3D(Difficult, Dirty, Dangerous) 산업의 대표적인 산업으로 인식되는 건설업은 현재 노무기능인력의 고령화와 신규 기능인력 육성의 어려움이라는 문제에 당면하였으며, 이러한 3D 산업이라는 이미지의 탈피 및 노동집약적 사업구조에 대한 변화에 대한 대안으로써 타산업과의 융복합을 통한 이미지 쇄신 및 생산성 향상을 위해 자동화 및 정보화를 위한 노력을 경주하고 있다. 본 연구에서는 건설 자동화 및 정보화를 위한 알고리즘 개발 연구방법론에 대한 기초연구로써, 초고층 공사에서의 물류 효율화를 위한 장비간 통신방법에 대한 모델을 설정하고, 해당 모델에 대해 적용 가능한 알고리즘을 도출하는 프로세스를 규명함으로써, 건설 자동화 및 정보화 연구를 진행하는 단계에서 최적화(Optimization)를 위한 알고리즘 규명에 대한 방안을 제시하고자 한다.

건설부문의 정보화를 위해 국토해양부는 건설CALS(Continuous Acquisition & Life-cycle Support)사업을 추진하고 있다. 건설CALS란 건설사업의 설계, 시공, 유지관리 등 전 과정의 생산정보를 발주자, 관련업체 등이 전산망을 통하여 교환 공유하기 위한 정보화 전략이다. 건설CALS사업은 시스템 개발 부문과 건설정보 표준화 부문으로 구분할 수 있는데, 개발된 시스템으로는 건설사업관리시스템(건설사용, 발주기관용), 시설물유지관리시스템, 건설인허가시스템, 용지보상시스템, 건설CALS포탈시스템 등이 있다. 건설CALS시스템에는 건설사업의 공정관리, 원가관리, 안전관리 등의 많은 기능이 있음에도 불구하고 최근 그 중요성이 부각되고 있는 환경관리 기능은 없는 실정이다. 본 논문에서는 건설CALS시스템의 현황을 분석하고 환경관리가 가능한 체크리스트와 매뉴얼을 개발하여 시스템으로 구현하기 위한 방향을 제시하고자 한다.

국토해양부는 정보화를 통한 건설사업의 투명성 및 효율성을 강화하기 위하여 "제3차 건설CALS 기본계획"을 수립하여 현재 건설사업정보화를 추진하고 있다. 그 중 건설인허가시스템은 전국 개별공시지가를 이용하여 지방국토관리청에서 매년 3만여건(2010년 기준)의 도로점용료를 산정하고 부과하는 업무를 지원하고 있다. 개별공시지가는 매년 초 공시하지만 토지소유자의 이의신청 등에 따라 변경되는 특징이 있으며, 이에 따라 도로점용료를 재산정하는 등 대국민 민원행정 신뢰성 하락의 원인이 되고 있다. 본 연구는 건설CALS와 한구토지정보시스템의 개별공시지가 실시간 연계를 통해 도로점용료 산정업무의 신뢰성 제고 및 업무효율성 향상을 도모하고자 한다.

Construction market situation has been changed quickly in the 21st century. One is a large variety of information, the other is the development of IT technology among the rest of the change. Accordingly, it is very important that information is managed systematically and made good use of broadly in proportion to the increase of information volume. Therefore, the purpose of this study is to propose a applicable classification system in the construction phase. First of all, the Construction Information Classification proposed by the government is studied to apply the actual work and to build a applicable construction information classification for construction project. A base of the applicable classification system is the Construction Information Classification, SMM and Materials classification(Public Procurement Service). The applicable classification system to control and manage the construction information is consist of the 4 types : Facility classification, Element classification, Work classification, Resource classification (Materials, Equipment, Labor).

요즘 매스컴에서 건설회사 도산 및 부실 등에 대한 보도가 많아지고 있다. 98년 말부터 우려해 오던 건설산업 구조조정이 한창 진행 중에 있으며, 2000년 7월말 현재 100대 건설사중 37개사가 법정관리, 화의, 워크아웃 상태이며, 이후 대형건설업체의 계속되는 부도 등 부실화로 인한 퇴출이 더욱 가속되고 있는 상황이다. 이렇게 건설 회사들이 부실화가 된 원인을 살펴보면, 공사 발주물량은 97년 대비 70{\%}대에 머물고 있는 반면 건설업체 수는 오히려 $60{\%} 정도 증가해 업체별 평균 수주액이 급감하였고, 이에 따라 업체들의 과당 출혈 경쟁으로 수익성이 악화되고 말았다. 그러나 이러한 건설업의 어려운 환경에서도 고려개발(주)는 2000년 당기순이익 176억원 등 ‘89년 이후 12년 동안 순익을 내고 있으며, IMF가 한창이던 98년부터 2000년까지 약 1조2천억원의 수주고를 달성하였다. 또한 2000년 부채비율 $146{\%}$, 자기자본비율 $41{\%}$, 자기자본순이익율 $14{\%}$로 선진건설업체 수준의 재무비율을 확보하여 경영평가 1위를 차지하고 있다. 이러한 원인을 고려개발(주)는 건설산업의 구조조정에서 살아남을 수 있는 해결책은 정보화라고 판단하여 지난 ’95년부터 꾸준히 사내 정보화 정착에 전력하고 있다.

