At the recent 19th General Election, Korean papers waged a surrogate war for the parties they share ideology with. All the conventional practices remained the same - the horse race-like presentations, furthering of confrontations, disregarding policy issues, allocating larger space for commentaries and negative issues, and etc. On top of these, papers began to focus on generational conflicts and individuals at the center of widespread attention and controversies, as a new trend. Photo images are largely used in the commentaries and articles dealing with confrontational or controversial situations. Of course, while the visual images seem to reinforce the emotional appeal of the messages papers try to get across, the potential problems need be noticed that could rise when irrelevant images are used.

건설공사 분리발주가 공공의 이익이 매우 큰 것으로 분석됐다. 또 분리발주로 인한 공사지연, 하자분쟁 등 효율성 저하는 철저한 공사관리와 발주자 보호장치 활용으로 해결, 일부의 우려는 기우에 불과하다는 분석자료가 나왔다. 대한건설정책연구원(원장 노재화)은 박근혜 정부의 주요 국정과제 중의 하나인 공공공사 분리발주 법제화의 효과를 분석하고 향후 도입방향을 제안한 '공공공사 분리발주 법제화의 효과와 도입방향' 보고서를 발간했다. 홍성호 연구위원이 발표한 이 보고서에 따르면 공공공사의 20% 수준으로 분리발주 적용범위 결정 시 4,693억원의 공공예산 절감과 4,198억원의 부가가치, 2만6,048명의 고용이 증진되는 등 공공의 이익이 매우 큰 것으로 밝혀졌다. 또한 발주자 선택권과 자유계약 원칙을 중요시하는 미국, 일본, 독일 등 선진국도 분리발주의 법제화 또는 적극적인 활용을 통해 공공예산 절감, 부가가치 및 고용창출효과를 거두고 있을 뿐만 아니라 통합발주의 문제점도 해결하고 있다고 밝혔다. 선진국은 또 전기 소방 통신 설비공종 뿐만 아니라 건축 및 토목공종에 해당되는 여러 개의 공종을 분리발주하는 다공종 분리발주 방식을 많이 활용하고 있는 것으로 나타났다. 연구원은 또 일부에서 우려하는 다수의 공종 패키지로 인한 효율성 저하는 통합발주에서도 동일하게 발생하는 현상이며 철저한 공사관리와 발주자 보호장치 활용으로 해결 가능하므로 이같은 우려는 현실성 없는 기우에 불과하다고 밝혔다. 이와 함께 분리발주로 인해 발주자 관리업무는 일부 증가하지만 건축 및 토목공종의 일부만 분리된다면 그 증가폭은 크지 않아 크게 문제되지 않고 있으며 향후 CM용역을 통해 충분히 해소 가능할 뿐만 아니라 오히려 건설산업 발전에 필요한 'Smat 발주자 육성'이 가능하다고 전망했다. 본지는 지면관계 상 연구논문 중 공공공사 분리발주 도입에 따른 효과와 공공공사 분리발주의 도입 방향 부문만 게재한다.

As the complexity of social problems and interdependency increased significantly, research on social entrepreneurship(SEship) increased rapidly. In this study, systematic approaches(bibliometrics analysis, citation network analysis, and keyword network analysis) were performed to identify research trends in business administration. To this end, keywords of 883 SEship papers published in prominent journals in the SCOPUS database were collected to investigate the existing research flow. The results of this study can be helpful for grasping the perspective of scholars in the business administration on SEship research and determining research topics through understanding related concepts.

The purpose of this study is to verify the status of current digital comics research trends and the characteristics in Korea. For this purpose, 87 articles and dissertations published between 19900 to 2012 were analysed by a meta-analysis methods. Digital comics platforms, topics, methods were examined to understand the landscape of the digital comics in Korean context. The main results of this study are as follow. First of all, the number of researches on the digital comics has been in the rise, and the various academic journals have published articles to understand the digital comics on the basis of their own academic background. Despite of the short history of digital comics researches, the range of research subjects has been broaden, and more integrated approaches have been taken from the various research fields. The content of articles, however, was skewed to a certain platform, topic and the method such as the website based comics, the text analysis, and the qualitative methodology. Thus, the more systematic and integrated approaches are needed to understand the digital comics issues and to build up the digital comics studies.

