Development of a Materials Management System Considering Construction Supply Chain Management (건설공급사슬을 고려한 건설공사 자재관리시스템 개발)

  • A construction supply chain needs an integrated information system, as the general contractor and subcontractors must communicate regularly with one another and share a substantial amount of information in their cooperative work. In the construction industry, supply chain management is necessary in the management of a system, including business process improvement, participant-oriented management, and the supply chain. This research proposed a supporting system and developed the prototype focusing on materials that play an important role in the supply chain. Construction projects are managed mainly through schedule management. As such, supply chain management should be linked with schedule management. The research implemented a prototype of the supporting system for construction supply chain management. The prototype was implemented in Microsoft Project using VBA, including a simulation tool based on @Risk for Project.

Organizational Program Management of Multiple Maintenance Projects Under Fund Constraints (복수 개${\cdot}$보수 프로젝트의 자금제약하 프로그램 관리 - 자원제약 마스터-일정계획을 중심으로 -)

  • In a large owner organization, a program manager of multiple maintenance and remodeling projects has experienced increasing scale and complexity of coordinating the M/R projects with in-house technicians who belong to multiple trade shops. This paper proposes a dual-level hierarchical planning strategy that consists of a program master plan in the long-term horizon and a master construction schedule in an operational scheduling window. A rolling horizon approach to the program master plan is proposed to deal with the external uncertainty of unknown stream of project requests. A resource-constrained scheduling algorithm is developed to generate the master construction schedule in a scheduling window. During development of the algorithm, more emphasis is placed on long-term organizational resource continuity, especially flow management of program constraint resources, than ephemeral events of an individual activity and project. Monte Carlo simulation experiments of three scheduling windows are used to evaluate the relative performance of the proposed scheduling algorithm against three popular scheduling heuristics for resource-constrained multiple projects.

  • 인천 영종도는 물부족 위험평가 분석을 위해 Smart Water Grid연구단에서 선정한 데모플랜트로섬으로 고립된 지역이다. 영종도는 공촌정수장으로부터 상수도를 공급받고 있으며 관로 파손 등의 사고가 발생할 경우 외부 수자원으로부터 수도를 공급 받기 어려운 실정이다. 따라서 상수도 공급의 어려움이 발생할 경우 대체 수자원을 활용한 가용수량 산정과 이를 적용하기 위한 물수급평가 프로그램이 영종도에 적용 될 예정이다. 본 연구에서는 물수급평가를 위해 수문분석의 기초자료인 장래 예측 강수량을 제공하는 프로그램을 개발하였다. 장래 강수예측자료는 기상청 기상예보와 기후변화시나리오를 활용하였으며 Visual Studio2013을 통해 강수제공 프로그램을 개발하였고, 데이터의 저장과 DB서버 연동을 위해 Oracle 프로그램이 이용되었다. 기상청에서는 3일, 10일, 1달, 3달로 기간을 구분하여 강수확률 예보를 제공하고 있기 때문에 3개월 이내의 중 단기 예측은 기상청에서 제공되는 기상확률예보를 사용하였고, 3개월 이후의 장기 예측은 RCP 8.5시나리오에 의한 일단위 강수량이 활용될 수 있도록 하였다. 기상청 확률예보의 경우 퍼센트 확률을 정량적 수치로 환산하여 일단위 강수량으로 변환하여 제공하였다. 연구를 통해 개발된 강수제공 프로그램에서는 영종도 지역 내 행정구역 별 면적평균강수량이 제공되며, 기후변화시나리오에 의한 강수데이터 취득 시 고해상도(1km 격자단위)로 추출이 가능하도록 하였다. 사용자는 위 경도 좌표에 따라 일 및 월 단위의 강수데이터를 텍스트 파일 형태로 취득할 수 있고, 프로그램 화면 내 표출되는 그래프를 통해 현재대비 장래 강수량 변화를 확인할 수 있도록 하였다. 향후 Smart Water Grid 연구성과로 개발된 물부족위험평가프로그램과 연동하여 물수급평가, 가용수량 산정 등에 활용될 수 있을 것으로 기대된다.

A Study of the Strategic Advanced Project Management Application in the Korean Construction Industry (한국 건설산업의 전략적 선진 프로젝트 매니지먼트 적용에 대한 연구)

  • In order to apply strategic advanced project management to the Korean construction industry, the study conducted a comparative analysis of the project management body of knowledge of the advanced countries such as the USA and Japan as well as Europe. As a result, it was found that the connection to 'execution' of 'strategy' was highlighted as a common main issue in the theoretical background of project management body of knowledge, and strategic planning, which aligns 'program management' based on the integration of multiple project management and operations in single project with 'portfolio management' for selection and concentration, has been emphasized. Accordingly, the study built up the framework for the application of strategic advanced project management for strategic action in the Korean construction industry and proposed the following applicable solutions for implementation into the current Korean construction industry: 1) Innovate global competitiveness by preparing an 'ideology and philosophy' for the strategic action of an organization, 2) Establish a strategic 'environment' in consideration of the culture and structure of an organization, 3) Propose a strategic 'vision' for attaining a realizable goal within an organization, 4) Create an 'investment' on the portfolio in line with the strategy, 5) 'Execute' the program through the portfolio and project management. Lastly, the study brought up strategies for sustainable growth by applying strategic advanced project management to the Korean construction industry with a view to acquiring 'Performance' through the implementation and operation of their integrated system.

An Elementary Study on Financial Assistance for Maintenance of Multiple Dwellings (공동주택의 유지관리 금융지원을 위한 기초적 연구)

  • Seoul, although having a housing stock as huge as that of world metropolitan cities, have implemented growth-oriented policies by constructing new housing units rather than using or rehabilitating existing ones. There were, therefore, few political efforts to preserve and rehabilitate multiple dwellings. Today, substantial time has passed since multiple dwellings in Seoul and the first-stage new cities such as Bundang and Ilsan were constructed. What is required to maintain the quality of the existing housing and use it with safety is loan, subsidy and tax incentive programs which are able to promote the maintenance of existing multiple dwellings. The objective of this study is to compare and analyze the maintenance systems of financial assistance(the loan, subsidy and tax incentive programs)of the world's largest cities with various housing types, I e New York and Tokyo, and then to propose to Seoul a framework for the maintenance systems.

Development of Planning Method for Double-Tracking of Single Track Railroad based on the Intelligent Rail Alignment Planning Program (ei-Rail) (지능형철도선형계획 프로그램(ei-Rail) 기반의 단선철도 복선화 계획 기술개발)

  • The "Intelligent Railroad Alignment Design Program (ei-Rail) developed in 2013 has been adopted in the planning and the evaluation/validation of design results of oversea railroad construction projects. Target countries of Korean railroad industries requires the operating speed increase with alignment improvement and the double tracking of prevailing single track railroads as well as new railroad construction. This study is to develop an additional module for double tracking project of prevailing single track railroads in the ei-Rail. The developed method is based on the geometrics of prevailing railroad, and the definition of planned project determines the project cost based on the unit cost by work type, and provides the draft design of double track. The module was validated with a oversea case. It is then expected for oversea railroad double tracking project more efficiently in planning and the evaluation of design results.
