This study aims to find out the cause of delay by analyzing the process of 12 Core-based Improvement pilot projects, especially focused on lands, buildings, population status. For this purpose, it performed a literature research on maintenance plan reports, various statistics of building and population status analysis, a field research and an individual interview with public officials in charge at local governments of 12 project districts. The findings are as follows; 1) it was difficult to cope flexibly to environmental changes because the core sector was so large that the plan was led to areal improvement. 2) the project was selected without reflecting the characteristics of the core sector and the area of residents-led renovation properly in terms of building status such as building density and old buildings ratio, 3) the coordinator group for socially disadvantaged class in the district was not operated and thus foundation for residents-led renovation was not set up. In conclusion, it should be presented the proper size of the core sector when the core-based residential environment improvement project is initiated in the future. In addition, building status is taken into consideration when designating the core sector and the area of residents-led renovation. The coordinator group needs to be operated from the early stage of the project as well.

Urban redevelopment make a short term effects without consideration about resident‘s lives. so, there are many problems and planners solve the problems to improve urban redevelopment based on resident leaded direction. The purpose of this research is to find inherent district which is character by residents. Most of them could be explained in relation to life, religious leadership, traditional cultural heritage and democratic movement. Group interviews at a field site were carried as the main methodology by people who have an intimate knowledge of the place facts. This research has implication on a cognitive and emotional community map of residents compared to the just physical and geographical map. The places and place recognition activities and movement can be a basic foundation for residents participation in improving their housing neighborhood environment.

When rate of stated and public owned demesne in residential environment improvement is low under the limited resources of revenues, the new infrastructure for the maintenance of the existing estate has increased land reduction rate thus the place where lot of small estate find it difficult to accept as the feature of residential environment improvement. Although 'Diffusion model of residential environment improvement' which designed to overcome existing residential environment improvement, is middle of progress, there is not any suggestion made to solve problem caused by short of estate in order to maintain small estate and total Infrastructure. In feature of resident, we also notice ageing not only facilities and building. 'Elderly housing' can be presented as an alternative living style to solve housing and elderly matter which are caused by accumulation of individual estate and aging at once. Therefore, this research identifies resident's perception about elderly housing and recognizes task and potentialities that has to be solved in order to apply virtually to residential environment improvement.
