A Landscape Restoration and Maintenance Plan in the Seonwonjeon of the Deoksugung Palace (덕수궁 선원전(璿源殿)영역의 조경 복원정비 계획)

  • The Seonwonjeon(璿源殿) in the Deoksugung Palace was initially the ritual space for the royal family affiliated with the Gyeongungung Palace during the Korean Empire. It is currently, however, empty, as a landscape restoration and maintenance plan is established as a part of the restoration project for the Seonwonjeon area. The following results were obtained through the historical investigation of the original form and examination of similar cases. First, the original topography of the backside grove, which had been in the Seonwonjeon area, is 3.0-5.0m higher than the base of the building, and a terraced flower bed(花階) was installed on the border of the green to set off the difference in a scenic way. Second, the backside grove was composed with fruit trees to bear fruits used in rites and pine trees which symbolize the ritual space. Third, resting places were established at both ends of the site for the convenience of visitors without interrupting the atmosphere of the sacred ground. A trail was also created inside the backside grove along with minimum landscape elements, including functionally required items, such as the signboard, bench, tree guard, ramp, street lights, and landscaping lights. Fourth, the information on original planting in the palace and ritual space was extracted through historical materials, such as literatures, antique paintings, and photographs along with site surveys. Based on the information acquired, a planting plan was established for the courtyard, pedestrian road, resting places, terraced flower bed, pine grove, and fruit tree garden, which constitute the landscaping space of the Seonwonjeon area.

Geographical Structure of View Point in the Landscape Experience on Mountain in Yangsan City (경관체함이 발생하는 조망점의 지리구조에 관한 연구;양산시 소재 산지를 대상으로)

  • The purpose of this research is to find the visual characteristics and geographic structure in a landscape of mountains in Yangsan City. In order to carry out this study, 40 view points of 6 mountains in Yangsan City were selected to experience the mountainscape. The results are as follows. The mountainscape of Yangsan City was confirmed from the view point to the object of view as ranging in middle distance reverse, the angle of elevation 11${\sim}13^{\circ}$ which give the impression of confronted to the mountain, and the horizontal angle 50${\sim}90^{\circ}$ which gives the impression of vastness. This shows that mountainscapes are perceived impressively when seeing the mountain with the meaning to feel the texture of the mountain as a confrontational relationship rather than a pictorial relationship. The geographic structure of the view point which occurs in scenes of impressive experience is classified into eight types and its characteristics are investigated. The first type is corridor, and it emerges in a long narrow linear structure made from the surrounding environment with buildings or street trees. The second is tunnel in which a vision and light hidden while passing underneath a bridge, high-level road, or inside a tunnel can be seen. Third, the maze is formed by the mountain shape. The hill spur emerges when the direction of traffic changes after turning the coner of a building or mountain edge. The hill ground emerges at the top of a hill slope. Next, parallel emerges when the observer and the mountain are in the same direction of process. Confrontation occurs when confronting an isolated mountain. Finally, the view point emerges when passing through major points such as a bridge or square and the boundary of a village or city. This research arranged visual conditions that create impressive mountainscapes. Geographic characteristics in terms of Types that make possible to experience mountainscapes were described. The results of this research will be basic data collected for the management and preservation of mountainscapes and for landscape effect evaluation. Furthermore, this research suggests theoretical evidence to preserve and manage geographic structures that create view experiences as well as to preserve the landscape in terms of view points.

