신월성원전 건설 중 해수침수사고와 해결과정의 고찰

  • 2009년 4월 29일 신월성원전 건설현장에 해수가 유입되어 건설 중에 있던 구조물과 건축 재료가 해수에 침수되는 사고가 발생하였다. 이 후 지역의 대표들이 신월성침수사고 조사위원회를 구성하여 침수된 구조물의 안전성과 보수가 필요한 부분을 정량적으로 평가하고 그 결과를 발표하였다. 본 논문에서는 침수사고의 개요와 조사위원회의 구성과정 및 활동 그리고 조사위원회의 의미 등을 살펴보고 이 때 월성원전감시기구의 역할 등을 고찰하여 원전주변지역 주민의 의식변화와 이에 따른 관련기관의 역할을 기술하였다.

Effect of the Embedded Reinforcing Bar of Specimens on the Compressive Strength of Concrete (공시체에 포함된 철근이 콘크리트 압축강도에 미치는 영향)

  • Recently, the repair and reinforcement of deteriorated concrete buildings has attracted much interest. In order to accurately evaluate the safety of these existing structures, it is essential to know the strength of the concrete that they are composed of. The core drilling method is considered to be the most effective and common method of assessing the compressive strength of concrete. In general, the regulations do not permit the core specimens within reinforcing bars to be used to assess the strength of the concrete, even if the core specimens contain reinforcing bars in some cases. The purpose of this study is to investigate the effects of the reinforcement arrangement on the compressive strength of concrete, and to propose the quantitative specific standard of strength for core specimens containing reinforcements, in order to facilitate their safe inspection by repair or retrofit companies who want to evaluate the soundness of the structures. To complete this research, one type of cylinder specimen without reinforcement and 14 types of specimens with reinforcement arrangements were prepared and their compressive strength evaluated. It was found that the strength of the cylinders with reinforcement volumes of up to $50cm^3$ (about 4-ϕ13mm) was more than 80% of that of the cylinders without any reinforcement.

  • The Installation, Maintence, and Safety Control of Fire-fighting Systems Act of South Korea regulates that over 30-storey high-rise buildings including underground spaces should vitally perform the Performance-based Design to minimize property damage and personal injury as a fire risk assessment in advance. Therefore a PBD designer such as a fire safety professional engineer evaluate occupant's life safety by a scientific methodology. In order to evaluate the life safety, fire safety designers calculate the Required Safety Egress Time (RSET) which does not have the legal criteria regarding the standard method of calculation yet. So this way has been showing different results depending upon the designer's choice, knowledges and experiences. In this study, RSET calculation methods by six designers respectively were analysed from the thirteen reports of real performance based design projects conducted in Busan for a last five years. In particular, the Response Time calculation methods which have the most powerful effect for figuring the RSET are compared with the other designer's to deduce an error value.

  • Performance Based Design is evaluating after each calculatiuon ASET and RSET. Risk informaion values such as heat, smoke, toxic gas etc are extracted by FDS in this study. These Risk informaion values by FDS apply Artisoc (evacuation simulator). Building structure made $60m{\times}65m$, exit number is made 2 positions and people in this building are 50 ramdonly. 20 times (case1~case 20) simulated and analysis evacuees risk by evacuated route positions.

  • The range of special management target facilities is seperated by the building sector and the field of civil engineering. In the present study, the risk analysis was performed, related to fire occurred for the last five years, in the field of residential and non-residential facilities in buildings. Most of fire incidents occurred in residential and non-residential facilities was the cause of the electrical, and the resulting casualties were also very high. Therefore, based on the results, the risk evaluation index was developed, identifying the causes of fire occur and doing the fire vulnerability analysis for each facility. The result of this study can be utilized safety management to these facilities for the future, especially, inducing a more specialized and intensive safety management.

Cost Analysis for Fire Protection on Structural Members of Residential Steel Building using Fire Engineering Design (내화설계법에 따른 철골조 아파트의 내화피복비용 연구)

  • In general, fire resistance is determined through the building' uses and stories. But recently a fire engineering design that is done by the calculation of design fires from the fire cell and an evaluation of stabilities for structural behavior at fire condition have applied to almost of countries as a major alternative against a prescriptive fire design. To adopt and utilize the fire engineering design into Korea, at first, we evaluated structural stability of 21st stories steel residential building at fire condition through fire engineering design and secondly the fire protection cost was analyzed with fire engineering design method and the prescriptive one, respectively. No fire protection materials for satisfaction of building law at structural members such as columns and beams were needed and about 90 % of fire protection cost was saved.

