It is generally accepted that cultural capital is constructed through cultural environments that facilitate the cultural activities of individuals. Although public libraries foster the cultural environment and support various cultural activities, there is controversy about whether public libraries still affect the formation of cultural capital in the current evolved cultural environment. This research empirically verified the roles of public libraries in the formation of cultural capital by conducting a survey targeting public library users. As a result, public libraries as cultural institutions play an important role in providing opportunities to access and utilize cultural resources and to experience various cultural activities, which are connected to the formation of different types of cultural capital. In addition, public libraries function to close the cultural divide and social disparities by providing equal opportunities to construct cultural capital for community members.

Our society is evolving into an aging society. The purpose of this study is to investigate how digital informatization capacity of elderly people, one of the so - called information - neglected people, affects social activities. To this end, we analyzed the relationship between digital informatization level and social activity satisfaction level of old elderly people based on the results of the digital information gap survey in 2017. As a result, it was found that there was a positive relationship between digital access and satisfaction level of social activities, such as whether elderly people have wired / wireless information devices and internet accessibility. Second, it was found that digital information capacity level such as PC usage ability and mobile digital device utilization ability had a positive (+) relationship with only social activities. Third, the level of satisfaction with social activities increased as the level of digital information utilization increased, such as whether they were using wired and mobile Internet. This suggests that the government needs a policy to resolve various information gaps that can enhance the level of digital informatization of elderly people.

최근 e-러닝 산업 및 기술에서 큰 화두는 디지털 융합과 현상이라고 할 수 있으며, 이러한 융합화 시대를 향한 진화의 핵심적인 요구사항은 OSMU 이다. 현재까지 e-러닝 산업은 표준화 활동을 통해 디지털 융합화를 실현하고 있으며, 미국 ADL의 SCORM이 사실상의 표준으로 인식되고 있다. 하지만 기존 웹 기반의 e-러닝 환경은 학습을 할 때 컴퓨터에 의존함으로써 실질적인 디지털 격차를 극복하기에 한계가 있다. 이에 본 논문에서는 보다 실생활에 근접한 DiTV용 T-러닝 학습 환경에의 적용을 위하여 이미 작성된 SCORM 기반의 학습 콘텐츠 메타데이터를 DiTV용 TV-Anytime 메타데이터로 변환하여 상호운용성, 재사용성 및 고 이용성 등을 가능하게 하는 시스템의 설계를 제안하고자 한다. 이 시스템을 통하여 PC 에 익숙하지 못한 사람들을 DiTV 앞에서 더욱 편한 학습 기회를 제공할 수 있을 것이다.

IT(Information Technology) 기법을 전력계통 해석에 적용하는 것은 필수요건이 되었다. 그러나 IT 기술의 발 빠른 진화에 따른 전력기술자들의 기술력 적용은 쉽지 않다. 이와 같은 기술력 격차를 보완하기 위해서는 전력계통 해석기술과 IT 기술을 융합하는 방안이 필요하다. 본 연구에서는 IT 기술을 최대한 활용하여 전력기술 개발에 사용할 수 있는 방안을 전력계통해석의 근간이 되는 전력조류 문제에 적용하여 그 가능성을 검토하였다. 그 결과 전력계통 해석을 IT 플랫폼 기반에서 쉽게 구현할 수 있었다. 이 결과를 바탕으로 IT 기술에 대해 별반 전문 지식이 없는 전력계통 기술자도 쉽게 IT 기술을 활용할 수 있을 뿐 아니라, 유지 보수 문제도 쉽게 해결될 수 있다.

A rapidly increasing demand of voice and data through mobile telecommunication service and the development of technologies related with the service are sufficiently said to make the service become an indispensible communicating means, not just selective one. However, in the other side of the generalizing of mobile telecommunication service, there is said to be a worsening situation of unbalanced benefits due to the problem of information difference between the non. The more advanced mobile telecommunication service proceeds, the more deepens the problem, and it is generally known that the problem cannot be solved by the ability of free market itself as seen in the wired telecommunication market. Therefore, we need to set up a systematic policy of mobile telecommunication service for solving this problem, and also think over whether to include the service within the range of universal service. In this study, we examine the required factors for including the service within the range of universal service, and analyze the validity of the including in the view point of institutional aspects.

본 논문은 만성질환 환자를 위한 인체 삽입형 시스템을 구현하기 위해서 의료용 통신 기술을 사용한 생체신호의 송수신 및 제어가 가능하며, 무선전력전송 기술을 통해 반영구적 사용을 가능하게 하는 IT융합형 인체 삽압형 시스템 플랫폼 원천기술을 개발하고 생리기능(혈당, 혈압, 심장박동 등) 감시가 가능한 이식형 융복합 시스템 기술에 관하여 분석하였다. 인체삽입형 생리기능 자동감시 시스템은 사후진단 및 치료에서 능동적인 조기진단과 예방으로 진화하고 있으며 신기술 및 융합 기술이 의료기기의 응용 범위를 더욱 확대하는 방향으로 가고 있다. 미국/유럽 등 선진국이 대부분의 시장을 차지하고 있으므로 국내개발 성공시 수입대체 효과뿐만 아니라 기술적 격차 극복을 통한 세계 시장 진출도 가능하다. 이 분야는 세계적 경쟁력을 가진 국내 IT 산업과의 강한 시너지를 통하여 복합 기술형 첨단 의료기기의 기술경쟁력을 제고하고, 진입장벽이 높은 미래 첨단산업 시장 진출에 의한 국가전략산업 육성에 기여할 수 있을 것으로 기대된다.

