Validation of a Korean Version of the Professional Opinion Scale (한국어판 사회복지 가치 지향 척도(Professional Opinion Scale)의 신뢰도와 타당도 평가 - 사회복지 실천가를 대상으로 -)

  • Although social work values are stressed among social work educators as well as practitioners, empirical studies on values have been very scarce. The objective of this study is to validate a Korean Version of the Professional Opinion Scale(POS). The Korean version was validated with a sample of 325 social worker working in various types of social work agencies. A series of confirmatory factor analysis suggested that 8 items be removed, resulting in 32 items with 4 factors. The Korean version has the same factor structure as the original version of the POS reported by its developer. The Korean version of the POS are found to be a reliable and valid instrument for measuring social work values. However, validation with more representative samples is needed to improve the quality of the Korean version of the POS.

  • The e-Learning quality assurance is a part of responsibility for education in latest information age, and should be understood as a basic direction for qualitative enhancement rather than quantifiable expansion. In such a context, this study sought to survey latest trends of e-Learning quality assurance activities deployed around overseas countries, so that it could give possible implications on how to plan and perform e-Learning quality assurance in Korea. So, this study focused on surveying actual conditions, coverage, target and useful indices of e-Learning quality assurance activities deployed by 9 institutions across 5 countries, and characterizing those activities across 5 countries. As a result, this study could find out its implications such as acquisition of various resources available for e-Learning, nationwide consolidation of e-Learning quality assurance activities, development of specialists in e-Learning quality assurance, and choice and focus for e-Learning quality assurance system. In other words, it was found that e-Learning quality assurance should be approached from nationwide standpoint in the interest of better educational quality, rather than from viewpoint of task.

Modern Housing Discourse of Korea in 1910s (1910년대 주거담론의 성격)

  • All the text of housing in 1910s was conveyed in three; hygiene general readings, home economics texts saying women's responsibility of cleaning house, and Japanese's observation and criticizing Korean housing. It stressed sanitary conditions of housing and criticised Korean housing dirty, of which contents and logic were same with the housing discourse in 1900s but much simpler and smaller in amount. It was mainly written by those in medical treatment field like doctors for enlightenment of private hygiene practice to Koreans. Because Choson Government-General(朝鮮總督府) excluded Korean residental areas from urban sanitation project, they remained dirty in 1910s. The practice of housing sanitation remained just as a matter of private sanitary practice. These political and discoursive conditions insinuated a sense that Korean dirty housing was representation of Korean's uncivilized customs and manners and a reason for being colonized. This sense made many Koreans to insist their housings' reforming to sanitary states just for civilization during colonized period.

A Study on the Creation of Social Capital Through the Use of Public Libraries (공공도서관 이용을 통한 사회자본 형성에 관한 연구)

  • This study conducted a survey research in order to prove the influence of public libraries on the creation of social capital. The analysis showed that the use of public libraries is generally focusing on information activities on a personal level and it is not extended to establish social relationships or form social trust between people on social level. If the personal information activities in public libraries are expanded to share information and opinions with other people, however, it can establish social relationships across people mediated by public libraries. It also has the possibilities to induce library users to participate reciprocal activities on social level. As a result, the information activities in public libraries on personal level can be extended to social levels mediated by public libraries, which can affect the creation of social capital. Based on these results, public libraries need to consider the social responsibilities on creating social capital as well as supporting information activities of members of society.

  • Guanxi could be regarded as communities based on blood, regionalism, school ties centering on individual person. It has been used as a means of personal interests security and acquisition. What is more, it has formed a mode of socio-economic order, which is an inter-obligation relations based on mutual benefits. In practice, it is necessary to understand and accept guanxi in China, as it is a key factor to understand consumer patterns, inter-firm relations and extra-firm relations between firm and government. In this context, the main aim of the reserach is to identify the impact of guanxi on the business activities of Korean foreign direct investment firms in China by investigating their networks based on guanxi.

