The substance of this study can be summarized as follows. In introduction, this paper traces the factors of the advent of social care insurance in Germany and Japan and Premises that it is necessary to study social care insurance. In Chapter II, this paper examines the new idea of the recent social security system in japan, centering on the limit of social security policy today, the increase in the number of the poor and the needy and securing financial resources for elder welfare. In Chapter III, this paper studies the process of materialization for the introduction of social care insurance by considering the process of making "Outline of the Bill of Social Care Insurance System" and the general frame of the system in this "Outline". In Chapter IV, this paper explains the facilities in charge and the system of them, the contents and methods of social care insurance, all the arrangements needed in the process of practice, and the like, in connection with all the arrangements for and practical problem of social care insurance which will take effect in earnest in April, 2000 in Japan.

Recently, the Ministry of Health and Welfare has emphasized the necessity to build community care, and the interest of health care- long-term care-social welfare system continues. In order to examine the future vision of long-term care for elderly people, which can be a core system in establishing community models for elderly people in the future, we will implement aging in place as a national policy project. It is meaningful to analyze in depth the case of Japan's policy implementation through the amendment process of long-term care insurance system. The purpose of this study is to examine the concept definition, operating system, and major promotion process of the Integrated Care System in Japan and to suggest policy implications for the future Korea long-term care insurance system. As a result of reviewing the operation status and revision process of the long-term care insurance system for establishing the Integrated care system in Japan, it is necessary to clarify the basic principles and construction of community care system, diversification of residence type and upgrading work, establishment of linkage network of health care-long term care-social welfare, expansion of support for family and self-mind.

Korea's long-term care insurance for the elderly, which started in 2008, is a borrowed one from gaeho insurance, which started eight years earlier. Both countries have a policy of welfare equipment benefit systems to support the lives of the elderly who are intellectually and mentally weakened. In this study, we attempted to compare and examine the welfare equipment items in Korea with those in Japan and find out the characteristics of the items in Korea and Japan. In Korea, loitering-detection device, posture changing devices, and incontinence underwears were registered as welfare devices before Japan, and in Japan, automatic urine disposal systems, wheelchair electric assist device, position converters, and lifts for handicapped person were designated as welfare devices before Korea. In addition, the Japanese Ministry of Health, Labor and Welfare has announced the designation of the excretion prediction support device as a welfare device. If Korea and Japan cooperate to develop welfare equipment items together, it will be of great help in improving the quality of life of the elderly in both countries in a super-aged society.
