the elements of knowledge assets and provide the basic concepts for valuing thorn Within this contort we will identify the nature of some of the more common or well-know forms of knowledge assets, discuss the normal relationship of these forms of knowledge assets to the monetary and tangible assets of a business enterprise from an investor's perspective.

A Critical Review of Research on the Economic Valuation of Libraries (도서관 경제성 평가 연구의 비평적 분석)

  • The value of the library has always been recognized positively. Economic valuation of libraries and their services uses a concrete methodology that enables the quantification of library value and communication of said value among library stakeholders. This paper presents a comprehensive review of literature on economic valuation of the library based on a total of 89 studies conducted over the last quarter-century. Research on library valuation began in the mid-1990's with the formal exploration of the value of public libraries from a theoretical point of view. In the 2000's, various theories and methodologies were reviewed and put into actual measurement studies. The comprehensive review and analysis point to the need for the development of consistent and reliable set of methods, which will facilitate further application of methods and comparison of results.

  • This study is to develope a user-based economic valuation methodology and model for the economic analysis on the DDS of foreign journals. For this study, the sampling data on the annual subscribed journals by K institution was used and the online questionnaire was used to collect data. There are three aspects of the economic value of DDS journals was classified as use value, non-use value, and expectancy value. We suggested the income and market approach to measure its economic use value. To estimate the its value by individual users, this study applied a contingent valuation method and designed the imaginary scenarios.

  • Focused in the characteristic of R&D on Geoscience and Mineral Resources as basic research area, we survey on methods of public works' economic impact analysis including cost-benefit analysis and resent technology evaluation methods and suggest apply-methods to conduct economic impact analysis on R&D of geoscience and mineral resources. To conduct economic impact analysis on the basic research area, it need to identification research's out-come not just output. In this perspective, we propose a method, Input-Output-Outcome Roadmapping to identify the outcome of R&D and show the relation of input, output, and outcome of R&D. Furthermore, noticing the different effects of R&D from public works, we directly evaluate the use-value of the academic theory or geological maps through Contingent Valuation Method(CVM) and others developed as evaluation methods on environmental goods. In indirect application methods, it can evaluate the partial of the pubic works' benefit with assuming R&D factors if R&D is a part of public works. If not, we evaluate the R&D's value as reductions of costs or additions of benefit with finding related public works.

  • This study aims to suggest a new approach to economic valuation of the special library, in response to the necessity of economic justification of the special library operated by firms and research institutes. Benefit measurement elements and analysis methods to be used in the study were derived through feasibility evaluation on models in previous studies, and objectivity and applicability were the criteria for feasibility evaluation. Depending on which type of resources are used in providing service, different benefit measurement elements and methods were applied. Based on this, calculation formula for service valuation of special library was presented. The development of analysis model for economic valuation of special library made it possible to objectively prove the value of the special library, and is considered to provide an opportunity to publicize the real value of the special library.

  • In this paper, we have tried to evaluate the economic value of technological information. Toward this aim, we have adopted the newly emerging method of contingent valuation which capitalizes on the direct survey through users. The estimated result indicates the strong support for the public activities to provide and diffuse technological information. We also tried to shed light on the implications of the research finding for government technology policy.

Measuring the Economic Value of Open Government Data: A Consumer Utility Perspective (공공데이터의 경제적 가치 측정: 소비자 효용 관점)

  • In many countries, governments invest a substantial amount of budget in open government data (OGD) for governmental performance and transparency. To understand the actual performance of such policies, the governments should measure the realized value. Many organizations and researchers have attempted to assess the value of OGD. However, they have neglected a perspective of consumers who benefit from OGD. Moreover, little research has quantified the economic value. This research examines extant methods of intangible asset valuation to quantify the economic value of OGD in a citizen perspective. In consideration of the extant research methods and the characteristics of OGD, the contingent valuation method is the most appropriate because it effectively reflects various users and their purpose of use. We then conduct a survey of citizens living in Seoul, Korea and assess the economic value of OGD provided by the Seoul government. Findings show that citizens' willingness to pay (WTP) differs across respondents' prior experience, tax resistance, perceived benefit and perceived reality of virtual scenario, but it does not differ across their demographics. WTP also significantly varies across the question formats. We discuss the reliability of the results and implications for future research.

  • This research is to offer a structured yet practical ex-ante evaluation methodology for IT investment. Benchmarking the best practices of four Korean organizations, we try to integrate core processes, relevant measures, and evaluation dimensions into a consistent and wholesome body of evaluating methodology. The best practices we considered encompass a wide range of business enterprises, including for-profit, non-profit, service-oriented, and manufacturing entities. The proposed methodology consists of three stages; the first stage checks the validity of investments by looking into comprehensiveness of planning, willingness to accomplish, justifiable grounds for the investments, overlapping investments, and obstructing risks; the second do so by putting an IT investment into economic, strategic, and technological perspectives; and the last third would produce a unified quantity that summarizes outcome of the previous stages. Incorporating the proven knowledge, guidelines, and quantifying tools, the methodology could make a valuable reference model for IT evaluation practitioners who have been bedeviled by having to going through such ex-ante evaluations.
