This study explores the discoures of family and family policy in the legislative process of Strong Family Act. Critical discourse analysis was used. The results are follows. The Strong Family Act made family issue as a political agenda in spite of much critics. The characteristics of the family discourse in "strong family camp": 1) The emphasis on the moral principle in family 2) denial of deinstitutionalization of family 3) regarding the family problem as a moral and individual problem 4) regarding the state as managing and controling the family. The characteristics of the family discourse in "critical camp": 1) strong family discourse is related to "the family" ideology 2) regarding the family problem as a social, structural problem 3) regarding the state as subsiding, supplementing families. The characteristics of the family policy discourse in "strong family camp": 1) casual efficiency as justifying logics 2) family policy as means to recover family values 3) deunifying the family policy. On the one hand, the characteristics of the family policy discourse in "critical camp": 1) social consensus and academic discussion as justifying logics 2) regarding the family policy as a means of gender equality and strategical point of welfare state expansion. The discourse of family and family policy, especially 'Strong Family Discourse" resulted in conjugation of nationalism and neoliberalism.

Korea is faced with the challenge of adapting to the world's fastest - growing low birthrate, aging society, and low growth with low interest rate era. With low fertility and aging population, the factors of financial income of health insurance are decreasing, and the increase of public interest in health, high cost medical technology and the development of medicine are leading to increase expenditure of health insurance. In this study, I will examine the strengthen protection of health insurance, financial stabilization, and fairness of medical care. First, the present status and limitations of health insurance were identified through domestic policy report, domestic and foreign literature, and precedent research. Second, the foreign health insurance policy measures to stabilize the finances were examined separately. Based on this study, in order to maintain sustainable health insurance through reinforcement and financial stabilization of health insurance, the current financial income structure of health insurance must be renovated. It will be necessary to expand government subsidies and discover new tax revenues. In addition, a policy to save finances by reorganizing the medical bill payment system and medical delivery system will also be needed.

지금 전 세계에는 금연바람이 거세게 불고있다. 특히 흡연에 비교적 관대하다는 유럽에서도금연 바람이 거세다. 흡연자가 많은 그리스와 터키가 강력한 금연법을 최근 제정했으며, 유럽연합은 공동의 '흡연규제법' 제정을 추진중이다. 세계 각국의 금연정책을 통해 우리나라 금연정책의 현재와 미래를 가늠하고자 한다.

지난 사반세기 동안에 현저하게 성장해 온 우리나라 경제와 함께 국민들의 건강의료문제도 많은 변화가 있었다. 우선 국민들의 건강에 대한 관심이 많이 높아졌다. 국민들의 건강에 대한 관심의 고조는, 결국 국가가 보건의료사업을 중요시하고 강화해야 한다는 정책전환을 요구하게 되었으며 각종 보건제도를 개선하고 보건시설을 확충하며, 의료전달체계를 정립하고 또 인력을 개발하는 등 많은 국가의 투자를 유도해 왔다. 특히 제4차경제개발 5개년계획 부터는 보건의료사업을 사회개발정책의 중요한 과제의 하나로, 경제성장의 혜택을 모든 국민에게 균등하게 분배하고 국민들의 보건증진을 통해 복지사회를 구현한다는 목적에서 본격적으로 보건사업을 추진해 왔던 것이다.

우리 국민의 의료서비스에 대한 불만은 매우 높다. 더더욱 최근 건강보험의 통합과 관련한 정치권과 행정부의 정책혼선과 의약분업 정책에 의해 야기된 불안과 불만은 정권자체의 불신을 초래하는 단계에까지 이르고 있다. 혼선과 불만이 야기된 근본적 원인은 정책담당자들의 무지, 일부 학자들의 잘못된 이념적 선동, 그리고 일반국민의 허황된 기대에서 찾아진다. 이 과정에서 얻는 중요한 교훈은 어떠한 정책이든 뜨거운 가슴으로 되지 않으며 무엇보다도 냉철한 머리가 정책의 중심을 차지하여야 한다는 것이다.
