Environmental Improvement Effect and Social Benefit of Environmental Impact Assessment: Focusing on Thermal Power Plant (환경영향평가를 통한 화력발전소의 환경개선 효과와 사회적 편익)

  • This study was carried out to measure atmospheric environmental improvement effect and estimate its social benefit of thermal power plants through Environmental Impact Assessment (EIA) for quantitative analysis about operational performances of EIA. In this study, 'EIA outcome' is defined as whether or not the system is implemented, therefore, environmental standard to be followed by each project and consultation contents were compared. In total 60 cases of thermal power plant construction projects that have been consulted over the past 10 years since 2010, major air pollutants have been significantly reduced after the implementation of EIA. The $PM_{10}$ reduced annual 3,745 tons, $NO_2$ by 74,569 tons, and $SO_2$ by 37,647 tons, which were estimated at approximately 240 billion won~5 trillion 967 billion won per year for social benefit. This means the total cost of power plant operations will be cut to 7 trillion 192 billion won~178 trillion 994 billion won over a 30-year period. The reduced amount of air pollutants emitted by energy generation facilities across the country is worth 50%, and its economic value is larger than the annual Current Health Expenditure in Korea. This is meant by the fact that all projects are subject to uniform criteria under the existing relevant regulation, but that each project plans are optimized according to the characteristics of target areas and projects through the process of EIA.

  • Recently, much literature has surveyed the economic effects of transportation investment, focusing on the relationship between transportation infrastructure investment and economic development. Although the conventional views assume that transportation investment stimulates economic growth, the results of recent studies are not conclusive and in some cases reject the conventional views. The contradictory results are linked with double counting Problem and Keynesian/Neo-classical economics theory. This article investigates the economic effects of road transportation with regard to freight transport using Stated Preference technique. This study examines, in particular, the value of time saving for freight which has been rarely studied in this area. In the first part, the value of time saving, excluding the value for driver and operating cost, is theoretically investigated through the model of continuous review system and periodic review system. At last, the empirical study using the Seated Preference technique shows the value of time saving for freight and the value of reliability, compared with other studies and the value of those in COBA. The result makes us conclude that road investment produces the secondary effects as well as the direct benefit such as time saving for passengers, operating cost saving. and accident cost reduction. The secondary effect includes the contribution to economic development.

  • The standards for heavy metal levels in crustaceans are 0.5 mg/kg and 1.0 mg/kg or lower for lead and cadmium, respectively. Further, the contamination levels of arsenic, mercury, methyl mercury, and tin are being continuously investigated, considering their current exposure levels. Shrimps are potentially exposed to heavy metals because they inhabit areas with abundant organic matter, such as sandy or muddy shores, places with a lot of seaweed, and estuaries. This study measured the monetary value of reducing consumer anxiety and increasing consumer confidence if the government prohibits the sale of shrimp species that exceed the threshold for specific heavy metals and of the top shrimp species for which no threshold for heavy metals is specified. We derived consumer willingness-to-pay (WTP). Combining the estimated WTP with the number of households in the country, the total value of benefits was estimated to be 363.9 billion won. The results of this study will provide an important empirical finding, showing to what extent specific policies regarding heavy metals in seafood can alleviate consumer anxiety and provide psychological reassurance.

Study on Public Awareness of establishing Marine Protected Areas - Case Study of Guimaras Province, Philippines using Contingent Valuation Method (해양보호구역의 설정에 대한 대중인식도 연구 - 조건부 가치측정법을 이용한 필리핀 기마라스주의 사례)

  • In Korea and the Philippines, as well as all over the world, with the recognition of the importance of marine ecological resources, the marine protected areas(MPA) have been established and managed to protect and preserve these resources. While the number of marine protected areas for marine ecological resources protection has been increased, there is main problem that the most of MPAs do not achieve their intended management objectives. the effective management. Because of the positive and negative impacts on local communities and fishermen as direct stockholders, there has been ongoing debate on the pros and cons of implementing MPAs. Accordingly, this research conducted a case study of establishing Marine Protected Areas in Guimaras, Philippines because Philippines fisheries code of 1998 (Republic Act 8550), which is enacted to manage, conserve and protect fishery resources, obliged local governments to designate no less than 15% of jurisdictional municipal water as fisheries resource protection areas for a long time. To do this, a dichotomous-choice contingent-valuation survey was conducted in the two municipalities of Guimaras, Philippines to investigate public opinion in debates over MPAs and to estimate willingness to pay (WTP) for MPAs to protect and conserve marine habitats for fishery resources. Because of the expected economic costs by prohibiting fishing activities within the establishing newMPA, 58.7% of respondents thought the costs should be compensated, but 91.4% respondents voted in favor of increasing MPAs for fisheries resources as a protective measure. Finally, with Contingent Valuation Method(CVM), the aggregate mean WTP (375.5ha) of San Lorenzo and Sibunag residents in Guimaras Province, Philippines for establishing the additional MPA in their municipality waters was estimated to $1,046,791. Therefore, these findings could be used as a valuable data for establishing effective management plan of MPAs in Korea.