This paper is to evaluate the informational direction, current situations and ERP establishment concerning constructing industry, to present the right directions, implemented cases for implementing constructional ERP, also to suggest the effect, influence, problems and shootings in constructional ERP arena. The constructing industries in korea are facing great turning point because of the huge corruptions currently happened and forcing to open the market in 1997. Attempting to establish Computer Integrated construction system (ERP) by breaking down constructing cost, improving quality, operating rapid and effective construction to enhance productivity, it is hard to achieve the goal with only inter-contractor's establishment. Constructing industries are integrated ones, consisted of many organizations for instance ordering agencies, contractors, subcontractors, material vendors, etc. and use various information formats such as texts, graphics, drawings. I dare suggest that implementation of constructional CALS including EDI/EC, GIS is tile only solution to control the information systematically generated in whole stages from planing, designing, constructing through maintenance, and to supply or switch the information.

지난 3월 31일 제10차 정보화추진위원회에서 확정된 '사이버코리아 21'은 우리나라를 21세기 창조적 지식기반국가로 건설하기 위한 국가 정보화비전으로 향후 4년간 약 28조원을 투자하여 100만명의 신규 고용을 창출하고 118조원의 생산유발 효과를 달성하는데 목표를 두고 있다. 본지에 '사이버코리아 21'의 세부내용을 게재함으로써 우리 기업의 사업추진 방향에 도움을 줄 수 있을 것으로 기대된다.

현재 어느 기업이든 업무 환경을 e-Transformation하는 쪽에 많은 노력을 기울이고 있으며 이의 성과는 곧 기업의 경쟁력 제고와 밀접한 관계에 있다. 이러한 환경의 변화는 건설산업에 있어서도 예외일 수 없으며 오히려 국내외 현장에서 Business가 이루어지는 건설산업에서는 더욱 업무환경을 e-Transformation화하는 것이 필요한 상태이다. 그러나 많은 기업들의 노력에도 불구하고 If의 실제적 가시효과는 크지 않은 것이 현실이며 Best Practice도 국내외의으로 많지 않고 이에 따라 건설업에서의 17 활용 수준은 매우 미미한 상태이다. 국내외에 널리 알려진 ERP Package도 국내의 건설 업무 Process에 최적으로 적용할 수 있는 Solution은 없어 많은 기업에서 IT 적용의 방향 수립을 제대로 못하고 있는 상황이다: LG건설은 이러한 건설환경에서 IT를 활용하여 모든 업무를 공사과 손익이 연결된 사업관리를 이루고 언제 어디서든지 IT를 활용한 업무를 수행할 수 있도록 하는 통합정보시스템을 구축, 운영 중에 있으며 현재 많은 성과를 거두고 있다. 또한 핵심 기술에 대하여는 정보화 사업 전략하에 건설업계에서는 드물게 정보화 사업도 추진 중에 있으며 이러한 성공사례를 공유하고자 한다.

Most of large construction companies have developed construction information systems and their ultimate goals should be improvement of the management efficient of the construction projects. In order to make them successful, tile systems should be designed to meet system users' needs. Therefore purpose of this study Is to evaluate the current information management systems from the viewpoint of the system users, especially on-site engineers. Questionnaire surveys and interviews have been conducted for the highly ranked 10 construction companies on two major factors including the functions of the systems and satisfaction level of each function. From the surveys results, correlation between two factors has been statistically analyzed.

국방획득사업은 정보화.과학화된 첨단 군사력을 건설하기 위해서 막대한 재원이 소요되는 반면, 군사력 건설에 필요한 재원확보 여건은 매우 어려운 실정이기 때문에 제한된 가용재원을 투자하여 획득사업을 효율적으로 추진하는 것이 무엇보다 중요하다. 국방분야는 이제 소요결정, 획득사업관리 등에서 과거의 비효율적 요소들이 모두 개선되어야하며 진정으로 국가와 군이 필요로 하는 무기체계를 경제적으로 획득하여야 한다.