  • 국가하천의 주변지역을 체계적이고 계획적으로 조성 이용하여 난개발을 방지하고 지속가능한 발전을 도모하며, 그에 따른 이익을 하천의 정비 및 관리 등에 활용함으로써 공공복리의 증진에 기여함을 목적으로 하는 친수구역활용에 관한 특별법이 곧 시행될 예정이다. 친수는 단순히 하천 보전과 상대되는 수변이용의 측면이 아니라 하천의 경관, 생태계, 물 등 전체적인 하천공간에서 이루어지는 인간의 활동과 심리적 만족감으로 해석할 수 있다. 이러한 친수활동 유형을 정립하기 위하여 전문가 및 실무자들의 도움으로 설문지를 작성하고, 조사하였다. 또한 평가 항목간의 중요도를 합리적으로 부여하고자 전문가 집단 활용을 통한 다기준의사결정 기법 중 계층분석과정 AHP(Analytic Hierarchy Process)와 이의 일반적인 형태인 ANP(Analytic Network Process) 기법을 이용하여 비교 분석하여 보았다. AHP는 의사결정의 목표 또는 평가기준이 다수이며 복합적인 경우, 다수의 속성들을 계층적으로 분류하여 각 속성의 중요도를 파악함으로써 최적 대안을 선정하는 기법으로 다수의 목표, 다수의 평가기준, 다수의 의사결정주체가 포함되어 있는 의사결정 문제를 계층화하여 해결한다. 그러나 의사결정 문제는 대부분 요소들 간의 수평적 상호작용과 수직종속성이 존재하기 때문에 단순히 계층적 구조만으로는 설명할 수 없는 경우가 있다. ANP는 AHP 분석을 확장한 개념으로 평가 요소가 계층구조를 가지고 있으면서 각 평가 요소간 네트워크 구조를 가지는 경우에 해당한다. 즉, 시스템 분석, 통합 및 조정을 위한 방법으로 요소들 간의 비선형 관계를 모델화하는 복잡한 의사결정에 적용이 가능하다. ANP는 AHP의 기본 공리인 독립성이 유지되지 않을 때도 적용할 수 있는 의사결정 방법이기 때문이다. AHP와 ANP 분석을 위해 평가기준은 하천특성, 생태환경특성, 인문환경특성, 경관, 유지관리 등으로 분류하였으며, 세부평가항목은 하천의 물리 생태학적 특성, 개발여건과 관련된 특성, 경관의 이용가치, 유지관리 용이성 등 20여 개로 나누었다. AHP와 ANP를 이용하여 친수공간 이용지수 가중치를 산정한 결과, 두 기법은 큰 차이를 보이지 않았다. 그러나 ANP를 이용하여 가중치를 결정하는 방법은 최종 결정의 공정성이나 신뢰성을 확보하는데 기여를 하는 것으로 나타났다.

A Study on the Characteristics of Historical Landscape Management Plans for Zhoucun Ancient Mall in Zibo City, Shandong Province, China (중국 산동성 쯔보시 주촌고상성 역사경관관리계획의 특성)

  • China government recently tries to preserve not only the famous national historic-culture cities, but also the small and medium-sized cities due to the damages and destruction of the cities by the rapid economic development, urban expansion and the development of tourism industry. Hence, this study chose 'Zhoucun ancient mall' which is one of the hotness of cultural heritage located in a mid-sized city named 'Zhoucun district Zibo city Shandong province' that has continuously cared historical landscapes by the protective policy regarding the city as a historic-culture resource from '80s, and considered the character of the city's development process on how the historical landscapes were well protected. In fact, the protection policy in Zhoucun ancient mall had been started in early '80s, however, the viable plan was established in 2001 entitled 'Historical block protection planning of Zhoucun Da street'. And then, 'Regulatory plan for the ancient mall site of Zhoucun Da street' established in 2008 has expanded the area of the blocks for protection. However, this plan organized area only block-by-block so that the small blocks couldn't have the unity when expanded. Later in 2015, 'Regulation Organization Plan' hastried to expanded the protect-area to solve the unity problem. As a result of the study, the historical landscape management plan of Zhoucun in Zibo city has been systematically changed in 2001 after. In other words, this 2001's plans established buffer zones for the maintenance of protected areas and the surrounding environment. And then the detailed regulatory plan for 2008 led to a concrete urban management plan. After that, in 2015, it was found that the expansion plan to protect and manage the whole area of Zhoucun disrict is to manage the landscape of the surrounding area including the historical landscape of 'Zhoucun ancient mall'.