This study was to explore the domestic research trends, and education and operation cases concerned with Korean colleges in the fourth industrial revolution era. It was conducted through the analysis of 114 academic papers registered to the Korea Research Foundation, the newspaper articles, and the main 4-year university homepage from 2016 to April 2019. The results was as follows. Research papers have been increasing since 2016; research were conducted by humanities and social sciences as well as engineering academics interesting in research topics such as technologies, curriculum, and teaching and learning by mainly using quantitative research, literature research. As for the college education, reorganization of the undergraduate and majors centered on the science and engineering field, teaching and learning related with learner's participation and performance, and provide efficient academic affairs management and career guidance using Chatbot or Cloud computing. Industry-academia cooperation was focuses on the field of science and engineering. In future research, it is necessary to explore the research on college students' career and employment, the research on academic affairs management and infrastructure, the relational research considering the variables among college students and faculties, and the qualitative and mixed method approach.

The purpose of this study is to identify the characteristics of aging-friendly technology that can be integrated into future smart homes in an aging society. The literature survey and content analysis method were used to collect and analyze data. Papers of the international journal ICOST (International Conference on Smart Homes and Health Telematics) that professionally deal with converged technologies were analysis units. Sixty-five papers among 215 papers published from 2007 through 2014 were selected on the basis of end-users orientation. Totally, out of 65 papers 76 technology items were extracted. Characteristics of those technologies were analyzed focusing on purpose and application methods. As results, in terms of purpose, the technologies were oriented to provide both of psychological and physiological support to the users, focusing on the safety, convenience, health and entertainment to extend independent life of the elderly. Among the application method such as building structure, furniture, product, wearable device and free movable robot, product were dominant. Through those results, the aging-friendly technology is expected to alleviate a wide range of issues in aging society.

건설산업 선진화를 위한 건설생산체계 개선 공청회가 지난 6월 30일 국토연구원 강당에서 개최되었다. 국토연구원이 주최하고 대한건설협회, 대한설비건설협회, 대한전문건설협회가 후원한 이번 공청회는 향후 건설산업기본법의 개정(안)과 건설산업관련 제도개선에 활용 방안을 도출하기 위하여 마련된 것으로 김재영 국토연구원 선임연구위원이 주제발표를, 김수삼 한양대학교 대외협력부총장이 토론회 진행을 했으며, 최기원 삼건설비(주) 대표이사를 비롯하여 손태락 건설교통부 건설경제팀장, 김명수 가톨릭대학교 경제학과 교수, 유주현 (주)신한건설 대표, 이교선 한국건설기술연구원 수석연구위원, 이상호 한국건설산업연구원 건설정책연구실장, 천길주 현대건설(주) 상무, 황한석 (주)삼중엔지니어링 대표 등이 토론자로 참석하여 열띤 토론을 벌였다. 이날 토론회에서 대한설비건설협회 측 토론자로 나선 삼건설비(주) 최기원 대표는“겸업제한 폐지 등 기존 건설산업기본법의 틀을 근본적으로 바꾸는 것보다 현행법 내에서 제도개선 방안을 강구하는 것이 바람직하나, 정부방침에 의거 겸업제한제도를 폐지할 경우 상대적으로 약자인 설비건설업계를 위한 발주제도를 개선하는 방안 강구가 필요하다”고 강조했다. 최기원 대표는 또“기계설비공사의 경우 상호 실적을 인정해서는 안될 것이며, 실적인정과 관련한 혼선을 최소화하고 문제점 발생시 보완 및 조정을 위한 한시적 조정위원회 설치”를 제안했다. 이와 함께 건설공사 발주방식의 다양성 확보에 대한 의견으로 발주할 때 일반건설업자로 제한해서는 안되며, 다양한 공종과 업종의 건설공사는 통상적으로 전문분야 또는 업종에 따라서 분리발주를 의무화해야 한다고 강조했다. 이날 공청회에서 대한설비건설협회는 플로어 발언을 통해‘설비공사 분리발주를 원칙으로 하고 분리발주가 안될 경우 설비∙전문간의 공동도급으로 원도급시장 참여를 법적으로 보장할 것과 시공관리형 CM업을 신설하여 줄 것’을 건의했다. 건설교통부는 이날 공청회에서 논의된 방안을 중심으로 의견수렴을 거쳐 오는 12월 정기국회서 건설산업기본법을 개정하고 2007년 3월 시행령 등 정비안을 마련할 계획이다. 건교부는 또한 정비안을 바탕으로 다시 업계의 의견을 듣고 내년 상반기중 시행령 및 규칙 등을 개정한 뒤 5~6개월 유예기간을 거쳐 이르면 2008년부터 생산체계 개선방안을 시행한다는 방침이다. 본지는 이날 발표된 건설생산체계 개선방안과 대한설비건설협회의 의견을 게재한다.

