Are There Any Solutions for the Cybersecurity Education Gap in the Public Sector? (공공부문의 사이버보안 교육격차 해소를 위한 탐색적 연구)

  • South Korea has been guaranteed the efficiency and the convenience of administrative work based on long-term experience and well-established ICT infrastructure. Vice versa, South Korea is always exposed to various scale cyber-attacks. It is an important element of national competitiveness to secure cybersecurity resilience and response in the public sector. For this, the well-trained cybersecurity professionals' retention and support for their capacity development through retraining are critical. As the Special Act on Balanced National Development, most public agencies moved to provincial areas, but the provincial areas are not ready for this, thus the workforce can't get enough retaining courses. We study to analyze whether there is a gap in cybersecurity educational opportunities or needs in the public sector depending on regions, institution type, and personal traits. This paper aims to suggest solutions for the cybersecurity education gap in the public sector based on the empirical analysis results.

A Study of the Determinants of Digital Capacity and Digital Utilization among Older People (고령층 디지털 정보 역량과 디지털 정보 활용 영향요인에 관한 연구)

  • This study attempts to examine determinants of both digital capacity and digital utilization among older people by using the seemingly unrelated regression. Using '2019 Survey of Digital divide', the study has the following results: first, perceived usefulness, self-efficacy and confidence have significant relationship with digital capacity; second, not only self-efficacy and confidence but also digital support has significant relationship with digital utilization. By examining the common factors and differential factors which explain digital capacity and digital utilization, it contributes to broadening and deepening knowledge on digital divide and building effective strategies for overcoming digital divide among older people in Korea.

Roles of Public Libraries in Closing Disparities of Cultural Capital (문화자본 격차 해소를 위한 공공도서관의 역할)

  • It is generally accepted that cultural capital is constructed through cultural environments that facilitate the cultural activities of individuals. Although public libraries foster the cultural environment and support various cultural activities, there is controversy about whether public libraries still affect the formation of cultural capital in the current evolved cultural environment. This research empirically verified the roles of public libraries in the formation of cultural capital by conducting a survey targeting public library users. As a result, public libraries as cultural institutions play an important role in providing opportunities to access and utilize cultural resources and to experience various cultural activities, which are connected to the formation of different types of cultural capital. In addition, public libraries function to close the cultural divide and social disparities by providing equal opportunities to construct cultural capital for community members.

A Study on Digital Divide Influence Factors of the Elderly: Comparison between Baby Boomer and Elderly (장·노년층의 디지털 정보격차 영향요인: 베이비붐 세대와 노인세대의 비교를 중심으로)

  • The purpose of this study is to examine factors influencing the digital divide between the baby boomer and elderly generation. Under this relationship, we investigated the age, education, family type, income, using attitude, using motivation, using outcome, cognition of intelligence information society, anxiety of intelligence information society, life satisfaction, social support. Research data were Using the data of 2017 Digital Divide Survey conducted by the National Information Society Agency(NIA), The final sample were 2300 who fully responded. As a result of factor, age, education, using attitude, using object, cognition of intelligence information society, life satisfaction significantly effected directly in baby boomer. Also, family types, cognition of information intelligence society, life satisfaction in elderly. Based on the results of this study, the implications and future studies of the baby boomer and elderly are suggested.

An Analysis of Sub-factors of Digital Media Literacy Divide: Focusing on the effects of generation and economic status (디지털 미디어 리터러시 격차의 세부요인 분석 - 세대와 경제수준을 중심으로)

  • This study aims to analyze the current state and causes of digital media literacy divide according to its sub-factors. The effects of the generation and the economic status, among other variables, have been explored using empirical data from a large-scale survey of 2,171 media users including children, adolescents, adults and the elderly. The results showed that the effects of generation and economic status varied according to 8 components of digital media literacy. The economic status of media users has also been found to influence the divide among adults group and through the interaction effect with the generation factor. Policy suggestions for the solution of digital media literacy divide were discussed in conclusion.

A Study on the Digital Divide and Life Satisfaction : Focusing on Generation, SES, and an Urban-rural Comparison (디지털 격차와 삶의 대한 만족도에 관한 연구 : 세대별, 사회경제적지위, 도시-농촌 간 비교를 중심으로)

  • This study explores how the digital divide caused by personal SES(Socio-Economic Status) eventually affect personal life satisfaction. The study also investigates the differences between living in urban and rural areas, as well as the differences among generations, with respect to the digital divide and personal life satisfaction. Based on the Korean Media Panel data produced by KISDI, this study used 9,647 national samples to obtain variables such as digital divide, and life satisfaction. Results show that personal SES is a key factor that significantly influences digital divide and life satisfaction in various degrees. Also, the study finds that the degree of the digital divide have an effect on people's life satisfaction. The findings imply that people living in urban areas are more highly used to digital media than those in rural areas regardless of their SES. The study has an implication, in terms of digital equity among generations as well as urban and rural residents.

