As a regional development gap between Southwest and Southeast of Jeonnam Province are becoming more serious, it is highly time to come up with measures for the balanced development of the two areas. This paper suggests construction of the Airport and Port Supporting Complex in apparent efforts to reduce the gap between the two areas and facilitate the Southwest economy. The Supporting Complex aims to constitute a triangle industrial cluster which is classified into the following three categories; 1. Traditional competitive industries 2. New growth engine industries 3. Attraction of companies u-turning from abroad such as China etc. To provide one-stop service through set-up of R&D Business Center is the heart of this triangle core. This paper had LQ and Shift&Share Analysis in an attempt to search for competitive industries among the traditional industries in Mokpo-si(city) and Muan-gun(county) of Jeonnam Province. As a result of the analysis, metal manufacturing industry and metal-working process products industry have been found competitive in the two areas. Among the new growth engine industries, this paper suggests precision instruments industry and advanced parts industry for utmost strengths of airport and port while u-turning industries from abroad include higher value-added textile industry and fashion industry. It is expected that all of above-mentioned industries for the triangle industrial cluster will contribute to laying the groundwork to develop regional economy further and create more jobs in the Southwest area of Jeonnam Province.

This study attempted to identify the information gap about Internet of Things (IoT) devices and services in the era of digital transformation. To this end, we analyzed differences in perception of predicting future issues about IoT devices and services, and analyzed differences in the need for digital technology and help in life according to perceptions and experience of using IoT devices and services. Also, the level of education and demand for education were analyzed. A survey was conducted from February 15th to March 7th, 2021 for residents in Gwangju Metropolitan City and Jeollanam-do, and 232 respondents responded. Analysis was performed using SPSS 21.0, and all statistical values were presented as average values. The results of the study are as follows. First, the future issues of the intelligent information society according to the recognition of the intelligent information society, the help of life provided by artificial intelligence devices and services, and the need for intelligent information technology were presented. Second, the difference in Life help provided by artificial intelligence according to the recognition and use experience of artificial intelligence devices was presented. Third, the difference in life help provided by artificial intelligence according to the recognition and use experience of artificial intelligence service was presented. Fourth, the difference in necessity according to artificial intelligence technology recognition and use experience was presented. Fifth, the educational level and educational demand of the intelligent information society were investigated and presented. Through the results of this study, a suggestion for resolving the information gap in the era of digital transformation was suggested.

The purpose of this study was to understand the parents' perceptions of the distance learning provided to students with disabilities and to explore the demands for educational support. A survey was conducted on a total of 2,392 parents of school-age children with disabilities. The survey questions were largely divided into the learning support to prevent educational gap, support for behavioral and psychological difficulties, and care support for educational welfare. As a result of the study, it was found that face-to-face education in schools was the most important to prevent the educational gap between students with disabilities, and counseling on distance learning methods and strategies suitable for the characteristics of the disabled in connection with the Special Education Support Center was the most necessary. As a learning support method for distance learning for students with disabilities, there was a high demand for individual learning support through preparatory special education teachers, and it was necessary to secure enough learning aids and assistive technology devices to be used appropriately when needed. In addition, psychological counseling and educational support for students with disabilities were requested, and there were demands for development of care programs suitable for the characteristics of the disabled and assignment of dedicated personnel. Based on the results of this study, this study suggested implications for students with disabilities to bridge the learning gap and provide educational support due to distance learning.

The goal of this study is to explore and draw implicaitons from international and domestic media and information literacy (MIL) policies and educational systems. To this end, international policy documents issued by UNESCO, IFLA, OECD, and the EU as well as domestic South Korean laws and policies related to MIL and the fuctions of public libraries and related institutions were analyzed. The findings show that international organizations recognize public libraries as institutions that are responsible for providing information access and supporting knowledge sharing for citizens within and outside of formal education systems. Additionally, public libraries are seen as institutions responsible for supporting lifelong learning and civic education, as well as improving media, information, and digital literacy skills of their communities. In South Korea, the Library Act gives public libraries and librarians responsibility for improving citizens' MIL to support the public's right to know and to narrow the information gap. However, the functions of public libraries and librarians in South Korea have been limited or excluded in the domestic MIL policies. This study concludes that public libraries and librarians are responsible for reducing the information gap among citizens and should actively participate in policy development to improve citizens' MIL skills.