교통량에 따른 배기가스량 산정에 관한 연구 -교차로를 중심으로-

  • 현재 서울은 교통사고문제, 교통혼잡문제와 자동차로부터 배출되는 유해가스에 의한 대기환경오염문제를 갖고 있다. 본 논문의 목적은 대기환경오염을 악화시키는 자동차의 주된 배출오염가스인 일산화탄소, 탄화수소 및 질소화합물량을 교차로 교통량을 중심으로 어떻게 계산하는가에 있다. 연구의 대상지역은 서울시의 송파구 교차로들과 도심지역의 링크들을 선택하였다. 그리고 교통량, 지체시간, 링크길이, 정지회수, 운행속도, 주행속도 등을 고려하여, 제작차 배출가스 허용기준, 총량기준, 불량차 기준, 속도기준 등에 의한 계수산정 및 TRAF-NETSIM에 의한 시뮬레이션을 통하여 일정 도로상의 제한된 범위내의 배출량 산출을 시도하였다. 본 연구의 결과에 의하면 첫째, 어느 방법이든 실제배출량의 정확한 값을 표현 할 수는 없는 것이고, 단지 상대적인 비교에 의하면 배출가스량의 수준을 추정 할 수 있었다. 또한, 시뮬레이션 배출율표를 우리 현실에 맞는 자료에 의해 수정할 수 있다면, 그 결과는 실제량에 보다 근접할 수 있을 것이다. 둘째, 서울도로의 현재 혼잡상태에서 속도의 저감에 배출량이 민감한 반응을 보이고 있다는 사실이다. 셋째, 교통량변화에 따른 배출량의 변화가 일산화탄소에서 가장 심하게 나타남을 알 수 있었고, 신호운영상의 옵셋값이 잘못 설정되면 탄화수소는 35%, 일산화탄소는 40%, 질소산화물은 75%까지 초과발생할 수 있으며, 유해배출가스량을 최소화시키는 측면에서의 신호최적화를 위해서는 현재의 Stop Penalty는 상향 조정되어야 함이 밝혀졌다. 앞으로는 자동차로 인한 대기환경오염 농도의 저감을 위해서는 도로별 자동차 유해가스 배출 총량규제 방안도 고려해 볼 가치가 있으며, 이를 위해 환경공학과 교통공학의 다학제적 공동연구가 지속적으로 필요하며 교통정책에 반영되어야 할 것이다.분석, 리용수 학모형대이십일세기상해항공운량진행예측, 제출발전상해항공운수적전 략목표급발전중점. 예측2020년 상해항공항총객운탄토량4300만인/년, 화운량달120만돈; 2050년객운량장달18150만인차/년, 화운량518만돈. 사, 발전상해민항기출경제정책, 제출위료$\ll$진흥상해, 개발포동, 복무전국, 면향세계$\gg$ 화도이십일세기중기국민경제달도중등발달국가수 평굉관전략목표적실현, 제료필수재지도사상상파교통운수진정방도전략 산업지위, 환응재관리체제상채취과단유효적개혁조시, 재기출경제정책 상급여대력부지. 오, 전략목표, 위파상해건설성위태평양서안최대적경제, 김융, 무역적중심, 요구상해항공항성위화동지구통향세계각지항선망출발참, 구성대외개방선면축심, 실현국제항선적함접화국내항반적전항, 형성다축심복사식항선망; 가강기장건설, 개피포동제이국제기장건설, 괄응포동개발경제발전적수요. 부화개시일은 각 5월 26일과 5월 22일이었다. 11. 6월 중순에 애벌레를 대상으로 처리한 Phenthoate EC가 96.38%의 방제가로 약효가 가장 우수하였고 3월중순 및 4월중순 월동후 암컷을 대상으로 처리한 Machine oil, Phenthoate EC 및 Trichlorfon WP는 비교적 약효가 낮았다.>$^{\circ}$E/$\leq$30$^{\circ}$NW 단열군이 연구지역 내에서 지하수 유동성이 가장 높은 단열군으로 추정된다. 이러한 사실은 3개 시추공을 대상으로 실시한 시추공 내 물리검층과 정압주입시험에서도 확인된다.. Study on the Capital Structure Choice: Market Timing Hypothesis and Influence of Macro Economic Variables (자본조달 선택 요인에 관한 연구: 시장적시성과 거시 경제 변수의 영향에 대한 분석을 중심으로)

  • The purpose of this paper is to test the market timing hypothesis and impact of macro economic variables on capital structure choice as well as the traditional static trade-off and pecking order theories of capital structure in a integrated framework. Through a two stage test of target capital structure and capital structure choice, none of theories was consistently supported, but most of them were partly supported. In the first stage analysis of target ratio, coefficients of firm-specific variables generally supported the predictions of pecking order theory rather than those of the static trade-off theory. However, the result of the second stage test on capital structure choice supported the hypothesis of the static trade-off theory, which claims that firms usually set and pursue the target leverage ratio. Further, the result of the seconde stage shows that a simple pecking oder theory does not hold because firms with deficit of internal fund tend to issue bonds rather than stocks to raise outside fund. Also, the result indicates that the market timing hypothesis holds because firms with over-valued stocks tend to issue stocks rather than bonds. However, contrary to Korajczyk and Levy(2003), the impact of macro economic variables such as term or credit spreads on capital structure choice was negligible, and the impact of macro economic and market timing hypothesis variables were not greater in financially unconstrained firms as Korajczyk and Levy(2003) suggested.

