본 연구는 발주청에서 발주 관리되는 설계, 감리, 건설사업관리 용역실적정보를 건설분야별 사업단계별로 관리체계를 마련하고 용역사와 발주청에서 용역실적정보를 체계적으로 등록 관리할 수 있도록 업무처리 프로세스를 개선하고자 한다.

건설현장에서 올해 1월은 악몽이었다. 신년 벽두부터 내린 폭설로 서울 도심 곳곳은 마비상태에 빠지고 건설현장은 공사를 일제히 중단해야 했다. 폭설 이후 건설현장은 공사 재개까지 3~4일이 걸렸다. 기상청은 올 겨울에도 최소 두세 차례 폭설이 반복될 것으로 내다봤다. 21년 만에 찾아온 최강 규모의 '라니냐 한파'가 폭설과 혹한을 예고하고 있기 때문이다. 본지는 건설현장에서 무사히 겨울나기를 할 수 있도록 동절기 안전 보건 가이드를 게재한다.

As constructions are changing variously from the size and efficiency, the role of supervision services tend to reach beyond mere monitoring or supervision to prevent fraudulence, but tend to extend toward a system that manages all the stages of the construction industry. There are growing demand to improve government operated corporation systems to secure high quality public facilities, and reviews on construction supervision system and supervision services roles, function, responsibility and obligations have been the topics among advanced researchers. However, the circumstance is that researches on the construction supervision service compensation and supervision services assignment criteria that serve as basis of such construction supervision system improvement are insufficient, and for practical development of construction supervision system, researches on construction supervision service compensation and supervision services assignment criteria will need to precede. Hence, this research purports to propose improvement directions of construction supervision system by deducing problems through condition survey on the construction supervision services ordered by public organizations.

This study proposes measures to improve management performance of construction projects by re-designing the organizational structures of the Regional Construction Management Administrations of the Ministry of Land, Infrastructure and Transport. The re-designing measures are derived based on the three measures which were established by analyses on status of the Regional Construction Management Administrations, requirements from the current organizational structure, and domestic/overseas examples; the measures are: 1) organizational integration and scope expansion, 2) structural re-organization according to construction projects, and 3) building a knowledge management structure. In order to realize the re-designing measures, sixteen tasks are derived; a milestone is established according to importance, feasibility and lead-lag relationships of these tasks. If these tasks are to be carried out successfully, the management performance of the Regional Construction Management Administrations of the Ministry of Land, Infrastructure and Transport will be expected to improve. Ultimately, the Regional Construction Management Administrations can reduce cost and improve the quality of public service by outsourcing the non-core competence tasks and by concentrating on the construction management for the new infrastructure projects.

국내 하천은 산업화와 도시화로 인하여 하천수가 오염되고, 치수를 위한 인공적, 획일적인 하천개수가 보편화 되었다. 그 결과 본래 하천이 가지고 있던 생물서식처 기능과 자정, 친수 기능 등 하천환경 기능이 점차 상실되었고, 하천형태도 변형되었다. 이와 같은 자연적인 변화와 더불어 준설, 수리구조물 설치 등 인위적인 변화에 의하여 흐름 및 유사이송 양상이 바뀌어 하상변동이 초래되기도 한다. 하상변동은 하천 시설물의 안정, 홍수위 및 지하수위 변화, 하천부지의 변화 등 하천관리에 중대한 영향을 미치고, 또한 수생태계의 서식환경에 영향을 미치기 때문에 하천을 복원하는데 있어 중요한 고려사항이 된다. 본 연구의 목적은 청미천 복원 사업 구간에 대하여 장기하상변동 모의를 수행하고 하도 안정성을 평가하는 것이다. 이를 위하여 구하도 복원구간에서 새롭게 수행된 측량데이터를 토대로 지형자료를 구축하였으며, 2차원 하상변동 모의가 가능한 CCHE2D 모형을 이용하여 장기하상변동 모의를 실시하였다. 또한 구하도 복원의 하천지형학적 영향을 평가하기 위하여 구하도를 복원하지 않았을 경우의 시나리오를 도입하여 비교하고 그 결과를 분석하였다.

본고에서는 스마트그리드 사업을 적용하여 현재 세종시 첫마을에 추진하고 있는 스마트그린시티 건설프로젝트 사업에 대하여 다루어 보고자 한다. 행정중심복합도시건설청(행복청) 에서는 2030년까지 세종시의 이산화탄소 70%절감 그리고 세종시의 전체에너지 공급에 약 17% 정도를 그린에너지로 대체를 목표로 하고 있다. 이를 위하여, 우선적으로 행복청은 ICT 기술을 활용한 스마트그리드 기술을 적용하여 에너지 절감 목표를 추진 중에 있다. 행복청은 현재 첫마을 공공 4개 건물을 시범사업으로서 원격통합관리 서비스를 2012년 09월에 구축하기 시작하였으며, 현재에는 이러한 설비들이 모두 구축된 상태이며 에너지 절감방안을 도출 중에 있다. 본고에서는 지금까지 진행되어 온 세종시 첫마을 원격통합관리 서비스에 대하여 알아보고자 한다.