우리나라의 신재생에너지 기술개발은 2008년 '저탄소 녹색성장' 국가 비전 선포 이후 국가 에너지 R&D 전략의 중심에 자리 잡고 있다. 이미 우리의 경쟁 대상인 선진국들은 신재생에너지 기술을 중심축으로 녹색산업을 신성장 동력으로 활용하고자 국력을 집중하고 있다. 우리나라는 선진국과 비교할 때 상대적으로 신재생에너지 기술개발 후발자이다. 기술적 핸디캡을 극복하고 대등한 경쟁에 뛰어들기 위해서는 신재생에너지 기술보유 선진국과의 국제협력을 통한 시너지효과 창출이 필요하다. 이는 최고수준의 국가 및 기관들과 협력을 도모함으로써 기술개발 기간 단축은 물론 조기 기술격차 해소가 가능하기 때문이다. 이러한 국가간 상호협력을 위해서는 무엇보다 기술 분야별 선진국 수준과 우리의 수준에 대한 객관적인 분석이 필요하다. 이를 위해 주요 신재생에너지 기술들을 대상으로 심층적인 전문가 조사를 통해 전세계 주요 국가 및 관련 업체들의 기술수준 및 협력 선호 유형을 분석하였다. 이에 더해 관련 기술 시장 상황을 고려하여 기술별 국제 협력 추진 전략을 시장주도형 모델과 공동연구형 모델로 나누어 수립하였다. 수립된 전략을 바탕으로 신재생에너지 기술 국제협력 활성화를 위한 정책 추진 방향을 제시하였다.

선진 각국에서는 지식기반 정보사회로의 급속한 이행과 사이버 공간의 확장에 따라 사이버 교육에 대한 법적 제도적 근거를 마련함은 물론 이의 적극적인 활용을 모색하고 있다. 우리나라에서는 교육혁신과 인적자원개발을 위한 2단계 교육정보화종합발전 방안을 마련 및 교육과정의 개편, 실행에 옳기고 있다. 새로운 이론인 구성주의에 근거 마련된 제7차 교육과정에서는 교수 학습시 ICT의 활용을 적극 권장하는 바, 훈련 받은 교사에 의한 아동의 교수 학습 효과가 현저하여 교사의 ICT활용 관련 기회의 요청이 요구되고 있다 본 연구에서는 전국규모의 교육용소프트웨어 공모전에 참여하는 경북지역 교사들의 ICT 활용 능력과 학교급별, 지역별, 저작도구별, 분과, 분야별, 저작인수별 실태를 파악하기 위하여 당해연도 경북도 대회 2등급 이상 상위 입상작 48편에 대한 분석 및 고찰을 실시한 결과, 교원의 ICT활용 능력 신장, 지역간 정보격차 해소, 교수 학습 방법 개선 지원을 강화할 필요가 있는 등 다수의 유의미한 결과를 얻었다.

The purpose of the study was to examine the implications for new strategical policy on promoting lifelong learning in ubiquitous society by gathering the views and ideas of experts. We interviewed with 15 experts in the fields of ubiquitous learning and technology. In the result, we found the following pre-requisites in promoting lifelong learning in ubiquitous society: 1) consensus regarding the ubiquitous society, 2) infra structure and various services, 3) contents based on the citizens' needs, 4) information gap closing, and 5) law and institutions in terms of lifelong learning in ubiquitous society.

The purpose of this study is to provide the contents and effective methods of educational program for human resource development focused on the full-time housewives. For this purpose the case interviewed with 24 professionals and management leaders of women education field are performed and 445 questionares from full time housewives who participate in at least one education program are analyzed. The findings of this study are followed. 1. The most preferred programs are sports/health program(28.8%), leisure program(26.5%), household income management program(15.9%), culture/arts program(15.2%) in percentage order. And the first preferred motivation of participation in the programs is the self development(38.4%). 2. The positive effect of program is founded more with participants in family oriented program and society oriented program than in individual oriented program. And the satisfaction degree of participants in family oriented program is higher than in individual/society oriented program. 3. The degree of demands for Program management and program characteristics is higher than the demands for program installations and program supplying methods. 4. In the area of effectiveness methods the demands for program systematization according to program level are most referred.

Recently, small libraries have greatly increased by the support and interest of the central, or local government. Since 2004, 47 small libraries were established in Jeon-buk province. These libraries are equipping a new facility and collection with their support. Nevertheless, they still have many problems in operating process. This is causing degradation of the quality level of information service for local residents, further, this becomes the obstacle which solves a information divide and improves the cultural welfare. The purpose of this study is to analyze the status of small libraries in Jeon-buk province, and then, to propose solutions to problems.

This study tries to provide the basic information for the plan to improve the information gaps of the disabled persons. After examining the legislation of the facilities for the disabled persons and former studies, it proposes some suggestions for the standards of unique space in public library, convenience facilities and traffic line. It also analyzed present conditions of five public libraries in Daegu Metropolitan City already having separate rooms and facilities for the disabled persons. The result shows that arrangement of disabled person's space and general convenience facilities are insufficient. Some facilities for disabled persons seems to be equipped just to suffice the standards. Detailed legislation or guidelines concerning facilities for them should be developed as soon as possible.
