Development of Information Management Model for Construction Electronic Manual using Collective Intelligence (집단지성을 활용한 건설 전자매뉴얼의 정보 관리 모델 구축)

  • As the construction industry is becoming large and complex, it is difficult to understand the overall business workflow and provide the required information. Accordingly, researches on the introduction of Interactive Electronic Technical Manual (IETM), used in manufacturing/maintenance industry, is being carried. In the case of construction projects, Frequent changes of relevant information occur according to changes in the project environments, so it is difficult for administrators to gather and organize the information. Therefore, this research suggests the Information Management Model for Construction Electronic Manual using Collective Intelligence to support the information changes, by expand the information mangers from the system administrators to the whole users and verify the model by applying the model to Urban Regeneration Electronic Manual.

  • Many construction companies have been trying to extend their businesses to the development projects after IMF. Project financing was introduced to the construction market and has been popular with construction companies which can not furnish funds for project by themselves. But, there are so many problems that project financing has not been activated in the construction field. One of the main factors that disturb activation of project financing is distrust about construction management among participants. This distrust is caused by the lack of speciality, objectivity, clearness about CM. So, to process business successfully, they need specialty and objectivity for the construction management. In this research, I analyzed the role and duty of the main participants about CM in the development project ana suggested an advanced management structure in order to activate project financing in the development projects.

  • Since 2005, the government began to introduce and promote a new project delivery system, BTL(Build, Transfer, and Lease), in order to provide high level of public services for the upgraded quality of life and to boost the domestic and local construction economy. However, the lack of experiences in the new system by the constituents from diverse economic sectors brought a number of drawbacks from each constituent's perspective such as improperly low earning rate, excessive expenses for preparation of the project proposal, imbalanced regulations, heavy cost and procedures to establish SPC, the ineffective structure of the consortium, the short-term oriented evaluation criteria for the selection and so forth. These drawbacks turned out to be obstacles for the successful BTL projects. Hence, this paper analyzes the above issues and conducts the interviews with the professionals from the diverse sectors in order to propose the changes to resolve those for the improvement and finally to deliver the successful BTL projects for the diverse public owners.

  • 원자력발전소의 건설은 부존 에너지원이 한정되어 있는 한국의 현실에서 볼 때 당연히 필요하다 할 것이다. 원자력발전소 건설의 특징은 높은 건설비와 장기간의 건설기간으로 설명 될 수 있 는데 이러한 건설사업을 순조롭게 운영관리하고 고도의 기술과 지식을 활용하여 원자력발전소의 안전성을 확보하기 위해서는 필수적으로 전문용역업체인 A/E회사의 사임운영과 설계엔지니어 링에 적극 개입하도록 하여야 한다. A/E회사는 사업의 운영관리에서부터 시작하여 설계 및 엔지 니어링과 구매관리등 전분야에 걸쳐 전문기술자들을 동원하여 전력회사의 요구에 상응하게 일을 처리할 뿐 아니라 발전소 소유주인 전력회사에 부당성과 가치성을 평가하여 줌으로써 적절한 사업계획과 목표관리를 수행하도록 돕는다. 특히 원자력발전소 설계 및 엔지니어링은 광범위한 기술분야가 합쳐서 이루어지는 결정체로써 기계, 전기, 토목, 건축, 핵공학등의 관련기술자들이 사업책임자(P.M)와 기술책임자(P.E)의 통솔하에 일관성 있게 일을 수행해 나간다. 본 해설에서는 이러한 A/E의 복잡하고 다양한 설계 및 엔지니어링의 내용을 상술하였으며 현재 원자력발전소 A/E회사의 기능과 역할을 알리고 이러한 기술업무의 조속한 국산화를 위해 경주되고 있는 노 력들을 단편적으로 소개하였다.