  • Recently, property and life loss is increasing internally and externally, due to fire spread in high-rise buildings which results from a variety of disasters like fire and terror. In this study, therefore, an evacuation simulation was performed to predict escape behaviors of occupants and assess escape safety in high-rise office buildings after setting up each scenario, as part of safety measures for high-rise buildings. Based on the results and data obtained, escape safety was assessed, finally. The results and suggestions of this study are as follows. Firstly, most of the present researches on high-rise building and multiple-use facilities are weighted towards qualitative perspectives. It is, therefore, considered that we have to establish concrete, practical, systematical and rational safety measures to minimize damages in dangerous situations, by analyzing security plans for high-rise buildings in depth and preparing for those situations from various angles. Secondly, setting up evacuation sections in security plans for high-rise buildings is an important factor which influences refuge. Thirdly, in relation to security plans for high-rise buildings, it is possible to reduce the entire time for escape, by setting up escape exits of each floor in consideration of a simultaneous evacuation situation.

Method of Earthquake Acceleration Estimation for Predicting Damage to Arbitrary Location Structures based on Artificial Intelligence (임의 위치 구조물의 손상예측을 위한 인공지능 기반 지진가속도 추정방법 )

  • It is not efficient to install a maintenance system that measures seismic acceleration and displacement on all bridges and buildings to evaluate the safety of structures after an earthquake occurs. In order to maintain this, an on-site investigation is conducted. Therefore, it takes a lot of time when the scope of the investigation is wide. As a result, secondary damage may occur, so it is necessary to predict the safety of individual structures quickly. The method of estimating earthquake damage of a structure includes a finite element analysis method using approved seismic information and a structural analysis model. Therefore, it is necessary to predict the seismic information generated at arbitrary location in order to quickly determine structure damage. In this study, methods to predict the ground response spectrum and acceleration time history at arbitrary location using linear estimation methods, and artificial neural network learning methods based on seismic observation data were proposed and their applicability was evaluated. In the case of the linear estimation method, the error was small when the locations of nearby observatories were gathered, but the error increased significantly when it was spread. In the case of the artificial neural network learning method, it could be estimated with a lower level of error under the same conditions.

  • 최근에 국내에서 입법된 "지하안전관리에 관한 특별법"의 지하안전영향평가 등에서 지하매설물 및 굴착공사 관리의 중요성을 강조하고 있지만, 아직까지는 지하를 개발함에 있어 지반의 안전과 관련된 사항은 미흡한 실정으로 도심지 지반침하( Sinkhole) 현상이 매년 증가하고 있다. 그리고 지반침하(Sinkhole)는 발생이 될 경우 인명피해는 물론 도로나 주변 건물들에 막대한 피해를 줄 수 있는 소지가 충분한 대상으로 사료됨에도 불구하고 이러한 현상을 건설현장에서 심각하게 받아들이는 분위기는 어느 곳에서도 감지되지 않는다. 다만 정부부처나 공공기관에서 국회차원의 지대한 관심에 부응하여 이에 대해 광범위한 연구와 조사에 막대한 예산을 투입하여 다방면에서 진행되고 있는 것으로 파악되고 있다. 또한 이러한 연구결과의 자료를 근거로 하여 지반침하 사고의 주요 원인을 조사해본 결과 상하수도관 손상과 무리한 인접굴착공사 및 대부분의 대형건축공사 현장에 채택되고 있는 부력방지 대책의 일환인 영구배수공법의 무분별한 적용을 들 수 있었다. 이러한 상황에서 그 중 비용과 난이도를 고려현장에서 용이하게 저감할 수 있는 방법인 영구배수공법을 선정하여 영구배수공법의 이론적 고찰과 공학적 타당성(구조체 부상방지 안전성 검토기준)을 연구하여 무분별한 영구배수공법 적용으로 지반침하(Sinkhole)가 발생하는 것을 막아 인명피해와 도로나 구조물의 안전성을 확보하고 나아가 영구배수공법 적용으로 항구적 발생하는 천문학적인 유지관리비의 절감이 목적이다.

  • The Ministry of Construction and Transportation has estimated the reconsideration of economy in construction and the dullness of LCC forcast method which supports decision-marking in safety and maintenance of buildings. So, they have introduced LCC analysis method in steps of a feasibility study and design. Because of the introduction of LCC analysis process and method, it would be possible to make a logical decision from management maintenance, estimation, user point of view. In this study, it would bepossible to show a plan and alternative of design factors and structure in one building by using LCC analysis method and to compare and analyze the reduction of life circle cost bi the elapsed time.