헤이안쿄[平安京]의 변용과 중세 초기 정권도시

  • 본고는 중세도시연구의 관점에서 도성 헤이안쿄(平安京)가 중세 교토(京都)로 변화하는 계기와 그 의미, 그것이 새로운 무가(武家) 정권도시(政權都市)에 어떤 영향을 미쳤는지에 대하여 논하였다. 율령제 마지막 도성인 헤이안쿄는 천황을 절대적 정점으로 한 중앙집권이 동심원구조로 구현된 '왕성(王城)의 땅'이었으나, 10세기 후반 이후 도성의 구심점이었던 내리(內裏)가 헤이안큐(平安宮) 밖으로 나오는 등의 변화가 시작되었고, 도성의 이념과 틀이 급속하게 해체 변용되었다. 또 고대왕권을 대신하여 새로운 형태로 왕권과 여러 권력을 담당한 원(院)과 롱관가(瀧關家), 대두하는 무가권력 등이 그 본거지에 권력의 개성과 시대성을 반영한 새로운 경관과 공간원리를 생성하였다. 그것은 다음과 같은 공통점을 갖는다. (1) 큰 정토정원을 갖는 御堂(사찰)과 세트를 이룬 御所(천황의 거소). (2)황통(천황가 내의 계통)과 가족의 상징으로서 조상을 모신 분묘를 중심으로 한 도시형성. (3) 내리를 기점으로 남북으로 주축을 갖는 고대도성과 달리, 어당과 어소가 동서로 배열된 동서가로를 주축으로 한 도시계획. (4) 수도와 외부를 잇는 교통의 결절점에 입지하였고, 특히 하천변을 향해 적극적으로 확장된 도시. 일본 중세는 무가정권의 시대를 맞이하여 도고쿠(東國) 초기 무가정권의 본거지 히라이즈미(平泉)와 최초의 막부가 열린 가마쿠라(鎌倉)가 모델로 한 것은 '도성 헤이안큐'가 아니라 헤이안큐 수도 밖 신도시의 경관과 공간원리였다. 특히 히라이즈미와 가마쿠라 등이 가정기관(家政機關)과 조상의 묘를 중심으로 한 '가족 원리'에 따른 정권도시를 적극적으로 수용한 것은 단순한 도시의 모방이 아니라 주종관계를 축으로 의제적인 '집(家) 원리'로 권력이 형성된 무가에는 더욱 어울리는 논리이며, 또 고대와는 다른 새로운 시대의 논리였기 때문이다. 그 한편으로 무가의 대들보로서 무사들에 의해 추대된 초기 무가정권은 도시의 논리와 경관을 도입하였을 뿐 아니라 그들과 공통의 가치관을 표현하는 것도 중요한 요소였다. 그것이 최신의 도시를 모방한 어당과, 그것과는 대조적인 도고쿠 무가의 전통적인 어소의 병립이라는 종교공간과 정치 일상공간에서의 권위표상의 의식적인 분리에 의해 표현되었다. 히라이즈미와 가마쿠라에서는 유통, 상공업 등의 도시기능과 도시적인 경관이 정비되기까지 약 50년의 시간이 경과할 필요가 있었다. 12세기 일본의 무가정권은 스스로의 거점으로서 도시를 기획, 형성하는 의식과 실현하는 능력을 얼마나 가지고 있었는가 검토가 필요하다. 명확한 동아시아모델의 도성을 실현함으로써 왕권의 존재를 드러낸 고대 율령정권과의 차이점은 매우 크다. 이후 무가가 권력의 의도를 도시구조로서 명확하게 드러낸 것은 15세기 후반의 전국시대 다이묘(大名)의 죠카마치(城下町)로부터이다. 특히 16세기 후반부터 천하통일을 실현한 오다 노부나가, 도요토미 히데요시의 연합정권에서는 구체적인 성(城)과, 그 성을 중심으로 한 계층성을 명시한 죠카마치의 공간설계가 있었다. 여기서는 다시금 '도시의 경관'이 명확한 권력의 상징으로서 기능하게 된 것이다.

A Study on Structural Maintenance of 'Old Wall' Designated as National Registered Cultural Heritage (국가등록문화재로 지정된 옛 담장의 정비 양상)

  • This study identified the materials and construction methods of 'Old Wall' in 13 villages which were designated as National Registered Cultural Heritage at the time of designation and examined the their structural changes based on field survey. The results are as follows: First, the 'Old Wall' consisted of 10 Soil-Stone Wall and 5 Stone Wall. At the time of designation, Stone Wall, which was built irregularly by dry-construction of natural stones, is similar in shape, but Soil-Stone Wall showed difference by the construction method of making used stones, joints, and faces. Second, the study extracted the changes of 'Old Wall' by repair and examined the changes of construction methods as well as the substitution and addition of materials of structure. The wall-roof was built with cement roof-tile and asbestos slate which have the advantage improve durability and cost-effectiveness. In addition, tile-mouth soil was added to korean traditional roof-tile to prevent rainwater from flowing in. Besides, to improve constructional convenience, the natural stone of the wall-body was replaced with blast stone, float stone and cut stone. Cement block, cement brick and cement mortar were frequently used to repair as well. As Soil-Stone Wall was transformed from irregular pattern-construction to comb pattern-construction and wet-construction was changed to dry-construction, it caused landscape and structural problems. Also, the layer of cement mortar applied to wall-foundation blocked the flow of rainwater that was induced by dry-construction of natural stones. Third, the study regarded that the problem with the repair of 'Old Wall' may occur as it is located in living space, because the owner of the wall could repair for the minor damages without technical knowledge. In addition, it is difficult for repair companies in charge of maintenance of Cultural Heritage to supply local materials, and it is differential construction specifications are not applied.