An Analysis on the Mobile-based Information Behavior of the Older Adults with Comparison of the College Students (대학생층과 비교를 통한 고령층의 모바일기반 정보행위 분석)

  • The purpose of this study is to discover the mobile-based information behaviors of the older adults with comparison of the college students and then to provide some fundamental ideas of the bridging digital devide for them. For this aims, data were collected from seniors and college students living in Daegu and Kyung-buk province via a self-designed questionnaire, and the data of 375 seniors and 323 college students were analysed with $x^2$ and t-test using SPSS. It revealed that the economic condition did not influence in the possession of mobile devices, and for leisure was most favorite activity in both groups. However, the college student group suggested the supply of free or low price mobile device; whereas the older adults group suggested the spread of education of mobile device usage would be the most important matter for bridging the digital devide. Various results of the study were presented with tables and figures in this paper.

A Study on the Educational Gap between Regions according to the Manpower Allocation under the 「School Library Promotion Act」 (「학교도서관진흥법」 규정 인력 배치에 따른 지역 간 교육격차에 관한 연구)

  • The purpose of this study is to trigger a discussion on the educational gap between regions in school library resources. To this end, differences and correlations between other resources invested in the school library and output results were analyzed according to manpower allocation. There was a positive correlation between the number of books, the budget, the number of seats, the number of borrowed materials, and the number of students. It was analyzed that manpower allocation had a negative correlation with the number of subjects in which the ratio of students, the lowest grade in the achievement evaluation, was more than 1/2. As a result of examining the staffing according to the 「School Library Promotion Act」 by regional characteristics, it was found that the allocation rate was statistically significantly higher in the order of metropolitan area, and provincial unit. Depending on the regional characteristics, there were differences in net asset per household as well as differences in school library manpower assignment rates. In contrast, the large cities with relatively affluent school library manpower assignment rates were found to be higher. Therefore, based on the survey contents of this study, it was emphasized that the manpower stipulated in the 「School Library Promotion Act」 should be deployed as soon as possible even in relatively poor areas to bridge the educational gap between regions.

Eliciting Curiosity from Indifference: Action Research of an Elementary Science Teacher Educator Aimed at Stimulating Preservice Elementary School Teachers' Curiosity and Interest Physics (무관심에서 호기심으로 -초등예비교사의 물리에 대한 호기심과 흥미 향상을 위한 초등과학 교사교육자의 실행연구-)

  • This study is an action research aimed at improving the instruction of a teacher educator who teaches science teaching methods to elementary preservice teachers. After identifying the cause of their low levels of curiosity and interest in physics, teaching plans addressing this problem were explored, applied to classes, and reflected upon. Through this process, ways to improve teaching practice in science classes for elementary preservice teachers and pique their scientific curiosity and interest were proposed. A spiral implementation structure that repeats implementation and reflection a total of three times was designed for the prospective preservice teachers who participated in elementary science textbook research physics classes. Self-reports, student participation data, and results from both peer and self-evaluations were collected and analyzed. The reasons for the preservice teachers' low levels of curiosity and interest in science were identified as their inability to recognize and express information gaps and their low levels of willingness to resolve this. Practice expressing information gaps, raising the level of knowledge to be able to recognize information gaps, and a strategy to have the will to resolve information gaps were introduced into the class. To the extent that changes can be made by improving unit classes, elementary preservice teachers can express their curiosity and interest in science through this process.

Current status of digital information gap for women with disabilities from a gender-conscious perspective and ways to support informatization education based on empowerment (성인지적 관점의 지역사회 여성장애인 디지털정보격차 현황과 역량강화기반 정보화교육 지원 방안)

  • This study examined community-centered informatization education support measures for empowerment of women with disabilities based on gender perspective.First, the 'Digital Information Gap Survey' conducted by the Ministry of Science and ICT used the 2018 'Digital Information Gap Survey' to find out the current status of the digital information gap between male and female handicapped people. The law on information education support for women with disabilities is presented.Lastly, based on the current status of informatization education support available to women with disabilities, centered on local communities, such as establishing a comprehensive women's disability support center, visiting education considering disability types, developing and supporting customized informatization education considering learning ability, and discovering community resources related to informatization. In this paper, we propose a plan to support informatization education for women with disabilities based on capacity building.