Educational Needs Analysis of General Security Jobs in Physical Protection Field using the DACUM Technique (DACUM기법을 활용한 물리적방호 분야 일반보안 직무의 교육 요구분석)

  • The purpose of this study is to develop the main subjects of the job-based curriculum by deriving the job analysis results of general security job workers in the physical protection field responsible for responding to threats to nuclear materials and nuclear facilities. In the job analysis stage, FGI was conducted on 7 content experts to derive 8 duties and 55 tasks. In addition, knowledge and skills were drawn for each task. In the analysis of educational needs, surveys were conducted for workers in general security jobs to derive the top 25 educational priorities through t-test and Borich needs assess model. At the stage of selecting core tasks and organizing required/optional contents, 42 tasks, both above average or at least one of them, were derived as core tasks based on the result of evaluation of importance and difficulty ratings of 55 tasks through a questionaire. In addition, tasks applied to the top 25 rankings derived from Borich needs assess model were applied as the required contents when designing courses, and tasks which applied only one of them were selected as optional contents. At the stage of required/optional modules and educational contents, four required modules and five optional modules were derived by drifting similar tasks between the required and optional contents. Based on the above results, the study suggested academic and practical implications and future suggestions.

Analysis on the Ordinance and Implementation of Labor Conditions Improvement of Social Worker:Focused on Busan Metropolitan City and its 16 Subregions (사회복지사 처우개선 관련 조례 및 이행여부 연구 부산광역시 및 부산 16개 구·군을 중심으로)

  • This study investigates the 17 ordinances on the improvement of labor condition and status of social workers in the metropolitan city of Busan that has 16 administrative borough, or gu, and a central headquarter, and further verifies its implementation. Researchers identified the presence of 9 articles in each ordinances, followed by data request being made to all the administrative offices for their implementation. As a result, the articles on obligation, research on the actual condition, support plan and committee establishment have been excluded in many gus, which were in default of implementation or slower than ordinances stipulate. It is suggested that statements about the obligation of the head officers, preceding research on the actual condition before support plan and committee establishment should be made in the independent articles. Regarding its implementation, ordinances are required to have a regulatory power through penalty, reflect the actual demands of social workers in the field and go through a regular evaluation and monitoring on its implementation in order for purpose accomplishment.

  • This study analyze 42ordinance of a local government for the improvement labor conditions and position of social worker. That way suggest developmental direction of ordinance enactment. The results are as follows. First, there are purpose, subject of application, duty of local government president, condition study, establishment of support plan, improvement labor conditions. But, there are not committee for labor conditions improvement, prize in many ordinance. Second, standard of wage is not, it has to suggesting by the wage standard of social welfare official in local government or Ministry of Health and Welfare. Third, condition study's period and support organization for social worker's labor condition improvement are not clear. Therefore, we must suggest the condition study's period of social worker, and make the support organization for condition improvement.

  • This study purports to examine the potential determinants of welfare attitudes of Korean Youth. In a sense, this study could be considered as exploratory since the independent variables for model are chosen in a somewhat arbitrary manner. The independent variables are mostly value orientation of Youth. The welfare attitude is measured by the question asking respondent's nonnative idea on the primary care-giver in the old age. Data has been collected by National Youth Policy Institute as a part of research project, named "Korean Youth Development Indicators". The analysis shows that the welfare attitudes of Korean youth is influenced. by a number of factors. such as parent's education, a proxy for the parents' SES, attitude toward equality. and state's responsibility in general. The author contends that although this is an exploratory kind of study, this study contributes not only to the research in the field, hut also to the welfare policy-makers by providing generalizable outcomes on the value and attitudes of Korean youth on welfare issues. After all, policy needs public supports to be sustained.

A Study on Development of Personalized Learning Materials for Underachievers in Elementary Mathematics (초등 수학 학습 부진아 지도를 위한 맞춤형 학습 자료 개발 연구)

  • In this research, we observed how students perform as they followed the teachers' instruction, and consequently perform their realized potential. As the accountability of school education is emphasized, various attempts try to disconnect the vicious cycle of producing low achievers. Efforts are allocated into developing a method to minimize cumulative effect of the lag in educational benefit by focusing on the elementary education. Based on the 2007 revised curriculum, mathematics achievement level and assessment criteria were developed. These criteria were used to standardize the course and assessment objectives for 4th through 6th grade students' mathematics studies, and to assess lower performing students and the lag in their mathematical understanding. The educational materials and assessment criteria can be expected to lead lower performing students by giving them the personalized lesson plans to minimize the lag of mathematical understanding, and eventually expedite their progress and prevent cumulative effect of the lag in the following curriculum.