Perspectives on the Landscape Ecological Function of Dangsan Forests and Rural Community Forests as a Stream Landscape (하천경관으로서 당산숲.마을숲의 경관생태학적 기능 고찰)

  • Dangsan forests and Rural Community Forests(RCF) have been historical assets for the rural communities of more than 40,000 in Korea and they have provided an identity through the cultural heritage. The Dangsan forests and the RCF are parts of a unique cultural landscape in the rural areas as components of stream landscape. In many cases, the Dangsan forests and the RCF are located close to stream corridors. The objective of this study was to understand the function of the Dangsan forests and the RCF on stream water quality and to evaluate its ecological landscape values. Through the consideration of international concensus and domestic government policy for close-to-nature stream, we could find out that Dangsan forests and RCF's have close relationship with the close-to-nature streams. The water quality of the streams close to the Dangsan forests and the RCF are maintained with local culture. It is also compared to the streams located where Dangsan forests and the RCF are absent. Eight study sites were selected. Water samples were collected at three different locations at each study site. Water samples were analyzed for temperature, pH, total P, total N, dissolved oxygen, EC, BOD, COD and SS. Aquatic invertebrates were observed as water quality indicator species. The results showed that the number of aquatic invertebrate species, GPI, DO, EC, BOD, and SS were significantly improved in stream water due to the presence of the Dangsan forests and the RCF. The role of Dangsan forests and the RCF was evident in the conservation of stream landscape and rural culture as well as in maintaining stream water quality. The management schemes of the streams with Dangsan forests and the RCF's are also suggested.

A Preservation of Traditional Landscape through Co-Prosperity in Local Communities - In Case of "Terraced Paddy Fields of Gacheon Village, Namhae", Scenic Site - (지역공동체 상생을 통한 전통경관 보전방안 - 명승 남해 가천마을 다랑이 논을 사례로 -)

  • The purpose of this study is to preserve the sustainable traditional landscape of the "Terraced Paddy Fields of Gacheon Village, Namhae". To this end, the changes in the traditional landscape and its factors were analyzed, and a conservation plan was sought to coexist with local communities. The results are as follows; First, the traditional scenery of "Terraced Paddy Fields of Gacheon Village, Namhae" is characterized by stonework built on a steep topography to secure cultivated land and narrow rice fields. To this end, local communities have maintained the traditional landscape through their long-established traditional knowledge, but after the designation of cultural heritage, the unique landscape of the "Terraced Paddy Fields of Gacheon Village, Namhae" changed as standardized stone construction methods were applied. Recently, the Cultural Heritage Administration recognized these problems and returned to the direct repair system of local communities, so cultivated land is regaining the scenery of the past. Second, the factors that changed the traditional landscape of the "Terraced Paddy Fields of Gacheon Village, Namhae" were largely found to be a decrease in voluntary conservation consciousness, a limited management range of preservation society, a decrease in agricultural population, and a lack of skilled traditional skills. After the designation of cultural heritage, expectations for policy support by the state or local governments accelerated the damage as existing farmland was neglected, and the lack of agricultural population also resulted in the same result. The preservation society is making efforts to preserve it, but the phenomenon of excessive and insufficient management personnel is intensifying. Conflicts between residents due to profit polarization have spread to the problem of escalating. In addition, there are concerns about the loss of traditional knowledge such as step farming technology and stone construction functions. Third, to suggest a win-win plan with local communities for preserving the traditional landscape, it is necessary to seek the ways to expand farming participants and generate profits through the placement of professional careers and public-private linkage system. In addition, it is desirable to improve the profit distribution system through the preservation society to strengthen the management authority and induce participation. And a support system is required for education on the transmission of terraced farming technology and stone construction functions.

A Methodological Consideration of Landscape Control Planning in Rural Settlement Area. (농촌정주생활권에 있어서 경관정비계획방법에 관한 시론)

  • In recent year, construction of national infrastructure, variations of agricultural environment, urbanization of rural life-style, and other things have influenced on rural area. Therefore, its landscapes have been changed rapidly. As a result of it, rural landscape should be controlled with amenity and totality. That is a rural amenity control planning. The purposes of this study is to consider characters of rural settlement area, the directions of landscape control planning as an environmental planning, the structure of rural landscape, the process of rural landscape control planning, and its frameworks. Main viewpoints of landscape control planning in rural settlement are as follows; the using of regional resources, the harmony of surrounding environments, the harmony of natural ecology, locating of facilities, the development of new landscape material, maintenance of sequencing, symbolizing, unificating, and opening, the using of natural/regional materials, the using of waterfront, the making of stories.

  • Fishing villages have rich potential on account of serving as a base of fishing activities with various maritime ecosystem, culture and maritime resources as well. The object of the study is ports located in Gijang, Busan and it presents the overall development direction in ports within this area. Through systematic and well-planned developing small-sized ports, this research analyzes regional economic implications by improving settlement conditions for fishing villagers scattered around this area taking the ports' natural traits into consideration. The research correlates regional input output analysis by fishing port arrangement project with connection between inter-industries and inter-regions according to the model of input-output analysis and attempts to systematically analyze regional economic structure with the economic implication divided into production, employment and income, influenced upon by the change of political exogenous variable.