Estimating WTP for the reduction of disamenity in the Seoul Metropolitan Area Landfill site using the Hedonic Pricing Model (헤도닉가격모형을 이용한 수도권매립지 유발 비효용(disamenity) 감소에 대한 지불의사액 추정)

  • Using the Hedonic pricing model using Box-Cox transformation, this paper estimated the marginal effect (implicit price) of odors from landfill in the metropolitan area on housing prices and the willingness to pay for changes in certain odor conditions. This paper utilized the proximity from the landfill in the metropolitan area as a environmental variable, and analyzed the effect of various housing characteristic variables on the sale price of apartments within a radius of 5 km from the landfill. In particular, because odors factor have various heterogeneity, we applied hedonic price models instead of stated-preference methods with various types of functional forms through Box-Cox transformation, considering the heterogeneity of each region. Estimates show that the marginal value (implicit price) for the distance from the odor source was 0.227 to 0.533 depending on the function type of the estimated model. In addition, when other house factors are the same, the marginal willingness to pay for a distance of 1km from the odor source was calculated to be 16.79 to 51.76 thousand dollar depending on the type of function. Finally for the general Box-Cox model, the annual WTP was estimated to be 3,229dollar.

International Comparative Analysis of Technical efficiency in Korean Manufacturing Industry (한국 제조업의 기술적 효율성 국제 비교 분석)

  • This study divides manufacturing in 18 countries including Korea, China, Japan and OECD countries into 11 areas and estimates and compares the technological efficiency of each industry. The traditional view of productivity is to increase production capacity through technological innovation or process innovation, but it is also influenced by the technological efficiency of production process. A Stochastic Frontier Production Model (SFM) is a representative method for estimating the technical efficiency of such production. First, as a result of estimating the production function by setting the output variable as total output or value-added, in both cases, the output increased significantly in all manufacturing sectors as inputs of labor, capital, and intermediate increased. On the other hand, R&D investment has a large impact on output in chemical, electronics, and machinery industries. Next, as a result of estimating the technological efficiency through the production function, when the total output is set as the output variable, the overall average of each sector is 0.8 or more, showing mostly high efficiency. However, when value-added was set, Japan had the highest level in most manufacturing sectors, while other countries were lower than the efficiency of the total output. Comparing the three countries of Korea, China and Japan, Japan showed the highest efficiency in most manufacturing sectors, and Korea was about half or one third of Japan and China was lower than Korea. However, in the food and electronics sectors, China is higher than Korea, indicating that China's production efficiency has greatly improved. As such, Korea is not able to narrow its gap with Japan relatively faster than China's rapid growth. Therefore, various policy supports are needed to promote technology development. In addition, in order to improve manufacturing productivity, it is necessary to shift to an economic structure that can raise technological efficiency as well as technology development.

The Characteristics and Significance of Wood Block Printed Daedongyeojijeondo (목판본 "대동여지전도(大東輿地全圖)"의 특징과 가치)

  • The production period of Daedongyeojijeondo is estimated from 1861 to 1866 in consideration of place names. Daedongyeojijeondo is elaborated enough that there are the latest data in, especially is better than Haejwajeondo that is a representative map in the 19th century in marking distance. Daedongyeojido is an official map for national defense and administration, on the other hand Daedongyeojijeondo is a popular map in which social and economical contents are included. The recognition of mountains and rivers based on organic view of the land is also represented in Daedongyeojijeondo, and the principle of the whole of mountains and rivers is well reflected. It is far better than modem maps in the expression of road system and distances, tidal area in rivers.

Forest Resources Statistics of the State of Virginia in USA (미국 버지니아 주 산림자원통계 고찰)

  • This study was carried out to compile year 2001 forest resource statistics for the State of Virginia. USA. Virginia has 15.8 million acres (6.4 million ha) of forested 1and, accounting for 62% of the landcover with non-industrial private forest landowners owning 77% of the forested area. Deciduous forests make up 78% of Virginia's forests. Total tree volume is 26.5 billion cubic ft, of which average volume per acre is $1.677ft^3/ac(117m^3/ha)$. The overall annual volume of roundwood output is $543\;million\;ft^3$. Tree growth exceeds removals by $271\;million\;ft^3$ each year for all species statewide. Average net forest land loss in Virginia is 20,000 acre (8,094 ha) per year. In 1999, the forest products industry contributed over $25.4 billion to Virginia's economy while providing over 248,000 jobs. Among forest industries logging contributes to the economy at over $863 million/yr; timber accounts for the greatest amount (28%) of the total market value of Virginia's agricultural crops. Revenue received from stumpage by landowners exceeded $345 million/yr. In their entirety. Virginia's forests provide over $30.5 billion in annual return. including $3 billion for recreation and $1.9 billion for carbon sequestation and pollution control.