This paper is to inquire into nature of the educated's geography from 1905 to 1910 by researching relevant geographical resources in HAKBO published by the Academic Society. At that time, the Patriotic Enlightenment Movement was active, and the Academic Society attempted to enlighten people, to enrich the country, and to restore the sovereign right. The educated tried to understand the reality in view of social Darwinism and make their country the winner as well as the fit in the struggle for existence by this movement. Their effort can be seen in HAKBO and geography in it. The contents of geography in HAKBO was related to world-wide geographical information and intended to instil patriotism into the hearts of people. As their research methods, they adopted systematic geographical method by comparing between region and region, or studying relationships of the nature and human, and Hettner's regional geographical method which describes human after the nature. Hence, it is proved that the educated's geography in HAKBO introduced modem geography in western society for Patriotic Enlightenment and it used its geographical methods.

Marcel Pourbaix에 의해 만들어진 Eh-pH 도표는 화학적으로 안정한 상을 pH와 전위 (Potential or Eh)의 관점으로 도시한 것으로서 수용액 내에서 일어나는 화학반응을 부식-방식의 관점에서 이해하데 유용하게 사용되어 왔다. pH (potential of hydrogen)는 수소이온의 농도의 함수이며, Eh는 표준수소전극 (SHE, standard hydrogen electrode) 에 대한 전위를 나타낸다. 수용액에서의 도금 반응은 부식반응의 역반응이라 할 수 있으므로 도금반응도 이 도표를 이용하면 반응에 대한 열역학적 예측이 가능하다. 국내외 전기화학 및 표면공학 관련 교재들을 보면 Eh-pH 도표로 대표되는 열역학이나 분극곡선으로 대표되는 속도론에 대한 설명은 주로 부식의 관점에서 설명이 되어있어 도금을 공부하는 학생들에게는 직접적인 이해가 쉽지 않은 것이 사실이다. 저자는 출연연구소에 근무하면서 새로 들어오는 학연생(대학원생)들의 Eh-pH 도표에 대한 이해도를 알아보면 이 도표를 이해하고 이용할 줄 아는 학생이 거의 없다는 점을 안타깝게 여겨왔다. 최근에는 단순한 금속 도금이 아니라 나노 분말 합성, 반도체 물질 합성 등 여러 가지 공정기술과 응용기술이 수용액에서의 산화-환원 반응을 이용하고 있기 때문에 Eh-pH 도표의 중요성은 더해가고 있음을 느끼고 있었다. 그러던 중, 일본의 표면 처리 학술지인 표면기술(表面技術) (2013년, 64권 2호)에 'Eh-pH 도표의 표면기술에의 응용'이라는 제하의 소특집이 발간되었다. 이 소특집은 6편의 논문으로 되어 있었다. 저자는 이 소특집을 읽는 순간 이 논문들을 번역하여 표면공학회지에 소개를 하면 도금이나 전기화학을 공부하는 학생들에게 큰 도움이 될 것이라는 생각을 하였다. 본 기술해설 논문은 저자가 이 소특집에 게재된 논문을 번역하고 일부 내용은 저자의 의견으로 가감하여 표면공학회 학생 회원 및 기업의 연구원들에게 소개하기 위하여 저역을 한 것이다. 이 논문은 매 호 한편씩 소개할 예정이며, 원문을 읽고 싶다면 표면기술(表面技術)을 참조하길 바란다.

Science and technology-related societies in the interior of a country sum up to approximately 660, and are increasing yearly, due to the development of new research fields and segmentation of past studies. Such societies are contributed with latest academic research information, and the submitted studies go through an review process before publication. A majority of the societies employ the traditional off-line review method; various problems and issues occur in delay of submission, review, revision, and management of the numerous paper submitted and published. Therefore, this study suggests the design of, and implemented an on-line paper review system which processes on-line submission and review of paper, facilitates swift and review progress, and enables efficient control and management on general tasks and academic information through integrated administration of members and published works.