질의 및 회신 ①-대한설비건설협회 질의에 건교부 회신

  • 최근들어 냉난방시스템의 변화로 인하여 오피스텔, 원룸 등의 신축 및 개보수 공사에 시스템에어컨 등의 시공이 활발해짐에 따라 기계설비공사업을 등록하지 않은 장비제조 또는 판매업체가 시공하는 현상이 많아지고 있다. 이에 따라 대한설비건설협회는 건교부에“시스템에어컨의 설치금액이 1천만원 이상인 경우 기계설비공사업을 등록하지 않은 자가 설치∙시공할 경우 처벌조항”에 대하여 질의한 결과, 건교부가“냉난방 등을 조립∙설치하는 공사는 기계설비공사업의 업무내용에 해당되는 것으로 이를 어길 경우 1년 이하의 징역 또는 1천만원 이하의 벌금에 처한다”는 회신을 보냈다. 시스템에어컨이란 건축물에 냉방 및 난방을 하기 위하여 건물의 냉∙난방 시스템을 건물에 설치하는 공조시스템으로 냉∙난방을 위한 에너지원으로 가스(LNG, LPG)를 사용하는 GHP(Gas Engine Heat Pump)와 전기를 에너지원으로 하는 EHP(Electric Heat Pump) 방식으로 구분된다. 시스템에어컨을 설치하기 위해서는 압축기에 해당하는 실외기를 건물 외부에 설치하고, 여러 가지 타입의 다수의 실내기를 실내에 설치한 후 냉매배관과 응축수 배관을 연결, 시공해야 한다. 따라서 이러한 공사는 건설산업기본법시행령 별표의 1의 기계설비공사업의 업무내용에 포함어 있다. 대한설비건설협회가 질의한 내용과 건교부의 회신 내용은 다음과 같다.

  • The Domestic Construction Industry is in the process of changing from a one-sided production method centered on the contractor to a production method in which the order and the contractor can collaborate. Depending on the delivery method, the bid/success method, the contract method, and the degree of business involvement of the order may also vary. In this thesis, in order to introduce 'Construction Management at Risk' suitable for the domestic environment, domestic and foreign institutional analysis, bid process analysis, contract fulfillment and management analysis, post management analysis, and related laws and regulations for legalization In order to suggest a plan for the efficient operation of the system, a system and case analysis of domestic and international construction responsibility type construction project management was conducted. 'Construction Responsible Construction Project Management' defined in the Framework Act on the Construction Industry is divided into the main contract transfer contract, which is a service contract performing pre-con work, and the main contract, which is construction project management and construction contract. Therefore 'Construction Management at Risk' should be regarded as one of the ordering methods rather than a successful bid system, as in the case of overseas, and legalization as a bidding system equivalent to design/construction batch bid and technology proposal is necessary for introduction. In order to introduce 'Construction Management at Risk' suitable for the domestic environment, domestic and foreign institutional analysis, bidding process analysis, contract fulfillment and management analysis, and follow-up management analysis are conducted. A method for efficient operation was suggested so that it can be applied in the domestic market while maintaining the original merits of this system.

  • Feasibility analysis is a crucial key to success or failure of housing project. Existing feasibility analysis in construction company is based on intuitive approach rather than systematic approach. Usually feasibility analysis in a narrow sense is a financial analysis of project. Feasibility analysis focused in this study is confined to the matter of finance. So, the purpose of this study is to analyze the sensitivity of financial analysis item about profit rate by means of monte carlo simulation and this will improve accuracy of feasibility analysis and decision making.

  • Since construction management(CM) was recognized as a formal procurement route by law in 1995, it is interesting to observe the trend of its increasing adoption. Particularly in the public sector, local government clients more adopted the CM Procurement route than central government clients. The objective of this paper is to investigate and analyse the motivation of local government clients in selecting the CM procurement route. It is important to understand such motivation for achieving a better understanding of public client's CM needs and for promoting CM business in the public sector.

  • The construction by the ministry of health and welfare support of the first special hospital for only children in busan and gyeong-nam is under building with YPNUH(Yangsan Pusan National University Hospital) for the best medical treatment town and is to improve the productivity and efficiency by eliminating unproductive and inefficient fact through the construction management, systemic and scientific management technique. So in this study we would like to suggest the generated effect to apply project management technique to all stage such as from pre-design phase, turn-key enterprise choice, construction, design VE(Value Engineering), PMIS (Project Management Information System) construction to maintenance phase and cost and schedule reduction effect through basic, execution design VE by using engineer of field.

  • The Korean Government recently has been focused on strengthening competitiveness of order and stimulating construction market in the international construction industry. It has planned to extend the ODPs (overseas development projects) in order to diversifying the international construction market of which is domestic construction companies, placing too much emphasis on plant projects of the Middle East. However, literature review of risk analysis in the ODPs shows that the number of case study is several. Therefore, Authors asserted the necessity of risk analysis in the ODPs. The purpose of this study is to suggest a methodology that find KRFs (key risk factors) in the ODPs and analyze them, using AHP and Fuzzy theory. As a result, the 37 KRFs are selected and explained characteristics of them. A future direction of this study is to suggest a risk management model in the ODPs and prove feasibility of it.