사회 전반의 혁신을 이끌어 온 정보통신기술은 발전에 발전을 거듭해, 최근에는 그 패러다임이 '유비쿼터스 컴퓨팅 환경'으로 진화하고 있다. 이러한 시점에서 중앙정부 및 지방자치단체들은 한층 성숙된 대민서비스 제공을 목표로 유비쿼터스 컴퓨팅 환경 구축을 위한 정보화계획 수립에 박차를 가하고 있다. 그러나 현재 지방자치단체의 유비쿼터스 컴퓨팅 환경 구현을 위한 정보화계획들은 일관되고 균형 잡힌 프레임워크 위에서 수립된 것이 아니라, 단순히 유비쿼터스 컴퓨팅 기술의 활용만을 강조한 수준에 머무르고 있다. 특히, 각 지방자치단체별로 운영하고 있는 기존의 정보시스템과의 연계 문제 해결 및 정보화계획을 통해 새롭게 도출된 정보시스템 사업간의 기술수준격차에 대한 연계 방안 수립을 위한 구체적인 전략은 전무하다. 본 연구에서는 다양한 선행연구들을 분석해 기술수준의 단계를 유선, 모바일, 유비쿼터스 등 3단계로 설정하고, 이러한 기술수준차이를 발생시키는 문제를 보다 구체적으로 살펴보기 위해 대민서비스 향상을 위한 정보화계획과 이에 기반이 되는 행정업무 효율성 증대를 위한 정보화계획으로 구분함으로써 분석치 효과를 높이고자 하였다. 또한, 도출된 분석모형을 바탕으로 국내 5개 지방자치단체에서 수립된 정보화계획 사례를 통해 지방자치단체의 정보화계획 현황을 분석하고 시사점을 도출하였다.

This essay traces the origin and the social function of medieval knights in Edwin Austin Abbey's murals ${\ll}$The Quest of the Holy Grail${\gg}$ in the Boston Public Library. Medieval knights in the Arthurian legend appeared in American novels at the end of 1850s and in political cartoons in the 1870s. They are featured in American Renaissance murals as well. ${\ll}$The Quest of the Holy Grail${\gg}$ painted in 1895 was the first of its kind. In Britain, the Pre-Raphaelites frequently painted medieval knights. Abbey fused the visual idiom of the Pre-Raphaelites and that of the Royal Academy of Arts in his depiction of knights. Unlike the Pre-Raphaelites, who usually focused on knights' activities, he emphasized their virtue. His representation of knights reflect the social and economic crises in America in the 1890s. After the Civil War, American society enjoyed economic prosperity but suffered from government corruption, economic inequality, and class conflict. Serious social problems such as poverty and inequality decayed American society. Writers and artists brought attention to these issues. This essay argues that Abbey criticized capitalists and expressed his hope for progress through the figure of Galahad as the iconic representation of civic virtue in ${\ll}$The Quest of the Holy Grail${\gg}$. Installed in the Boston Public Library, Abbey's murals performed a public function to warn the viewers of economic and social chaos resulting from government corruption. Abbey's American knights not only emphasized moral responsibility but also promoted patriotism. The artist refashioned medieval knights into American citizens, whose civic virtue became essential to an ideal leader in American society.

Mukbang, which appeared through the new media platform in the early 2000s, reflected the life of the young generation who had to eat alone in the face of deteriorating socio-economic conditions. Many young people were able to watch Mukbang together, and gain comfort by establishing a virtual community of everyday life with those who suffered similar difficulties. Since then, Mukbang has evolved into various forms, reflecting the society and also accommodating the needs of viewers, and now it has become a global phenomenon, not just in Korea. Early research focuses on the phenomenon as a bizarre side that appears in the early stages rather than the growth and change of Mukbang, and deals with it in a limited way. This article critically examines these limitations, and examines how the growth and development of Mukbang interacted with the social change process, and how the uniqueness of Mukbang could emerge in the characteristics of the new media. Through this, we will be able to look at the context of the growth of Mukbang as a global phenomenon and the impact on the legacy media.

Accurate inference of parameters of a stochastic rainfall generation model is essential to improve the applicability of the rainfall generation model which modeled the rainfall process and the structure of rainfall events. In this study, the model parameters of a stochastic rainfall generation model, NSRPM (Neyman-Scott rectangular pulse model), were estimated using DFP (Davidon-Fletcher-Powell), GA (genetic algorithm), Nelder-Mead, and DE (differential evolution) methods. Summer season hourly rainfall data of 20 rainfall observation sites within the Nakdong river basin from 1973 to 2017 were used to estimate parameters and the regional applicability of inference methods were analyzed. Overall results demonstrated that DE and Nelder-Mead methods generate better results than that of DFP and GA methods.
