Globalization and Regional Growth Gaps: A Korean Case (세계화와 한국의 지역간 성장격차)

  • This paper analyzes the effects of globalization on growth gaps between regions. Using openness and FDI as measures of globalzation in Korean 16 broad autonomous territories the study estimates the effects of the variables on growth gaps between regions. Estimation results show that FDI is significant in explaining the regional gaps while openness is not. The results of the study reveal that attracting FDI to weaker regions, especially the investment in New Industries, is inevitable to resolve growth gaps and for balanced growth among regions. Also, policy makers should use FDI as an important tool for correcting regional gaps as well as the vehicles for regional development.

Analysis of 'Digital Divide' Research Trends in Library and Information Science (문헌정보학 분야 정보격차 연구동향 분석)

  • This study aimed to analyze research trends of 'digital divide' in Library and Information Science. To this end, we coded research subjects with 11 subcategories, and research objectives with 4 subcategories, and research methods with 4 subcategories, and constructed keyword networks to which a pathfinder algorithm was applied. As a result of the analysis, 79.5% of studies are on the disabled, multicultural families, and the elderly among information vulnerable groups, and it was found to be concentrated in specific groups. In addition, digital divide related studies have been actively conducted for the purpose of resolving information vulnerabilities such as people with disabilities. We also found that these studies focused on verifying the effectiveness by designing and applying treatments such as informatization education, information utilization, and reading programs. Lastly, the most frequently used research method in the digital divide was found to use case studies or questionnaires simultaneously with literature research.

Designing Practical Strategies Implementing Informatization in North Korea Region for Unification Era: The Resolution of Information Devide Approach (통일시대 북한지역의 정보화 추진 실행 전략 설계: 정보격차해소 관점으로)

  • Obviously, "informatization" is one of the most effective means for improving national competitiveness. In particular, South Korea is a representative successful case implementing informatization in the world. On the contrary, North Kora does not because of serious information devide matter. Given the assumption that information devide is caused by three aspects: the access to information devices or database(information accessibility); the ability to utilize information resources(information mobilization); and the ability to differentiate the quality of information(information consciousness). Based upon three aspects of information devide, we design practical strategies to implement informatization for North Korea region. The purpose of this study is to investigate how to successfully build in informatization of North Korea region for unification era. Drawing on the analysis of successful cases of South Korea, we suggest the valuable guidelines and directions toward success of building informatization of North Korea region. Therefore, this study provides government with specific and practical success strategies for unification era.

  • The ability to use ICT is now a prerequisite for living in the information age, and digital literacy, which can access and utilize various digital information such as online banking, shopping, news, and health care, is more important. It is increasing. Accordingly, the social inequality, or digital divide, related to accessing and accepting digital information and knowledge is also an important social issue. In particular, the digital divide by age is becoming a major issue, not only in terms of resolving social imbalances but also in resolving the structural problems of the economy in addition to the survival of the elderly. This study aims to find ways to resolve the digital gap of the elderly in terms of socioemotional selectivity theory and suggests the reasons for the elderly's less access to digital information acquisition and the implications for the solution.

  • Though the latest ICT technology is expected to serve as a bridgehead for future industrial development as the core of the 4th Industrial Revolution, the gap in ICT technology is still directly connected to the disparity in wealth and it is widening. Training to foster female ICT capabilities in developing countries is an opportunity to foster quality workforce for national development and a means to close the technology gap. The study aims to investigate the status of infrastructure and ICT education at UHP University in Indonesia, as a preparation for educating students in developing countries with ICT skills. Based on this survey, we develop appropriate ICT education contents for female students and provide necessary policies for ongoing education. We will seek ways to improve efficiency in education by comparing and analyzing the results of the previous research, Life University survey.

The Study on the Policies far Public Library Services to Older Persons (공공 도서관의 노인 서비스 정책에 관한 연구)

  • UN has decided to observe the year 1999 as the International Year of Older Persons (IYOP). Since that year, older persons should have equal access to information in order to function effectively in an information society for all. Public library should be a important access point for older persons, and above all, be a leading ole to bridge digital devide in the regional community. There are, however, few policies or guidelines for public library services to older persons in Korea. This is a time fur developing these ones at the national level. In this study, the draft for public library services to older persons is suggested.

