Exploratory Factor Analysis of the Causes of Corruption in Iranian Construction Projects (이란 건설 프로젝트의 부패 원인에 대한 탐색적 요인 분석)

  • The majority of construction projects, from the initiation phase to the project completion and operation phase, are influenced by various types of corruption. Iran, as a developing country, has been suffering from this issue in bidding, tendering procedure, contracts etc. Therefore, due to the importance of this issue, this study attempted to identify the causes of corruption and evaluate the most significant factors in the construction projects in Iran. To this aim, an intensive literature review was performed to investigate the various types of corruption and identify the potential factors causing corruption in construction projects. The questionnaire survey was designed, considering twelve forms of corruption, including 77 causes of corruption in construction projects in Iran. Out of 220 distributed questionnaires, 188 were returned by the participants. The valid collected data sets were analyzed and then Exploratory Factor Analysis was applied. It was discovered that "Inappropriate power-sharing," "Lack of obligation for human resources to properly use resources and abide by the rules and regulations" and "Lack of any monitoring of the government's performance" are the most significant factors. Findings from the study would be valuable for the construction projects authorities and academia in order to combat corruption in the construction projects.

  • A construction project consists of many types of contracts. In the process of selecting the successful contractor after bidding, there will inevitably be fierce competition, which may lead to corruption or bribery. Even after signing the contract, during the period of settling the amount of the contract, bribery could occur. Such corruption could harm the development of the construction industry. It is, therefore, necessary to establish a strategy to prevent corruption by strengthening the transparency of the bidding process. In this study, to prevent corruption in the construction industry, a new service is proposed in which the successful bidder is selected by a professional third party, and the introduction of diverse delivery systems for construction projects and the invigoration of alternative methods of settling disputes are also proposed in this study.

  • The interrelation of integrity degree and country competitive power was known as high. But, according to the CPI announcement of Transparency International, the domestic Corruption Perceptions Index ranked 5 points, as being corrupt. It was investigated that the corruption level of Korea was getting worse most in the construction sector. In this way, it is emergent and inevitable to improve the transparency in the construction industry, accounting for 25-54% of the total corruption cases in our society. Transparency International has opened to the public the source data, utilized in the CPI measures in 2010. In the case of Korea, the 9 data of 6 organizations were utilized. According to the PERC, the corruption level of the private sector in Korea has been estimated as the worst among the 16 countries. In this context, this paper analyses the corruption level of Korea by utilizing the source data of the Transparency International CPI. And it aims to comprehend structural problems in the construction industry and to suggest implicative countermeasures through out the anti-corruption activities in the world. It propose finally an improvement of the structural causes in the construction industry, a promotion of effective punishment against corrupt practices, a reinforcement of the transparency management in the construction sector, etc.

  • 서울특별시 SH공사(사장 유민근)는 최근 정부와 서울시의 부정부패 척결의지에 부응하고 조직의 청렴도를 한단계 끌어올리기 위해 강력한 청렴종합대책을 발표했다. SH공사는 상시청렴도 평가시스템인 "청렴온도를 높여라" 및 공사 청렴도 취약분야 개선방안 자문을 위한"SH청렴도향상시민위원회"를 운영하고, 시민에게 불편을 주거나 비리유발 요인 규정 등의 정비를 통하여 비리행위 사전차단 및 항상 청렴한 조직시스템을 새롭게 구축했다.

  • 지난 11월1일 부정방지대책위원회(위원장, 이세중 대한변호사협회 회장)는 감사 원장에게 문민정부가 추진하고 있는 부정$\cdot$부패척결을 위한 사정차원에서 건설제도 개혁이 이뤄져야 한다는 의미가 담겨있는 $\ulcorner$건설부조리 실태 및 방지대책 보고서를 제출했다. 이 보고서에서 (1)건설사업의 기본절차 법제화 (2)정부공사단가 현실화 (3)도급한 도액의 분리 (4)최저가낙찰제 정착 (6)입찰정보누설 제재 강화 (6)담합적발기구 설치 (7)담합카르텔 형성 방지 (8)계열화에 대한 인센티브 부여 (9)주택사업자의 하도급법 적용 (10)하도급직권 실태조사 강화 등이 건의 되었으며, 특히 불공정거래 근절을 위해 현행 하도급대금 직불요건에 대금 결제 지연가능성이 높은 덤핑낙찰공사를 추가하고 하도급실태조사결과 대금지급관련 위법사항이 적발되면 관계기관 직권으로 일정기간 직불케 하는 등 하도급대금 직불제도를 확대해야 한다고 밝혔다.또한 하도급계약에 있어 대금지급 문제를 근원적으로 해결하기 위해 원도급업자의 하도급대금 지급을 보증하는 지급보증제도도 확립해야 한다고 밝혔다.
