국토교통부는 세월호 참사 이후 정부 차원에서 집중적으로 재난안전을 최소화하기 위한 방안으로 재난안전 혁신대책을 마련하고 분야별로 초기대응에 꼭 필요한 내용만 핵심적으로 담은 초동조치 매뉴얼을 발표했다. 이 중 하나로 해외 건설현장에서 발생할 수 있는 테러나 피습, 자연재해, 전염병 등 재난에 대해 해외 건설현장 및 건설사, 해외건설 관련 유관기관 및 정부에서 조치해야 하는 3단계 대처 사항 발표했다. 찾아보기 어려운 백과사전식 구성에서 탈피해, 각 담당자가 본인의 역할을 찾아 대응할 수 있도록 구성되어 있으며, 각 단계별 보고체계와 행정절차 흐름을 파악할 수 있는 자료이다. 해외건설현장이 있는 회원사에게 참고가 될 것으로 기대된다.

The construction industry generates the greatest number of disasters. Laborer injury at construction sites is mostly reported by small and mid-sized construction sites. Moreover, of the injuries, the greatest number is related to formwork. The objective of this study is to propose a checklist of the risk factors of formwork, in which industrial injuries occur most frequently in small and mid-sized construction sites, with which safety management can be done thoroughly. Risk factors and preventive measures are derived by analyzing 9,396 industrial disasters occurring at construction sites in Korea. The checklist drawn in this study was reviewed by five specialists in safety management, and applied to construction sites to verify its applicability. In a result, applying the checklist to the site showed that the safety management system of small and medium-sized construction sites were insufficient. It is expected to contribute to the effective safety management of small and mid-sized construction sites.

Construction accidents are very serious comparing to its workers. These kind of accidents consist in the particularity of construction. The accident prevention task in construction requires both into immediate approach and longer range approach of instruction, training and education. Information concerning each individual accident, if the information of investigation has been done well, it provides information of prevention accident. At this point, this paper by examining 800 cases of serious accident researched by the Korea Occupational Safety and Health Agency from Jan. 1992 to Dec. 2000 specifically targeting apartment and building construction develops the construction information system to suggest the proper information of construction safety.

영국의 "기업과실치사법", 캐나다 및 호주의 기업처벌을 강화하기 위해서 형법을 개정하였음에도 불구하고 산업재해 감소 효과는 미미하다. 건설 현장의 불안전한 상태 방치 및 가설구조물에서 강도 높은 안전사고가 다수 발생하고 있다. 본 연구에서는 이러한 안전사고 예방을 위해 안전관리 실명제의 중요도 순위를 전문가 설문으로 도출하였다. 건설현장 전문가를 대상으로 AHP모형을 통해 중요도 분석한 결과 상위계층은 건설기계가 가장 중요하다고 보았으며, 하위계층의 안전시설물 관리에서는 개구부, 건설기계에서는 타워크레인, 관리실명제에서는 "산업안전보건법" 상에 의한 관리, 안전관리조직에서는 CEO의무가 가장 중요하다고 보았다. 안전관리실명제의 기대되는 역할은 중대재해처벌법이 예방에 힘쓰기 보다는 방어에 온힘을 다하느라 예방의 기능이 저하되고 있다. 이러한 역 기능을 바로잡기 위해 안전관리실명제는 중요하다.

기존의 안전교육 교수방법은 강의 방식으로 전달하고 있어 근로자의 참여를 이끌어내는데 한계점이 있으며, 불안전한 행동에 의한 안전사고를 예방하기 위해서는 스마트 체험식 안전교육으로 패러다임을 전환할 필요성이 있다. [연구배경/목적]:스마트 체험식 안전교육은 건설현장에서 근로자들이 보다 더 빠르게 위험을 인지하고 여기에 맞는 안전작업 이행과 위험발생 시 응급대처 능력 등을 향상시키므로 사전사후 학습전이의 효과성을 검정할 수 있다. 이러한 관점에서 안전사고를 예방하기 위한 본 연구는 안전교육의 체험학습방법과 참여방법, 교육콘텐츠 접근방법을 통하여 근로자의 안전행동 유도와 불안전행동 감소에 미치는 영향검증이 목적이다. [연구방향/범위]:실제 건설현장과 동일하게 작업환경을 구성해 놓은 스마트 체험식 안전교육시설에서 추락체험, 낙하물체험, 장비협착체험, 화재, 감전재해 등의 실제 사고를 체험해 볼 수 있도록 만들어진 체험학습 방법과 가상(VR, AR, 메타버스)공간에서 간접경험 할 수 있는 참여방법을 다룰 것이다. 그리고 안전체험교육 사전사후의 분석을 통하여 안전 학습전이 성과를 분석한다. [연구 분석방법]:연구의 주요 변인으로는 Human-Error, 안전행동요인, 불안전행동요인, 위험감수성, 조직특성, 조직의 안전문화, 조직의 역량, 안전교육특성, 교육콘텐츠 변화가 사전사후 분석을 통하여 현장 작업 시 안전 학습전이의 효과성을 검정하였다.

On January 27, 2005, the central government of the Republic of Korea designated Jeju Island as an Island of World Peace based on Article 12 of the Special Act for the Jeju Free International City, and the WHO designated Safe Community Jeju in July, 2007. Whenever an industrial accident occurs on Jeju Island, reports in the media raise the question of whether Jeju is a safe city or not. But due to the characteristics of construction sites in Jeju, it is very difficult to employ workers of a certain level. For the safety of workers, it is also thought that owners should make a decisive investment to introduce an education and reward system in order to improve the consciousness level of workers. This research focuses on first-aid on construction sites. It then surveys the level of construction safety management, and suggests improvements in construction safety control and first-aid.

The demand of construction risk analysis is rapidly increased to improve the competitiveness of construction companies and the sound management of the construction project. However, estimating the amount and uncertainty of the risk is difficult due to the wide range of risks in the construction industry. Moreover, most of the research on risk management of construction risk is only focused on the causes of risk without separate the internal and external risk. This study statistically analysis the internal risk and external risk based on the accidents cases which are caused at construction sites to define the difference and importances of the risk. An accident cause analysis and T-test analysis are carried out to reach the goal of study. The results of the study are expected to be used as a guideline of construction project risk analysis.

그동안 우수한 안전관리로 이름을 떨치는 건설현장은 주로 대형건설사가 시공을 하는 현장이었다. 중소현장의 경우 인력 및 재무상태가 대기업에 뒤처지다보니 안전관리에 소홀하다는 인식이 지배적이었다. 헌데 최근 이런 인식이 한낱 편견에 불과함을 여실히 보여주는 현장이 있어 큰 주목을 받고 있다. 그 주인공은 바로 중견 건설사인 티이씨건설이 시공을 하고 있는 '명지대 자연캠퍼스 산학협력관 및 제2예체능관 신축공사현장'이다. 이곳 현장은 고용노동부가 지정한 자율안전컨설팅 대상현장으로 체계적인 안전활동과 책임 있는 자율안전관리가 펼쳐지고 있다. 특히 이곳은 현장소장을 필두로 모든 현장 구성원이 적극 재해예방활동에 참여함으로써 '공생 안전'의 모범도 보이고 있다. 이곳이 이처럼 안전에 총력을 기울이는 이유는 시공 현장이 학교이기 때문이다. 즉 안전사고가 발생해 근로자는 물론 우리나라의 미래인 학생들의 몸과 마음에 해가 가는 일이 없도록 안전에 각별한 주의를 기울이고 있는 것이다. 빈틈없는 안전관리로 중견건설사의 저력과 신념을 보여주고 있는 이곳 현장을 찾아가 봤다.