산업용 축냉시스템의 전력부하평준화 효과분석 기술

  • 축열시스템(Thermal Storage System)이란 열에너지의 공급과 수요 사이에 있을 수 있는 시간적. 공간적 그리고 양적. 질적 부하 격차를 해소함으로써 에너지 이용효율을 향상시키는 시스템이다. 특히 축냉시스템은 심야전력을 이용해서 생산된 냉열을 저장하였다가 주간의 건물 냉방부하에 이용하는 시스템으로 계절간, 일간 전력부하 격차를 해소하는 중요한 매개체로 활용된다. 하지만 국내 축냉식 심야전력기기는 건물 냉방용으로만 적용대상이 한정되어 있어 보급에 한계가 있으며, 활용기간도 짧아 국가적으로도 자원 낭비적인 요소가 있다. 따라서 하절기 주간 전력부하의 평준화 효과를 확대하기 위해서는 활용기간이 길며, 적용범위가 광범위한 산업(상업 또 농수축산업 포함)용 냉장$\cdot$냉동 시스템에 축냉시스템 적용을 확대할 필요가 제기되고 있다. 이에 국내 산업용 축냉시스템 적용의 타당성 및 전력부하 평준화효과 분석기술 개발현황 및 방향을 소개하고자 한다.

Discussions on Mechanisms, Features and Implications of the Digital Divide in Old Age (노년기 정보격차의 메카니즘, 특징 및 시사점에 관하여)

  • The digital divide has become an important social issue in the two waves of informatization and aging society. This study is to comprehensively examine various theoretical approaches and discussions on the mechanisms of the digital divide and to synthetically understand the features of the digital divide in old age. This study examines 1) four theoretical approaches on the mechanisms of digital divide among people in general, 2) three theoretical perspectives and six specific explanations on the digital divide in old age, and 3) five controversial features and concepts of the digital divide in old age. Consequently, this study suggests the need for a comprehensive approach to the multi-dimensional digital divide in old age and more attention to the digital divide in old age in terms of individual well-being and social inequalities. Further implications and limitations are discussed.

한국 학술연구의 양적 성장과 질적 성장 간의 괴리 탐색

  • 이 연구는 한국 학계가 그간 많은 성장을 일구어 왔음에도 질적 수준에 대해서 지속적인 비판을 받고 있는 현 상황에 의문을 갖고 연구를 시작하였다. 최근 연구의 질적 수준 제고를 위해 연구개발 성과평가 제도가 전면적인 변화를 겪고 있음에도 정작 한국 학술연구의 질적 수준 문제가 어떠한 양상으로 나타나고 있는지 과학적인 증거를 제시하고자 하는 노력은 지금까지 매우 미흡했다. 이에 이 연구에서는 한국 연구의 양적 성장과 질적 성장 간의 괴리가 어떠한 양상으로 나타나는지 가시적인 일면을 제시하기 위하여 한국 연구자가 포함된 모든 SCI 논문을 수집하고 이를 대학, 출연연, 기업, 해외기관, 기타 소속 저자로 구분하여 양적 추세와 피인용횟수 추세를 비교하고자 하였다. 분석결과 해외기관 소속 저자와 국내기관 소속 저자 간에 유의미한 수준의 피인용횟수 격차가 나타나고 있으며, 이러한 격차는 시간의 흐름에 따라 해소되지 않고 있는 것을 확인하였다. 또한 분야별로 격차가 다르게 나타나 생화학 분자생물학이나 신경과학 신경학 등의 분야에서 피인용횟수의 격차가 보다 높게 나타나고 있었다. 이러한 결과는 최근 한국 공공연구 영역에서 전면적으로 일어나고 있는 질적 평가체제로의 전환 움직임에 대해서 그 세부적인 설계와 차등 요건의 적절성에 대해 다시 한 번 생각해볼 수 있는 계기를 제공한다.

Digital Divide and Digital Literacy on the Perspective of Audience Welfare (디지털 격차와 디지털 리터러시: 수용자 복지 정책적 함의)

  • This study examines the digital divide, one of the main issues in digital media environment, in relation with the digital literacy on the perspective of audience welfare. The study explores the current state of audience welfare policy with regard to the issue of digital divide which can be seen as the dark side of this flourishing digital technology society. The barriers and enablers of the digital divide are discussed with the question of how these factors are related with the digital literacy competence of audience. It has been criticized that both the research efforts and the policy implementations on the digital divide had been set within the limitation of physical access to the digital equipment and technology. Recent studies suggested that the digital divide should be viewed in dynamic interaction of a variety of factors such as psychological dispositions, inner attitudes toward digital media, competence and ability of audiences as well as socio-economic status of individuals. Despite the recent inclusive discussion, however, the role of digital literacy in the digital divide remains unexplored. It should be noted that the question of access is not just to do with equipment, but with skills and knowledge that are required to use equipment. This notion suggests an important implication for the digital divide policy establishment. This study proposes a two-stage solution for reducing the digital divide, in which the first stage focuses on physical access and technology education and the second stage on the digital literacy education.
