수치지도가 제 때 갱신되지 않으면 그 정확성과 신뢰도가 떨어지는 것은 당연하다. 본 연구에서는 이 문제를 고민해보고자, 아직 연구가 미흡한 실정인 수치지도 속성부분의 갱신에 있어 건축물대장의 적용가능성을 건물레이어를 중심으로 분석하고자 하였다. 이를 위해 먼저 수치지도 건물레이어의 속성정보와 건축물대장의 항목들을 살펴보았다. 그 다음, 두 자료 간 연관성을 분석하고, 건축물대장을 이용한 갱신 가능 항목을 선정하였다. 최종적으로는 건축행정정보시스템의 건축물대장동별개요 테이블을 참조하여 갱신 관리 데이터베이스를 설계하였다. 본 연구는 수치지도와 건축물대장의 갱신가능 속성항목을 대응시키는 실제적인 방법론 대신 건축물대장의 적용가능성을 분석해 본 것으로, 허가받은 건물만이 존재한다는 건축물대장의 특성상 수치지도의 모든 건물도형을 갱신하지 못하는 한계점을 가진다.

적실하고도 신뢰성 있는 주택정책을 수립하기 위해서는 주택관련 기초자료 및 그에 따른 주택정책지표의 정확성, 정밀성, 시의성이 전제되어야 한다. 본 고에서는 서울시 주택재고산정을 위한 현행 인구주택총조사, 건축물대장(AIS), 과세대장, 주택특성조사 등 기초자료의 현황 및 문제점을 분석하고 개선방안을 제시하였다. 특히 서울시가 보유하고 있는 가장 기본적인 자료라고 할 수 있는 건축물대장자료를 이용한 주택재고 산정문제에 각별한 비중을 두었다. 분석 결과, 각 기초자료별 현행 주택재고 산정기준에 따를 경우, 서울시 소유 거래기준 주택수는 대략 219만${\sim}$232만호에 걸쳐있는 것으로 나타났다. 자료에 따라 주택수가 차이가 나는 이유는 주택의 범위, 분류체계, 산정기준, 원천데이터의 오류 누락 등 수많은 원인에 의한 것인데, 본 고에서는 이들 문제점에 대한 비교분석을 실시하였다. 건축물대장 등은 서울시가 주택 등 건축물 재고파악을 위한 가장 기초적인 자료임에도 불구하고, 이를 이용하여 주택재고를 정확하게 산정하는 것은 자료에 대한 대대적인 정비를 거치기 이전에는 사실상 불가능한 것으로 사료된다. 개선과제로서, 단기적으로는 현행 건축물대장의 주택재고산정방법을 개선할 필요가 있고, 중장기적으로는 기초자료의 구조변경과 데이터정비, 업무정비, 표준 주택분류체계 마련 등이 필요하다. 또한 주택보급률 100%를 눈앞에 두고 있는 상황에서 주택의 양적 지표뿐만 아니라 질적 지표를 지원할 수 있도록 기초자료의 활용성 제고방안이 마련되어야 할 것이다.

The digital map needs efficiently updating. Because it is a base map at each local government and several geographic information systems and that is the key to enhancing to use spatial data. We suggest the linking method of building registers to the building layers of digital map, to update attribute data of the building layers. To conduct that, it is very important that each building in two data is linked by one-to-one matching. In this paper, we generate the strategy for renewing attribute data of the building layers based on identifier by using identifier of the new address system.

As the city grows in population and size, land-use plan increasingly becomes a crucial element in developing a city-wide plan. In the process of developing the land use plan, identifying the present conditions and predicting the future conditions are the most important steps. That is, to understand the phenomena of land-use activities as well as to manage uses of the land efficiently require the comprehensive land use information system. This study intends to construct the land use database utilizing the Cadastral Map and Registered Building Data and to examine and suggest the application areas of the database. The database was constructed with those of Busan Metropolitan City. Using the established data, it shows how to use the database to identify the present conditions in Busan.

In recent times, there has been a surge in media coverage regarding fraudulent real estate lease scams. These scams have been attributed to speculators who made imprudent gap investments, in response to the sudden decline in real estate prices. The government has established new measures to safeguard tenants and prevent fraudulent real estate lease schemes in response to the growing incidence of tenants falling victim to such scams. Although there have been active research efforts on laws and regulations aimed at protecting tenants, such as the Tenant Protection Act and leasehold registration orders, there is an urgent need for research on the consistency of information across public ledgers, as real estate fraud has surged due to information asymmetry among these ledgers. This study aims to explore matching methodologies using matching keys for building information from real estate-related public ledgers, such as the building register and the road name address ledger, as well as to examine ways to integrate these ledgers with other public ledgers.

Building related information is one of the most important framework data for the management of local government. However, building related registers have its own characteristics and problems, it have limitation to be used as an important data. Those situations are obstacle for the efficient and scientific urban management in the information era. This research focused on three aspects first, analyzed characteristics and problems of building related registers, second, set the direction to improve accuracy of building related information, and finally suggested solution to improve the accuracy of building information according to its problem type. This research contributes to set detail guideline to improve building related information, which could be immediately used in local government for the systematic urban management.

The purpose of this study is to evaluate the urban land used by the Urban Land Use Information System (ULIS) which can supply the micro-level land usc information for the understanding of micro-level urban spatial structure and district-level planning and managements(such as urban design, redevelopment planning and district-level transportation planning, etc.). The study evaluates the current situation of urban land use database and suggests the prototype of urban land use database using GIS. The planning and management of post-modern city which has characterized by diversity and the mixture of land use, need more detail and quantitative information about land use. Recent redevelopment and reconstruction of existing physical condition are increasing the density of activity. It raises urban problems such as the shortage of infrastructure and traffic congestion, etc. In this process we need to construct information system which monitors current land use situation.

본 연구는 토지적성평가 우선개발 항목 중 적법훼손지의 정확한 공간정보의 추출을 위해 Google Earth 영상을 이용하여 분석하였다. 현재 공시지가대장과 건축물대장의 속성정보만을 이용하여 일필지의 면적이내 경계를 추출하고 있어 적법훼손지의 필지별 정확한 세부적인 공간정보를 추출할 수 없는 현실이다. 따라서 본 연구의 Google Earth 영상을 이용한 결과 적법훼손지의 정확한 필지별 면적 및 경계를 구체적으로 추출하는 추적기법개발을 제시하였다. 또한 Google Earth 영상을 이용한 추적기법개발에 따른 일 필지의 정확한 세부 공간정보를 평가한 결과 지적도에 일부 편입되는 적법훼손지의 위치 및 면적등과 관련된 구체적인 일필지의 공간정보를 분석할 수 있었다. 따라서 적법 훼손지를 정확히 구축함으로써 관리지역 세분제도에 계획 생산 보전관리지역에 대한 정확한 평가를 위한 기초적인 참고자료로서 활용 될 수 있을 것이다.
